THE NEWHAM (PRESCRIBED ROUTE) (NO. 1) EXPERIMENTAL TRAFFIC ORDER 2019
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 15 July 2019 made the above-mentioned Order under Section 9 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Order will be to prohibit all vehicles proceeding in a southerly direction from entering Browning Road at its junction with Rectory Road, except for:
(a) buses;
(b) taxis;
(c) pedal cycles ;
(d) A1 access permit holders;
(e) Refuse collection vehicles; and
(f) Vehicles being used: (i) for ambulance, fire brigade or police purposes in an emergency; (ii) in connection with the removal of an obstruction; and (iii) in connection with the cleansing, maintenance or improvement or reconstruction of the carriageway or the bridge.
3. Virtual (electronic) ‘A1’ access permits will be available without charge to those occupiers who keep vehicles at addresses within the streets and lengths of streets specified in the Schedule to this Notice.
4. The Order, which will come into force on 29 July 2019, and other documents giving more detailed particulars of the Order can be inspected during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road, London E16 2QU until such time as the Order ceases to have effect.

6. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
7. If the provisions of the Order continue in force for a period of not less than six months, the Council will be considering in due course whether the provisions of the experimental Order should be continued in force indefinitely by means of an Order under Section 6 of the said Act of 1984.
8. Within a period of six months –
(a) beginning with the day on which the experimental Order came into force; or
(b) if that Order is varied by another Order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force
any person may object to the making of an Order for the purpose of such indefinite continuation.
9. All objections and other representations relating to the continuation of the Order must be made in writing. All objections must specify the grounds on which they are made. They should be sent to the Commissioning Leader (Highways and Traffic), London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London E16 2QU or by email, quoting the Order title, to: traffic.orders@newham.gov.uk
10. Under the requirements of current access to information legislation, any letter or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
