THE NEWHAM (AMENDMENT TO PAID LIMITED WAITING) (PARKING PLACES) ORDER 202

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham proposes to make the above mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the disabled resident parking places Orders would be to:

(a) designate disabled resident parking places for use only by persons who are resident within the Boleyn, Canning Town, Canning Town North, Custom House, East Ham, East Ham South West, Green Street North, Little Ilford, Manor Park, Market Street, Monega, Plaistow North, Plaistow South, Prince Regent, Royal Docks East, Stratford, Stratford South East and Upton Park Controlled Parking Zones (CPZs), who meet the current criteria for provision of parking places for disabled persons and who display disabled resident parking permits on their vehicles. Certain other vehicles may wait in the parking places in certain circumstances, e.g. to load or unload goods or pick up or set down passengers. Parking places would be designated outside each of the following locations:-

Boleyn Controlled Parking Zone – Nos. 12/14 Cotswold Gardens E6 and Nos. 3/5 Hubert Road E6;

Canning Town Controlled Parking Zone – No. 14 Ruscoe Road E16;

Canning Town North Controlled Parking Zone – Nos. 29/31 Exning Road E16;

Custom House Controlled Parking Zone – Nos. 1/3 and 5/7 Sullivan Avenue E16;

East Ham Controlled Parking Zone – Nos. 87/89 Burges Road E6; Nos. 10/12 Gladstone Avenue E12; Nos. 33/35 Heigham Road E6; No. 75 Holland Road E6 and Nos. 44/46 Skeffington Road E6;

East Ham South West Controlled Parking Zone – No. 252 Lonsdale Avenue E6 and Nos. 14/16 Mortimer Road E6;

Green Street North Controlled Parking Zone – Nos. 26/28 Elmhurst Road E7 and No. 78 Wytheville Road E7;

Little Ilford Controlled Parking Zone – Sixth Avenue E12 (adjacent to the flank wall of No. 195 Church Road E12); Nos. 20/22 Leighton Avenue E12 and No. 158 Third Avenue E12;

Manor Park Street Controlled Parking Zone – No. 84 Second Avenue E12;

Market Street Controlled Parking Zone – Nos. 54/56 Eustace Road E6; No. 30 Hockley Avenue E6; No. 37 Kimberley Avenue E6; No. 37 Navarre Road E6 and No. 39 Southchurch Road E6;

Monega Controlled Parking Zone – No. 321 Halley Road E12; Monega Road E7 (adjacent to the flank wall of No. 2 Grays Terrace, Katherine Road E7) and Nos. 404/406 Strone Road E12;

Plaistow North Controlled Parking Zone – No. 1 Chesterton Terrace E13; Nos. 71/73 and Nos. 73/75 Howards Road E13 and Nos. 8 to 18 West Road E15;

Plaistow South Controlled Parking Zone – No. 3 Perth Road E13; Nos. 57/59 Jedburgh Road E13 and Nos. 74/76 Queens Road West E13;

Prince Regent Controlled Parking Zone – Nos. 29/31 and Nos. 33/35 Hayday Road E16;

Royal Docks East Controlled Parking Zone – Nos. 2 to 12 Newland Street E16;

Stratford Controlled Parking Zone – Nos. 85/86 Chatsworth Road E15;

Stratford South East Controlled Parking Zone – Gillman Drive E15, the south side, adjacent to the westernmost wall of Nos. 21 to 30 Gillman Drive E15;

Upton Park Controlled Parking Zone – Nos. 199/201 Boleyn Road E7; No. 94 Plashet Grove E6; Nos. 3/5 Thorngrove Road E13 and Nos. 146/148 Upton Park Road E7; and

(b) revoke redundant disabled resident parking places in various roads.

3. The general effect of the Eastern Gateway Grade Separation parking places Order would be to increase the existing charges for leaving motor vehicles within parking places on the unnamed road known as Eastern Gateway Grade Separation (E.G.G.S.) Bridge over Royal Docks Road E6 from 8am to 5pm on Monday to Friday as follows:

Existing charges: Up to 30 minutes - 50p; Up to 1 hour - £1; Up to 2 hours - £2; Up to 3 hours - £3; Up to 4 hours - £4; Up to 9 hours - £10.

Proposed charges: Up to 30 minutes – 60p; Up to 1 hour - £1.20; Up to 2 hours - £2.30; Up to 3 hours - £3.50; Up to 4 hours - £4.60; Up to 9 hours - £11.50.

4. The effect of the Royal Docks East parking places Order would be to change the maximum length of stay of paid-for parking from 2 hours to 4 hours to reflect the existing traffic signs in the ‘shared-use’ (permit holders and paid-for parking) parking places on the south-east side of Grimsby Grove (the north-east to south-west arm) (two parking places) and on the south-east side of Fishguard Way (the northernmost north-east to south-west arm) (one parking place). The existing charges are £2 for up to one hour; £3 for up to two hours. The proposed charges would be £2.30 for up to one hour; £3.50 for up to two hours; £4.60 for up to four hours.

5. The effect of the Amendment to Paid Limited Waiting parking places Order would be to increase the charges in on-street paid-for parking places: (a) for up to four hours parking from £4 to £4.60 at certain locations within Beckton, Canning Town, Custom House, East Ham South West, Forest Gate North, Manor Park, Royal Docks East, Royal Docks West and Stratford North East controlled parking zones and (b) for up to thirty minutes parking from £1 to £1.20 at certain locations within Beckton, Canning Town, Canning Town North, Custom House, East Ham South East, East Ham South West, Forest Gate, Forest Gate North, Manor Park, Plaistow North, Prince Regent, Royal Docks East and Royal Docks West controlled parking zones.

6. NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Newham proposes to make the Newham (Off Street Parking Places) (No. 2, 1995) (Amendment No. ) Order 2020 under sections 32, 35 and 124 of the Road Traffic Regulation Act 1984, as amended.

7. The effect of the Order would be to further amend the Newham (Off Street Parking Places) (No. 2) Order 1995, as amended, to increase the existing off-street evening/night parking charge for vehicles parking in Stratford Multi storey car park, Stratford (for any duration of stay starting after 7pm and finishing before 8am) from £1.00 to £1.20.

8. Documents giving more detailed particulars of the proposed Orders can be inspected during normal office hours on Monday to Friday at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.
