THE NEWHAM (HIGH STREET SOUTH) (SOCIAL DISTANCING MEASURES) EXPERIMENTAL TRAFFIC ORDER 2020
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 13 July 2020 made the above-mentioned Orders under Section 9 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be to suspend existing restrictions for the duration of the experimental orders and replace them with the restrictions detailed below:
Area 1 – Green Street
(1) Suspension of shared loading and short stay paid parking inset footway parking bays and replacement with no waiting and no loading at any time restrictions outside:
a) Nos. 385 to 401 Green Street;
b) Nos. 364 to 380 Green Street.
c) Nos. 303 to 309 Green Street;
d) Nos. 334 to 344 Green Street.
e) Nos. 262 to 270 Green Street;
f) Nos. 274 to 292 Green Street;
and on the west side, between Oakdale Road and St. Georges Square.
(2) Conversion of existing waiting restrictions to shared paid limited waiting and loading only bays, with loading only from Monday to Saturday between 7am and Noon, 30 minutes with no return within 1 hour, and paid limited waiting Monday to Saturday between Noon and 6.30pm, 2 hours with no return within 1 hour in:
a) Cromwell Road, the north side;
b) Redclyffe Road, the south side;
c) Tudor Road, the north side; and
d) Shaftesbury Road, the north and south sides.
(3) Conversion of existing waiting restrictions to loading only 7am to 6.30pm, 1 hour with no return within 2 hours in:
a) South Esk Road, the north side.
(4) Conversion of existing free 2 hour limited waiting to loading only bays, with loading only from Monday to Saturday between 7am and Noon, 30 minutes with no return within 1 hour, and paid limited waiting Monday to Saturday between Noon and 6.30pm, 2 hours with no return within 1 hour in:
a) Walton Road E13, the north side;
b) St. George’s Road, the north side;
c) South Esk Road, the north side;
d) Monega Road, the north side;
e) Grosvenor Road E7, the south side;
f) Strone Road, the north side;
g) Sherrard Road, the north side; and
h) Glenparke Road, the south side.
(5) Conversion of existing loading only 7am to 6.30pm, to loading only 7am to 6.30pm, 1 hour with no return within 2 hours in:
b) Selsdon Road, the south side;
c) King’s Road, the south side;
d) Harold Road, the north side;
e) Park Road, the north side;
f) South Esk Road, the north side
g) Boleyn Road E7, the north side;
h) Neville Road, the north side;
i) Cromwell Road, the south side;
j) Upton Park Road, the north side; and
k) Woodstock Road, the north side.
(6) Conversion of existing shared Upton Park (U) permit holder and paid limited waiting bays to shared paid limited waiting and loading only bays, with loading only from Monday to Saturday between 7am and Noon, 30 minutes with no return within 1 hour, and paid limited waiting Monday to Saturday between Noon and 6.30pm, 2 hours with no return within 1 hour, in:
a) Washington Road, the west side;
b) Waterloo Road E6, the east side;
c) Cromwell Road, the north-west side;
d) Ferndale Road, the north side; and
e) Oakdale Road, the north side.
(7) The conversion of existing waiting restrictions to Plaistow South (PS) permit holder only from 8am to 6.30pm Monday to Saturday in:
a) Castle Street, the south side; and
b) Walton Road E13, the south side.
(8) Revision of waiting and loading restrictions on the side streets and at their junctions with Green Street and various locations in Green Street.
Area 2 – High Street North, East Ham / Manor Park
(1) Suspension of short stay free inset footway parking bays and replacement with no waiting and no loading at any time restrictions in High Street North outside:
a) Nos. 451 to 457 High Street North;
b) Nos. 412 to 428 High Street North;
c) Nos. 398 to 406 High Street North;
d) Nos. 378 to 386 High Street North;
e) Nos. 350 to 368 High Street North;
f) Nos. 340 to 348 High Street North;
g) Nos. 304 to 312 High Street North;
h) Nos. 316 to 318 High Street North;
i) Nos. 276 to 298 High Street North;
j) Nos. 245 to 261 High Street North;
k) Nos. 187 to 193 High Street North;
and on the west side, between Tennyson Avenue and Wordsworth Avenue.
