1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Islington (‘the Council’) on 28th August 2020 made the above-mentioned Orders under sections 9,10 and 124 of and Part IV of Schedule 9 to of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be, by way of an experiment, to: [Note: the measurements in this Notice are given to the nearest 0.1 metres]
(a) prohibit the passage of all vehicles, except pedal cycles, at the following locations:
(i) Canonbury Place, at a point 4 metres north-east of the north-eastern kerb-line of Canonbury Place (north-west to south-east arm);
(ii) Alwyne Road, at a point 14 metres north-east of the north-eastern kerb-line of Alwyne Villas, measured on the south-east side;
(iii) Clephane Road, at a point 3.9 metres south-east of the south-eastern kerb-line of Thorndike Road (measured from the build-out);
(iv) Ramsey Walk, at a point 7.4 metres south-west of the north-eastern kerb-line of Rona Walk.
(d) prohibit all vehicles, except pedal cycles:
(i) proceeding in Thorndike Road, from turning left into Clephane Road;
(ii) proceeding a Canonbury Place (north-west to south-east arm), from turning right into Canonbury Place;
(iii) proceeding in Compton Road, from turning right into Canonbury Place
(e) introduce ‘at any time’ waiting restrictions in the following locations:
(i) Alwyne Road, south east side, a point 1.5 metres south-west of the common boundary of Nos. 38 and 39 Alwyne Road and the north-eastern kerb-line of Alywne Villas;
(ii) Clephane Road, north-east side, outside No. 5 Clephane Road, between the kerb-buildout and a point 6.5 metres south-east of that build-out;
(iii) Clephane Road, south-west side, outside Sark House, between the kerb-buildout and a point 6.5 metres south-east of that build-out;
(iv) Ramsey Walk, north-west side, outside No. 22 Ramsey Walk, between the kerb-buildout and a point 6 metres south-west of that build-out.
(f) amend parking places as follows:
(i) Alwyne Road, shorten the CPZ ‘L’ residents permit holders parking place on the south- east side, outside No. 39 Alwyn Road by 12 metres;
(ii) in Clephane Road, remove the CPZ ‘T’ residents permit holders parking place on the south-east side outside Sark House;
(iii) in Clephane Road, shorten by 6.5 metres the CPZ ‘T’ resident permit holders parking place on the north-east side outside No. 5 Clephane Road;
(iv) in Clephane Road, relocate the dedicated disabled bay DB229 by 6.5 metres south-eastwards from its current position outside Sark House;
(v) in Ramsey Walk, shorten the CPZ ‘T’ residents permit holders parking place on the north-west side outside No.22 Ramsey Walk by 6 metres.
(g) suspend the operation of the width restriction in Grange Grove.
3. The Order provides that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Service Director for Public Realm at the London Borough of Islington, or some person authorised by him, may, if it appears to him or that person essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders extends, modify or suspend any of the Orders or any provision thereof.
4. A copy of the Orders, which will come into force on 4th September 2020, and of other documents giving more detailed particulars of the Orders are available for inspection during normal office hours from the date of this Notice until the Orders cease to have effect at the following location:
Public Realm, 1 Cottage Road, London N7 8TP

6. The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders within a period of six months beginning with the day on which the experimental Orders come into force or, if the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification comes into force. Any such objection must be in writing and must state the grounds on which it is made and be sent to Public Realm, 1 Cottage Road, London N7 8TP. Any objection may be communicated to, or be seen by, other persons who may be affected.
7. Any person who wishes to question the validity of the Orders, or of any provisions contained therein on the grounds that it or they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any requirement thereof or any relevant regulations made thereunder has not been complied with in relation to the Orders, may make application for the purpose to the High Court within six weeks from the date on which the Orders are made.
