THE NEWHAM (WOODER GARDENS) (LOW TRAFFIC NEIGHBOURHOOD) EXPERIMENTAL TRAFFIC ORDER 2020
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 3 August 2020 made the above-mentioned Orders under Section 9 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be to introduce road closures as detailed below, suspend certain existing parking controls and waiting restrictions for the duration of the experimental orders and replace them with the restrictions detailed below:
Area 1 – Chobham in the northern part of Stratford, bounded by the A112 Leyton Road, Crownfield Road (in the London Borough of Waltham Forest), Leytonstone Road, and the Great Eastern Mainline railway; comprising:
(1) Road closures with exemptions for pedal cycles and emergency vehicles via the use of lockable bollards at:
a) Maryland Road, adjacent to No. 63 Maryland Road;
b) Windmill Lane (east), at its junction with Maryland Point/Leytonstone Road; and
c) Windmill Lane (west), at its junction with Angel Lane.
(2) Road closure with exemptions for pedal cycles and emergency vehicles via the use of CCTV enforcement at Chobham Road west of its junction with Leytonstone Road.
(3) Road closures in both directions with exemption for pedal cycles at Henniker Road west of its junction with Leytonstone Road.
(4) Conversion of existing waiting restrictions to ‘shared use’ (paid limited waiting and Stratford (S) permit holders only) parking from 8am to 6.30pm on Monday to Saturday and from 8am to 9pm on event days in Maryland Road, the north side.
(5) Conversion of existing waiting restrictions to Stratford North West (SNW) permit holder only parking from 8am to 6.30pm on Monday to Friday and from 8am to 9pm on event days in Henniker Road, the south side.
(6) Conversion of an existing ‘informal’ doctor parking place to Stratford North West (SNW) permit holder only parking from 8am to 6.30pm on Monday to Friday and from 8am to 9pm on event days in Chobham Road, the south side.
(7) Conversion of existing parking places to no waiting at any time restrictions in Henniker Road, the north side.
(8) One-way working for traffic in Well Street in a north-westerly direction (between Windmill Lane and Waddington Street) except for pedal cycles.
(9) Localised waiting and loading restrictions operating at any time and suspension/relocation of parking places associated with the road closures.
Area 2 – Odessa in the north-west part of Forest Gate, bounded by Leytonstone Road, Cann Hall Road (in the London Borough of Waltham Forest), the B161 Dames Road, and Forest Lane; comprising:
(1) Road closures with exemptions for pedal cycles and emergency vehicles via the use of lockable bollards at:
a) Odessa Road, north of its junction with Cemetery Road; and
b) Station Road E7, south of its junction with MacDonald Road and Clinton Road.
(2) Road closure with exemptions for pedal cycles and emergency vehicles via the use of CCTV enforcement at the Buckingham Road / Idmiston Road junction, from the north-eastern corner to the south-western corner, requiring compulsory left turns from Buckingham Road into Idmiston Road and compulsory right turns from Idmiston Road into Buckingham Road.
(3) Road closure with exemptions for access, pedal cycles and emergency vehicles via the use of CCTV enforcement at Wooder Gardens west of its junction with Field Road.
(4) Road closures in both directions with exemption for pedal cycles at:
a) Ash Road, south of its junction with Buxton Road and Hatfield Road;
b) Bow Street, at its junction with Leytonstone Road; and
c) Field Road, south of its junction with MacDonald Road.
(5) Conversion of existing waiting restrictions to Stratford (S) permit holder only parking from 8am to 6.30pm on Monday to Saturday and 8am to 9pm on event days in Ash Road, the west side.
(6) Conversion of existing parking places to no waiting at any time in:
a) Ash Road, the east and west sides;
b) Bow Street, the south side;
c) Field Road, the west side;
d) MacDonald Road, the south side; and
e) Station Road E7, the west side.
(7) Relocation of disabled resident parking places in Odessa Road, the west side, by 3 metres in a north-westerly direction.
(8) Localised waiting and loading restrictions operating at any time and suspension/relocation of parking places associated with the road closures.
3. The Orders, which will come into force on 17 August 2020, and other documents giving more detailed particulars of the Orders are available for inspection during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing traffic.orders@newham.gov.uk until such time as the Orders cease to have effect.
4. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
5. If the provisions of any or all of the Orders continue in force for a period of not less than six months, the Council will be considering in due course whether the provisions of any or all of the experimental Orders should be continued in force indefinitely by means of an Order or Orders under Sections 6 and/or 45 of the said Act of 1984.
6. Within a period of six months:–
(a) beginning with the day on which the experimental Orders came into force; or
(b) if that Order is varied by another Order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force;
any person may object to the making of Orders for the purpose of such indefinite continuation.
7. All objections and other representations relating to the continuation of the Orders must be made in writing. All objections must specify the grounds on which they are made. They should be sent to the Assistant Director, Highways and Sustainable Transport, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London E16 2QU or by email to: traffic.orders@newham.gov.uk
8. Under the requirements of current access to information legislation, any letter or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