(2) Suspension of disabled inset footway parking bays and replacement with no waiting and no loading at any time restrictions in High Street North outside:
a) Nos. 300 High Street North;
b) Nos. 314 High Street North;
(3) Conversion of waiting restrictions from Mon-Sat 8am-6.30pm to Mon-Sun 7am-7pm and of loading restrictions from Mon-Sat 10am-4pm to Mon-Sun 7am-7pm between Lloyd Road and Clements Road;
(4) Conversion of existing waiting restrictions or limited waiting bays to loading only from 7am and 6pm, 1 hour with no return within 2 hours, in:
a) Halley Road, the south side;
b) Stanley Road, the south side;
c) Strone Road, the south side;
d) Ruskin Avenue, the south side;
e) Kensington Avenue, the north side;
f) East Avenue, the north side;
g) Sibley Grove, the north side;
h) Lathom Road, the north side;
i) Bendish Road, the north side;
j) Caulfield Road, the north side;
k) Caledon Road, the south side;
l) Skeffington Road, the north side;
m) Thorpe Road, the north side;
n) Monega Road, the south side;
o) Goldsmith Avenue, the north side;
p) Rosebery Avenue, the south side;
q) Shelley Avenue, the north side; and
r) Byron Avenue.
(5) Conversion of existing waiting restrictions to shared East Ham (E) permit holder and paid limited waiting bay from Monday to Saturday between 8am and 6.30pm, 2 hours with no return within 1 hour in Byron Avenue, the south side.
(6) Conversion of existing waiting restrictions to a paid limited waiting bay from Monday to Saturday between 8am and 6.30pm, 2 hours with no return within 1 hour in Lloyd Road, the south side.
(7) Revisions to waiting and loading restrictions on the side streets and their junctions with High Street North and various locations on High Street North.
Area 3 – High Street South, East Ham
(1) Suspension of short stay paid parking inset footway parking bays and replacement with no waiting and no loading at any time restrictions in High Street South outside:-
a) Nos. 88 to 92 High Street South; and
b) Nos. 96 to 98 High Street South.
(2) High Street South, suspension of a disabled parking inset footway parking bay and replacement with no waiting and no loading at any time restrictions outside No. 94 High Street South.
(3) Conversion of existing loading only bay to loading only 7am – 6.30pm, 1 hour no return within 2 hours in Mitcham Road, the north side.
(4) Conversion of an existing parking bay to limited waiting Monday to Saturday 9am to 5pm, 1 hour with no return within 2 hours in Masterman Road, the north side.
(5) Conversion of existing waiting restrictions to East Ham South West (ESW) permit holder only parking from 8am to 6.30pm Monday to Saturday in Hollington Road, the south side;
(6) Revisions to waiting and loading restrictions on the side streets and at their junctions with High Street South and various locations in High Street South.
3. The Orders, which will come into force on 27 July 2020, and other documents giving more detailed particulars of the Orders are available for inspection during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing traffic.orders@newham.gov.uk until such time as the Orders cease to have effect.
4. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
5. If the provisions of any of the Orders continue in force for a period of not less than six months, the Council will be considering in due course whether the provisions of any or all of the experimental Orders should be continued in force indefinitely by means of an Order or Orders under Sections 6 and/or 45 of the said Act of 1984.
6. Within a period of six months:–
(a) beginning with the day on which the experimental Orders came into force; or
(b) if that Order is varied by another Order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force any person may object to the making of Orders for the purpose of such indefinite continuation.
7. All objections and other representations relating to the continuation of the Orders must be made in writing. All objections must specify the grounds on which they are made. They should be sent to the Assistant Director, Highways and Sustainable Transport, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London E16 2QU or by email, quoting the Order title, to: traffic.orders@newham.gov.uk
8. Under the requirements of current access to information legislation, any letter or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
