1. The Council of the London Borough of Richmond upon Thames on 19 February 2020 made the above Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Whitton Road Controlled Places Order is to introduce the Whitton Road Controlled Parking Zone to include lengths of Butterfield Close, Chertsey Road, Chudleigh Road, Duke of Cambridge Close, Glebe Side, Kendrey Gardens, Kneller Road, Marlow Crescent, Palmerston Road, Rugby Road, Talma Gardens, Tayben Avenue, Warren Road, and Whitton Road. The zone will operate between 8.30am and 6.30pm on Mondays to Saturdays inclusive. The Twickenham Stadium Event Day Zone will also operate on Event Days at the Twickenham Stadium between 11am and 11pm for which either a WR zone permit, or R Zone permit should be displayed within any parking place within the zone.

3. The general effect of the Parking Places Supplementary Provisions Permits Order is to set the charges for parking permits as described in Schedule 1 to this Notice and to set the charges for residents’ visitors’ parking permits as detailed in Paragraph 7.

4. The general effect of the Waiting and Loading Restriction Order is to introduce waiting restrictions in various lengths of the roads within the zone operating at any time and between 8.30am and 6.30pm on Mondays to Saturdays inclusive.

5. Within the zone, there will be designated permit holder only parking places where only vehicles which display a valid resident’s permit, a valid business permit, a residents’ visitor permit, a multi-zone business permit or an operational permit may park during the controlled hours.

6. The charges for resident, business and multi-zone business parking permits are given in Schedule 1 to this Notice.

7. For a book of ten residents’ visitor permits, the charge will be £13.85, or £6.95 if purchased by a person aged 60 years or over. Each permit will be valid between the hours of 8.30am and 2pm or between 12.30pm and 6.30pm.

8. Copies of the Orders which come into force on 2 March 2020, a plan showing the location and effect of the Orders and the Council’s Statement of Reasons for making the Orders:-

(a) can be inspected, quoting Reference 20/028, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council’s web-site at http://www.richmond.gov.uk/public_notices.

9. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director – Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by these Orders run, modify or suspend these Orders or any provision thereof.

10. If the provisions of these Orders continue in operation for a period of not less than six months, the Council will consider in due course whether their provisions should be reproduced and continued in force indefinitely by means of Orders under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (i.e. by 4 September 2020) send a statement in writing of their objection and the grounds of that objection to the address below.

11. 12. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
