BRUNEL ROAD, COPPERMILL LANE, EDWARD ROAD, LOW HALL LANE, MORLAND ROAD, SALOP ROAD, SOUTH ACCESS ROAD, STATION ROAD, VERULAM AVENUE - CLOSURES TO VEHICULAR TRAFFIC (EXCEPT CYCLES) (MODAL FILTERS), REDUCTION OR REMOVAL OF FREE SHORT STAY AND PERMIT PARKING SPACE, PROVISION OF "AT ANY TIME" WAITING RESTRICTIONS, PEDESTRIAN AND CYCLE ZONE (EXCEPT LOCAL BUSES) AND RE-OPENING OF SECTION OF ROAD

THE WALTHAM FOREST (CHARGED-FOR PARKING PLACES) (AMENDMENT NO. 48) EXPERIMENTAL ORDER 2020

THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 48) EXPERIMENTAL ORDER 2020

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 20 August 2020 made the above-mentioned Order under sections 9, 10 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The experimental Orders mentioned above will come into force from 27 August 2020; and may continue in force for up to 18 months.

2. The general effect of the experimental Orders in the aforementioned E17 roads, to coincide with cycle, pedestrian and public realm improvements, will be:

(a) in Low Hall Lane (LHL) -

(i) to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the **highway which extends between its junction with Markhouse Avenue south-eastwards for a distance of 12 metres (all vehicular traffic will be prohibited from proceeding or entering);

(ii) to provide double yellow line "at any time" waiting restrictions across the south-eastern and north-western facing ends of the closure mentioned in item 2(a)(i) at 90 degrees to the north-eastern and south-western kerb lines;

(iii) north-east side

(i) suspend the permit parking place outside the south-west facing flank wall of No. 124 Markhouse Avenue (MKA) a replace with double yellow line "at any time" waiting restrictions; or

(ii) maintain part of the permit parking place outside the flank wall of No. 124 MKA so that its overall distance will be 5.8 metres (dependent on the how much access remains for vehicles travelling northbound to turn to face the opposite direction from which it was proceeding).

(iv) south-west side – suspend a section of single yellow line opposite the south-west facing flank wall of No. 124 Markhouse Avenue and extend the double yellow line "at any time" waiting restrictions situated from its junction with South Access Road south-westward south-west for a distance of 10 metres

(b) to suspend CPZ permit holder parking spaces and as the case may be single yellow line waiting restrictions and provide double yellow line "at any time" waiting restrictions where speed table or as the case may be, passing places are to be provided: (

i) in Brunel Road (BRU) E17-

i. south-east side - for a distance of 10 metres outside Apartments 1 – 19 BRU (the new double yellow line will be an extension of the double yellow line situated at the south-west end of Apartments 1 – 19 BRU (Zone ‘LH’);

ii. north-west side and south-west side – where school keep clear markings exist.

(ii) in Coppermill Lane E17 (COP) – north-west side – between (1) the common boundary of Nos. 62 and 64 and a point 1.6 metres south-west of the common boundary of Nos. 62 and 64 COP, (2) outside No. 56 COP, and (3) a point 1 metre south-west of the common boundary of Nos. 26 and 28 COP and a point opposite the common boundary of Nos. 29 and 31 COP (Zone ‘CLM’);

(iii) in Coppermill Lane E17 (COP) – south-east side – between (1) a point opposite the common boundary of Nos. 66 and 68 COP north-east for a distance of 19 metres, and (2) the common boundaries of Nos. 25 and 27 COP south-west for a distance of 19 metres (Zone ‘CLM’);

(iv) in Morland Road E17 (ML) – south-west side – for a distance of 2 metres immediately south-east of No. 62 ML (Zone ‘CLM’);

(v) in Salop Road E17 (SL) – north-west side – for a distance of 6 metres opposite Essex Close E17 (Zone ‘CLM’); and

(vi) in Verulam Avenue E17 (VA) – south-east side -between its junction with Markhouse Road and its junction with Tudor Court (Zone ‘LH’);

(c) in Station Road (STN) -

(i) to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the **highway as extends between its junction with St James Street and a point 20 metres south of that said junction

(ii) west side - suspend all short stay parking within the section closed to vehicular traffic mentioned in 2(c)(i) above;

(iii) to provide double yellow line "at any time" waiting restrictions across the north-eastern and south-western facing ends of the closure mentioned in item 2(c)(i) at 90 degrees to the north-western and south-eastern kerb lines;

