THE KENSINGTON AND CHELSEA (FREE PARKING PLACES, LOADING BAYS AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 6) ORDER 2019 AND THE KENSINGTON AND CHELSEA (CHARGED–FOR PARKING PLACES) (AMENDMENT NO. 6) ORDER 2019

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”) 8th August 2019 have made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be:-

(a) on the south-east side of Caversham Street, to convert 6 metres (20ft) of residents’ parking space opposite Nos. 18 and 20 Caversham Street to personalised disabled bay No. 697. Should the personalised disabled bay no longer be required, it would be converted back to residents’ parking;

(b) on the north side of Courtfield Road, to convert 3 metres (10ft) of single yellow line waiting restriction (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) opposite the flank of Nos. 140 and 142 Courtfield Road to a visitor motorcycle bay;

(c) on the south-west side of Denbigh Road, to convert 5 metres (16ft) of residents’ parking opposite the flank of No. 247 Westbourne Grove, situated in Denbigh Road to double yellow lines;

(d) on the north-east side of Dovehouse Street, to convert 15 metres (49ft) of underlying single yellow line waiting restriction (hours of control Monday to Saturday 8.30am 6.30pm) with advisory keep clear marking opposite Nos. 93-97 Dovehouse Street to residents’ parking;

(e) on the north side of Ellis Street, to convert no loading restrictions Monday to Friday 4.30pm to 6.30pm outside the flank of No. 162 Sloane Street, situated in Ellis Street to no loading Monday to Saturday 8.30am to 10am and 4pm to 6.30pm for a distance of 6 metres (20ft);

(f) on the north-east side of Elm Park Gardens, to convert 6 metres (20ft) of residents’ parking space outside Flats 21 to 40, No. 7 Elm Park Gardens to personalised disabled bay No. 699. Should the personalised disabled bay no longer be required, it would be converted back to residents’ parking;

(g) on the south side of Ennismore Gardens Mews, to convert 5 metres of single yellow line waiting restriction (hours of control Monday to Saturday 8.30am to 6.30pm) opposite Nos. 31 and 32 Ennismore Gardens Mews to residents’ parking;

(h) on Exhibition Road, to reposition eight echelon residents' parking spaces from outside the Natural History Museum to outside the Science Museum;

(i) on Exhibition Road, to reposition one out of the three echelon residents' parking spaces from outside the Geological Museum to outside the Science Museum;

(j) on Exhibition Road, to reposition one out of the three echelon residents' parking spaces from outside the Geological Museum to be added to the existing residents' parking spaces outside the Science Museum. There would be the loss of one residents' parking space;

(k) on Exhibition Road, to reposition the six blue badge disabled bays (hours of control 8.30am to 6.30pm) to outside Imperial College in the City of Westminster (with at any time hours of control). These would be removed from the RBKC traffic management order;

(l) on Exhibition Road, to reposition the cycle hire bay from outside the Geological Museum to outside the Natural History Museum and splitting this bay into two bays (one either side of the blue badge bays described in (m) below);

(m) on Exhibition Road, to reposition six 24-hour blue badge disabled bays, approximately 16 metres (52ft) southwards outside the Natural History Museum. These bays would be available for blue badge holders only between 8.30am to 6.30pm and would be available for general use outside of these times every day. Westminster City Council (WCC) is also consulting on repositioning six 8.30am to 6.30pm blue badge disabled bays from outside the Science Museum (situated in the Royal Borough of Kensington and Chelsea (RBKC)) to outside Imperial College (situated in the City of Westminster) by converting 8 residents' parking bays in WCC to blue badge bays. These bays would be available for blue badge use 24 hours a day. In total the proposed changes would result in the loss of one residents' parking space in RBKC and eight residents' parking spaces in WCC;

(n) on the north-east side of Exmoor Street, to convert 3 ten-hour maximum stay pay and display bays outside Nos. 25 to 30 and 31 to 36 Balfour Hose, Exmoor Street to 16 metres (52ft) of residents’ parking;

(o) on the north-east side of First Street, to convert 3 metres (10ft) of residents’ parking outside No. 48 First Street to double yellow lines waiting restriction;

(p) on the south-west side of Flood Street, to convert 4.8 metres (16ft) of double yellow lines waiting restriction outside Nos. 62 and 62a Flood Street to residents’ parking;

(q) on the north side of Harrington Road, to convert two residents’ parking spaces for a distance of 12.5 metres (41ft) opposite No 36 Harrington Road to two electric vehicle charging bays;

(r) on the north-west side of Holland Park, to convert 11 metres (36ft) of residents’ parking outside No. 66 Holland Park to two diplomatic parking bays;

(s) on the west side of Iverna Court, to convert 10 metres (33ft) of residents’ parking opposite Nos. 1 to 27 Iverna Court to 2 pay and display bays;

(t) on the north side of Iverna Gardens, to convert 15 metres (49ft) of residents’ parking opposite St. Sarkis Armenian Church to 3 pay and display bays (maximum stay 2 hours);

(u) on the east side of Iverna Gardens, to convert 5 echelon pay and display bays (maximum stay 2 hours) outside No. 51 Iverna Gardens to five echelon residents’ parking spaces;

