THE NEWHAM (PRESCRIBED ROUTE) (NO. 7) TRAFFIC ORDER 2019

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 2 December 2019 made the above mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the parking place and loading bay Orders will be to:-

(a) convert the existing shared use parking places (permit holders and 2 hours free parking) on the east side of Sandford Road (Market Street Controlled Parking Zone (CPZ)) at the following locations: (i) adjacent to the flank wall of No. 82 Mitcham Road; (ii) adjacent to the flank wall of No. 81 Mitcham Road; and (iii) adjacent to the flank wall of No. 80 Masterman Road to permit holders only parking places. Vehicles displaying a valid permit will be able to park without time limit;

(b) remove a length of existing permit holder parking place from outside No. 282 Lonsdale Avenue (East Ham South West CPZ) which will be replaced by waiting restrictions (double yellow lines) (see paragraph 3 (a) below);

(c) extend the existing permit holder parking place on the north side of Langdon Road opposite Nos. 50 and 52 (Market Street CPZ) by 4.8 metres in an easterly direction so that it will now also lie opposite No. 54 Langdon Road: a length of single yellow line would be removed to accommodate this change;

(d) remove short lengths of permit holder parking places from outside Nos. 43 and 44 Woodside Road (Prince Regent CPZ) which will be replaced by double yellow lines (see paragraph 3 (b) below);

(e) extend the existing shared use parking place (permit holders and 2 hour pay and display) on the north side of Shelley Avenue outside Nos. 29 to 39 (East Ham CPZ) by 9.8 metres in a westerly direction so that it will now also lie outside Nos. 25 and 27 Shelley Avenue (a length of single yellow line will be removed to accommodate this change);

(f) convert the existing shared use parking place (permit holders and 4 hours free parking) in Stafford Road (Monega CPZ) adjacent to the flank wall of No. 352 Katherine Road to a dual-use loading bay/permit holders parking place (this will operate as a loading bay between 8am and 2pm on Monday to Saturday and as a shared use parking place between 2pm and 6.30pm on Monday to Saturday. Vehicles will be able to park free of charge for a maximum of 2 hours with no return to that parking place within 2 hours. Vehicles displaying a valid permit will be able to park without time limit);

(g) include Faith Mews within Manor Park CPZ for the purpose of permit issue;

(h) include existing shared use parking places currently located in the unnamed road lying between Nos. 831 and 833 Romford Road (Manor Park CPZ) so as to reflect the current road markings;

(i) introduce a permit holders parking place outside Nos. 51 to 67 Grangewood Street (Wakefield CPZ). The parking place will operate from 8am to 6.30pm on Monday to Saturday and vehicles displaying a valid permit will be able to park there without time limit (a length of double yellow lines will be removed to accommodate this change, see paragraph 3 (e) below);

(j) remove a free parking place from the south-east side of Barnby Street, outside Nos. 1 to 11 (Stratford South East CPZ) which will be replaced by a single yellow line;

(k) introduce a permit holders parking place outside No. 104 Clova Road (Forest Gate CPZ). The parking place will operate from 9am to 5pm on Monday to Saturday and vehicles displaying a valid permit will be able to park without time limit. A short length of single yellow line will be removed to accommodate this change;

(l) introduce a ‘short stay’ parking place on the south side of Claps Gate Lane, 14 metres west of the extended western kerb-line of the service road leading to Nos. 4, 5 and 6 Gateway Retail Park westward for a distance of 41.3 metres. Vehicles may be left during the operational hours of 8am to 6.30pm on Monday to Saturday for a maximum period of 2 hours (no return within 2 hours) at a charge of £2 for up to 1 hour or £3 for up to 2 hours. Payment of the above parking charges will be by means of the Council’s cashless payment system by making an approved credit/debit card payment by mobile phone or via the internet;

(m) redefine the parking places on the north-east side of Huntington Street and on the south-east side of the north-east arm of Hoy Street so as to reflect the current road markings;

(n) remove existing Royal Docks East CPZ ‘shared use’ parking places in Factory Road, Henley Road, Pier Road (between Henley Road and Store Road) and Store Road which will be replaced by Industrial Parking Zone (IPZ)controls;

(o) remove Store Road from Royal Docks East CPZ for the purposes of permit issue as this street is within the Royal Docks East IPZ;

(p) remove Beeby Road from Custom House CPZ for the purposes of permit issue as this street is within the Custom House IPZ;

(q) include Pier Road, between Rymill Street and Store Road, within the Royal Docks East CPZ for the purpose of permit issue; and

(r) include the length of Lower Lea Crossing within Newham within Canning Town CPZ for the purpose of permit issue.

3. The general effect of the waiting and loading restriction Order will be to:

(a) lengthen the existing double yellow lines on the south side of Lonsdale Avenue outside Nos. 284 to 290 by 4.7 metres in a westerly direction so that they would now also lie outside No. 282 Lonsdale Avenue. The existing parking place will be shortened to accommodate this change: see paragraph 2(b) above;

(b) introduce double yellow lines operating ‘at any time’ outside Nos. 43 and 44 Woodside Road including the section on the north-east side outside the gates to Cumberland School: see paragraph 2(d) above;

(c) convert the existing length of single yellow line on the south side of Avondale Road, between a point 5.8 metres west of the western kerb-line of Clifton Road E16 and a point 31 metres east of Liverpool Road, to double yellow lines operating ‘at any time’;

(d) convert the existing length of single yellow line on the north-east side of Dames Road opposite Nos. 93 to 101 to double yellow lines operating ‘at any time’;

(e) remove a length of double yellow lines from outside Nos. 51 to 67 Grangewood Street which will be replaced by a length of parking place (see paragraph 2 (i) above);

(f) introduce double yellow lines operating ‘at any time’ in various lengths of Aviary Close;

(g) convert the existing length of single yellow line to double yellow lines operating ‘at any time’ in Gibbins Road, the eastern north-west to south-east arm, the south-east side, from a point 22.7 metres west of the extended western kerb-line of the north to south arm of Gibbins Road lying to the east of Dennison Point, south-eastward for a distance of 65 metres; and

(h) extend the existing “at any time” double yellow lines on both sides of Huntington Street north-westward and on both sides of the north-east arm of Hoy Street except where parking places are marked.

4. The general effect of the prescribed route Order will be to introduce a pedestrian and cycle zone in Hoy Street E16 between Caxton Street North and Huntington Street. No motor vehicles would be permitted to enter the pedestrianised section of Hoy Street at any time except for loading or unloading purposes with access from Caxton Street North. One way working will apply for permitted vehicles proceeding only in a north-easterly direction from Caxton Street North to Huntington Street.

5. Copies of the Orders, which will come into force on 9 December 2019, and documents giving more detailed particulars of the Orders are available for inspection during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road E16 2QU for a period of six weeks from the date on which the Orders were made.

6. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order was made, apply for the purpose to the High Court.
