THE GREENWICH (CHARGED-FOR PARKING PLACES) (AMENDMENT NO. *) ORDER 201*

THE GREENWICH (BUS LANES) (AMENDMENT NO. *) TRAFFIC ORDER 201*

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Greenwich (hereinafter referred to as “the Council”) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be to:

(a) provide bus lanes for the use of buses, taxis and pedal cycles that would operate between 7am and 7pm throughout the week in the following lengths of Creek Road (replacing all existing bus lanes in Creek Road, between 51 metres west of Deptford Church Street and its junction with Horseferry Place):

(i) eastbound: (A) from a point 63.8 metres east of the eastern boundary of No. 191 Creek Road eastward for a distance of 84.3 metres; (B) from a point 52.5 metres west of the western kerb-line of Horseferry Place eastward for a distance of 49 metres;

(ii) westbound, from a point 28.5 metres east of a point opposite the eastern boundary of No. 191 Creek Road westward for a distance of 52.7 metres;

(b) provide 'at any time' waiting restrictions in the lengths of street referred to in the Schedule to this Notice;

(c) on the west side of McMillan Street, the eastern arm, to remove 10 metres of zone ‘DG’ permit holders parking space outside Nos. 80/82 McMillan Street and replace it with single yellow line waiting restrictions operating between noon and 2 p.m. on Mondays to Fridays inclusive; and

(d) update the map tiles attached to The Greenwich (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Consolidation Order 2018 and The Greenwich (Charged-For Parking Places) Consolidation Order 2018 so as to reflect the provisions referred to in sub-paragraph (b) above.

3. The provisions referred to in sub-paragraphs (a) to (d) above are being introduced in conjunction with the following:

(a) segregated with-flow cycle lanes in the following lengths: (A) the north side of Creek Road, from 53 metres west of the eastern kerb-line of McMillan Street (eastern arm) to Norway Street; (B) the west side of Norway Street, for approximately 32 metres north of Creek Road; (C) the south side of Creek Road, for 30 metres east of Norman Road; (D) the west side of Norman Road, between 8 metres and 16.5 metres south of the southern kerb-line of Creek Road; (E) the east side of Glaisher Street, between 13.7 metres and 28.7 metres south of the southern kerb-line of Clarence Road; and (F) the east of Deptford Church Street, for 27.5 metres south of the southern kerb-line of Creek Road;

(b) a with-flow mandatory cycle lane on the east side of Glaisher Street, between 8.8 metres and 13.7 metres south of Clarence Road; and

(c) a with-flow advisory cycle lane on the east side of Deptford Church Street, between 27.5 metres and 54 metres south of the southern kerb-line of Creek Road.

4. NOTICE IS ALSO HEREBY GIVEN that the Council proposes, under section 90A of the Highways Act 1980:

(a) to construct the type of road humps known as a “speed tables" within cycle lanes referred to in paragraph 3 above:

(i) in Creek Road: (A) between 10 metres and 1.3 metres west of the eastern kerb-line of McMillan Street (easternmost arm); (B) between 32.8 metres and 40.5 metres east of the eastern kerb-line of McMillan Street (easternmost arm); (C) between 90.1 metres and 44.7 metres west of the western kerb-line of Gonson Street; (D) between 12 metres west of the western kerb-line of Gonson Street and 6.2 metres east of the eastern kerb-line of Gonson Street; (E) between 37 metres and 83 metres east of the eastern kerb-line of Glaisher Street; (F) between 63.8 metres and 81 metres east of the eastern boundary of No. 191 Creek Road; and (G) between 23.4 metres and 32.3 metres west of the eastern kerb-line of Norway Street;

(ii) in Norway Street, between 9.8 metres and 17.8 metres north of the northern kerb-line of Creek Road;

(b) to construct the type of road humps known as a “speed tables":

(i) in Creekside, for 6.2 metres south of Creek Road; and

(ii) in Gonson Street, for 8.6 metres north of Creek Road;

The Speed Tables would each be an elevated section of carriageway with a flat top, with a maximum height of 100mm above the carriageway. The lengths given above include the ramps which will have a maximum gradient of 1:10.

5. NOTICE IS ALSO HEREBY GIVEN that the Council propose to convert certain lengths of footway into cycle tracks, using powers under section 65 of the Road Traffic Regulation Act 1984. Shared-use cycle tracks, for use by pedal cyclists and pedestrians, would be provided on the existing footway in: (a) Norman Road, the west side, for 8 metres south of Creek Road; and (b) Glaisher Road, the east side, between 5.8 and 13.1 metres north of Creek Road. Cyclists and pedestrians would share the full width of the shared-use cycle track with each having equal rights over it.

6. NOTICE IS ALSO HEREBY GIVEN that the Council of the Royal Borough of Greenwich proposes under section 23 of the Road Traffic Regulation Act 1984:

(a) to establish “zebra” pedestrian crossings on speed tables referred to in paragraph 4 above with centre lines in Creek Road: (i) approximately 59.7 metres west of the western kerb-line of Gonson Street; and (ii) approximately 69.5 metres east of the eastern boundary of No. 191 Creek Road; and

Associated zig-zag markings, on which vehicles would be prohibited from stopping at all times, would be placed on the carriageway either side of the pedestrian crossings.

(b) to relocate and provide a combination of new pedestrian crossings, pedal cycle crossings and combined pedestrian/pedal cycle crossings:

(i) at the junction of Creek Road, Norman Road and Norway Street;

(ii) at the junction of Creek Road and Glaisher Street; and

(iii) at the junction of Creek Road and Deptford Church Street.

7. A copy of the proposed Orders and other documents, including maps, giving more detailed particulars of the Orders, pedestrian/cycle crossings and cycle tracks are available for inspection during normal office hours until the end of six weeks from the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, at the Directorate of Regeneration, Enterprise and Skills, Strategic Transportation, Royal Borough of Greenwich, The Woolwich Centre, 35 Wellington Street, 6HQ.

9. Any person who wishes to object to or make other representations about the proposed Orders, pedestrian/cycle crossings or cycle tracks should send a statement in writing, specifying the grounds on which any objection is made, to the TMO Team, Project Centre, Unit 2 Holford Yard, London, WC1X 9HD, or by email to GreenwichTMOconsultations@projectcentre.co.uk (quoting reference PCL/TMO/JP/1000005987), to arrive by 13th November 2019.

10. Persons objecting to or making representations about the proposed Orders, pedestrian crossings or cycle track should be aware that in view of the Local Government (Access to Information) Act 1985, this Council would be legally obliged to make any comments received in response to this notice, open to public inspection.

SCHEDULE – lengths where ‘at any time’ waiting restrictions would be provided Creek Road: (a) the north-east and north side: (i) from 53 metres west of the eastern kerb-line of McMillan Street (eastern arm) to Gonson Street; (ii) from Glaisher Street to 57 metres east of the eastern boundary of No. 191 Creek Road; and (iii) from 154.5 metres east of the eastern boundary of No. 191 Creek Road to its junction with Norway Street; and (b) south-west and south side, from Deptford Church Street to 49 metres east of Norman Road; and Deptford Church Street, the east side, from Creek Road to 69.5 metres north of Berthon Street; Glaisher Street, the east side, from Creek Road to Clarence Road
