CITY OF WESTMINSTER - CITYWIDE 20 MPH SPEED LIMIT
THE CITY OF WESTMINSTER (20 MPH SPEED LIMIT) (NO. 1) TRAFFIC ORDER 2020
1. NOTICE IS HEREBY GIVEN that Westminster City Council on 27th July 2020, with the agreement of the Councils of the London Boroughs of Camden and Lambeth, made the above Order under sections 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Order will be to prohibit vehicles from exceeding 20 mph on all roads within the City of Westminster (with certain exceptions referred to in paragraph 3).
3. Please note:
(a) the Order includes roads which share a boundary with the London Boroughs of Camden and Lambeth, but does not include boundary roads shared with the Royal Borough of Kensington and Chelsea or the London Borough of Brent;
(b) the Order does not include roads on the Transport for London Road Network (TLRN). Orders for speed limits on the TLRN are made by Transport for London;
(c) the Order does not include roads which are not maintainable at the public expense (private roads);
(d) the following Orders, which impose a 20 mph speed limit in Exhibition Road (the length which lies within Westminster) and in certain roads in the vicinity of schools in Westminster, are revoked and re-enacted:
(i) The City of Westminster (Speed Limit) (No.1) Order 2011; and
(ii) The City of Westminster (Speed Limit) (No.1) Traffic Order 2019.
4. The Order, which will come into force on 31st July 2020, and other documents giving more detailed particulars of the Order are available for inspection until 7th September 2020 at http://westminstertransportationservices.co.uk/notices. Please note that documents will not be available for inspection in person until further notice.
5. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.