(v) on the east side of Kensington Court, to convert two diplomatic parking bays outside Nos. 3 and 4 Kensington Court to two pay and display bays (maximum stay 2 hours);

(w) on the north-east side of Kensington Park Road, to convert 3 metres (10ft) of a pay and display bay opposite No. 114 Kensington Park Road to double yellow lines. This area will accommodate an on-street cycle hangar unit. The remaining two metres (7ft) of the pay and display bay will be redistributed by remarking the remaining pay and display bays to make them slightly larger;

(x) on the north-east side of Kensington Park Road, to convert 6 metres (20ft) of residents’ parking space outside No. 46 Kensington Park Road to personalised disabled bay No. 698. Should the personalised disabled bay no longer be required, it would be converted back to residents’ parking;

(y) on the south-east side of Lansdowne Walk, to convert 6 metres (20ft) of single yellow line waiting restriction (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside the vehicular entrance to No. 19 Lansdowne Walk to residents’ parking;

(z) on the south-west side of Onslow Gardens, to convert a four-hour maximum stay pay and display bay opposite No. 43 Onslow Gardens to 5 metres (16ft) of visitor motorcycle bay;

(aa) on the south side of Pavilion Street, to convert a two-hour maximum stay pay and display bay outside the flank of No. 76 Sloane Street situated in Pavilion Street to doctor’s parking bay D4;

(bb) on the south side of Pembridge Crescent, to convert a pay and display bay (maximum stay 2 hours) outside the flank of No. 58 Pembridge Villas, situated in Pembridge Crescent to double yellow lines;

(cc) on the north side of the northern arm of Pembridge Square, to convert 1 metre of residents’ parking outside No. 35 Pembridge Square to double yellow lines;

(dd) on the north side of southern arm of Pembridge Square, to convert 3 metres (10ft) of residents’ parking opposite No. 3 Pembridge Square to single yellow line (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm);

(ee) on the west side of Pembridge Villas, to convert 6 metres (20ft) of zig-zag crossing marking outside No. 58 Pembridge Villas to double yellow lines;

(ff) on the east side of Pembridge Villas, to convert 5 metres (16ft) of zig-zag crossing marking opposite Nos. 52 and 54 Pembridge Villas to double yellow lines;

(gg) on the west side of Pembridge Villas, to convert 5 metres (16ft) of zig-zag crossing marking outside Nos. 52 and 54 Pembridge Villas to residents’ parking;

(hh) on the south-west side of Portland Road, to convert 6 metres (20ft) of residents’ parking space outside Nos. 1 to 96 Winterbourne House, Portland Road to personalised disabled bay No. 700. Should the personalised disabled bay no longer be required, it would be converted back to residents’ parking;

(ii) on the west side of Portobello Road, to convert 45 metres (148ft) of residents’ parking outside No. 379 Portobello Road (Murchison House) to double yellow lines;

(jj) on the east side of Portobello Road, to convert 42.5 metres (139ft) of residents’ parking opposite Nos. 375 and 379 (Murchison House) Portobello Road to double yellow lines;

(kk) on the east side of Portobello Road, to convert 19 metres (62ft) of residents’ parking outside No. 374 Portobello Road (Macaulay House) to double yellow lines;

(ll) on the west side of Queen’s Gate, to convert 5 metres (16ft) of single yellow line waiting restriction (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside Nos. 101 and 102 Queen’s Gate to a four-hour maximum stay pay and display bay;

(ddd) on the north-east side of Warwick Road, to convert 15.5 metres (51ft) of residents’ parking opposite Kendall House to underlying ‘at any time’ waiting and loading restrictions to enable the introduction of a pedestrian crossing. Transport for London will amend their traffic management orders in accordance with this proposal;

(eee) on the north-east side of Warwick Road, to convert a four-hour maximum stay pay and display bay opposite Kendall House to 5 metres (16ft) of residents’ parking. Transport for London will amend their traffic management orders in accordance with this proposal;

(fff) on the north-east side of Warwick Road, to convert 5 metres (16ft) of Transport for London Road Network single red line opposite Kendall House to residents’ parking. Transport for London will amend their traffic management orders in accordance with this proposal;

(ggg) on the north-east side of Warwick Road, to convert 7 metres (23ft) of Transport for London Road Network single red line opposite Kendall House, No. 199 Warwick Road to personalised disabled bay No. 702. Should the personalised disabled bay no longer be required, it would be converted to residents’ parking. iv. on the south-west side of Denbigh Road, outside the flank of No. 247 Westbourne Gove situated in Denbigh Road for a distance of 6 metres (20ft);

(ooo) to include newly adopted roads in the on-street parent Orders; and

(ppp) to modify the traffic order definitions of certain other parking places and waiting restrictions so they better reflect what is currently on the ground (there would be no change to the way restrictions and parking places currently operate).

3. Copies of the Orders, which will come in to operation on 12th August 2019, and of all other relevant documents can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of six weeks from the date the Orders were made at Room 308, Council Offices, Royal Borough of Kensington and Chelsea, 37 Pembroke Road, London W8 6PW.

4. Any persons wishing to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make an application for the purpose to the High Court