(d) in Edward Road (EDW) -

(i) to close to vehicular traffic (including motorcycles) (except pedal cycles) the full width of the **highway for between its junction with Coppermill Lane northwards for a distance of 5.8 metres measured along the western kerb line (all vehicular traffic will be prohibited from proceeding or entering);

(ii) to provide double yellow line "at any time" waiting restrictions across the north-western and south-eastern ends of the closure mentioned in item 2(d)(i) at 90 degrees to the north-east and south-west kerb lines;

(iii) north-east side

(i) suspend the free short stay parking place adjacent the flank wall of No. 114 COP and extend the double yellow line "at any time" waiting restrictions situated at its junction with Coppermill Lane northwards so that it meets the southern edge of the car club parking place; or

(ii) maintain part the short stay parking place outside the flank wall of No. 114 COP so that its overall distance will be 6 metres (dependent on the how much access remains for vehicles travelling southward to turn to face the opposite direction from which it was proceeding).

(iv) south-west – extend the double yellow line "at any time" waiting restrictions situated at its junction with Coppermill Lane northwards so that its length extends 2 metres north of a point opposite the common boundary of Nos. 14 and 16 EDW;

(e) in South Access Road -

(i) to close to vehicular traffic (including motorcycles) (except pedal cycles and local buses) that part of South Access Road E17 which lies between the common boundary of Nos. 22 and 24 William Marshall Close and the south-west boundary of Barn Croft School. All motor vehicles (except local buses) would be prohibited from entering into or proceeding in this area at all times;

(ii) both sides – where either unregulated parking or single yellow line waiting restrictions exist convert such to double yellow line "at any time" waiting restrictions (the whole road will be no waiting "at any time");

(iii) suspend the closure to vehicular traffic and allow access to all traffic at its junction with Argall Avenue;

Note: **the designation of all closures to vehicular traffic (modal filters) mentioned in item 2 above will operate across the full width of the highway boundary including the footways/pavements.

3. FURTHER NOTICE IS HEREBY GIVEN that the Council, in accordance with Sections 90A and 90C of the Highways Act 1980, the Highways (Road Humps) Regulations 1999, proposes to:

(a) introduce new tables in the following E17 roads either replacing any previously proposed or existing speed hump:

i. Collingwood Road (COL) and St Barnabas Road (STB)– between a point on COL 12 metres south-west of a point in line with the north-east boundary of No. 32 STB and a point 2 metres south-east of the common boundary opposite Nos. 26 / 28 STB

ii. Chelmsford Road (CHL) and Collingwood Road: between No. 109 CHL and the north-east facing building wall of No.111a CHL

iii. Rutland Road (RUT) E17 and Belgrave Road (BEL) E17 - between a point 10.5 metres south-west of a point in line with the north-east boundary of No. 80 BEL and the common boundary of Nos. 80 and 82 BEL; and

iv. Rutland Road E17 and Somerset Road (SOM) E17 - between a point 8 metres north-east of a point in line with the south-west facing wall of No. 81 SOM and the common boundary of Nos. 82 and 84 SOM; and

The speed tables would be elevated sections of carriageway, between 75 and 100 millimetres (+/-5mm) higher at their highest point than the surrounding carriageway, extending across the full width of the carriageway.

4. Any person desiring to object to or to make any other representation with regards to the measures set out in item 3 above should send a statement in writing of either their objection and the grounds thereof or of their representation to Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS or by emailing: enjoy@walthamforest.gov.uk quoting reference T36b(20) – Markhouse series 4 – speed tables by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made. Documents giving more detailed particulars of the measures can be inspected on request also by either emailing enjoy@walthamforest.gov.uk during normal office hours on Mondays to Fridays inclusive, or online at: https://www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.

5. Documents giving more detailed particulars of the experimental Traffic Orders can be inspected on request by emailing enjoy@walthamforest.gov.uk during normal office hours on Mondays to Fridays inclusive, from 20th August 2020 until the Orders cease to have effect, or online at: https://www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.

6. Where it appears necessary for certain purposes, an authorised officer of the Council may, in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, modify or suspend any provision of the experimental Traffic Orders while they are in force.

7. The Council will be considering in due course whether the provisions of the experimental Traffic Orders should be continued in force indefinitely by means of permanent Traffic Orders made under sections 6, 45, 46 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the experimental Orders come into force or, if the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent to: Traffic Orders, Highways, Low Hall, Argall Avenue, London, E10 7AS, or by emailing: enjoy@walthamforest.gov.uk quoting reference T36a(20) – Q2 and Coppermill region – Modal filters - Walking and Cycling. Any objection may be communicated to, or be seen by, other persons who may be affected.

8. If any person wishes to question the validity of any the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
