THE WALTHAM FOREST (PRESCRIBED ROUTES) (WEIGHT RESTRICTION) (FOREST ROAD) TRAFFIC ORDER 201*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest (hereinafter termed “the Council”) propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (RTRA), as amended.
2. The general effect of the Orders would be to introduce double yellow lines (dyls) (“at any time” waiting restrictions) in the lengths of roads specified in Schedule 1 to this Notice (in some cases this would involve extending lengths of existing double yellow lines and/or converting single yellow lines);
3. The general effect of the Orders in other roads will be to, in:
(a) Bromley Road E10 (BRM) – north-east side –
(i) convert the single yellow line waiting restriction opposite Nos. 12 to 16 BRM to parking space for SB permit holders only operating Mondays to Saturdays 8am to 6.30pm inclusive;
(ii) formally remove the "at any time" loading restrictions between and opposite Nos. 8 and 12 BRM;
(b) Colworth Road (CLW) E11 – south-west side – convert 4.5 metres of LSN permit holders only parking space to single yellow line waiting restrictions operating between the hours of 10am and 4pm – Mondays to Fridays inclusive;
(c) Corbett Road E17 (CBT) – south-east side - remove the permit parking place outside No. 74 and 74a CBT and in its place provide a single yellow line waiting restriction operating Mondays to Fridays 10am to 4pm inclusive;
(d) in Town Hall carpark, Forest Road E17 - to prohibit vehicular traffic travelling westbound toward Farnan Avenue from turning right into Farnan Avenue E17 at any time except emergency service vehicles (conditions apply);
(e) Dyers Hall Road (DYH) E11 – south-west side – remove 44 metres of LSW permit parking space opposite Nos. 1 to 17 and provide No Stopping restrictions on entrance markings;
(f) Farnan Avenue (FNN) E17 – east side – convert 5 metres of LSE permit holders only parking space to double yellow line "at any time" waiting restrictions opposite No. 18 FNN;
(g) Forest Road E17 – north side – prevent all vehicles exceeding 7.5 tonnes from entering the section of highway situated between the north kerb line of Forest Road and its boundary with Walthamstow Town Hall and Walthamstow College and which leads to the off-street carriageway situated between the easternmost boundary of the Walthamstow Town Hall grounds and westernmost boundary of Waltham Forest College;
(h) Fyfield Road E17 (FYF) – west side convert a 5.4 metre section of permit parking space outside No. 67 FYF to a single yellow line waiting restriction operating Mondays to Fridays 10am to 4pm inclusive;
(i) Merton Road E17 (MTN) – north-east side – convert the single yellow line waiting restriction outside No. 23 MTN to SB Controlled Parking Zone (CPZ) permit parking space operating Mondays to Fridays 10am to 4pm inclusive;
(j) Mission Grove E17 – both sides (north to south arm) – all parking places – operating between Mondays and Saturdays inclusive:
(i) change the parking place hours of operation for Market Trader permit holders only from between 8am and 2pm to 8am and 1pm;
(ii) allow for free parking between 1pm and 2pm;
(iii) change the method of paying to park from ‘Pay and Display’ to *Pay by Phone (PbyP) (Cashless) between the hours of 2pm and 6.30pm;
(iv) remove the Pay and Display provision
(k) Scarborough Road (SCB) E11 – north-east side – outside Nos. 26 and 28 convert the 10-metre section of double yellow line "at any time" waiting restrictions to permit parking space for LSW permit holders only operating between the hours of 10am and 4pm – Mondays to Fridays inclusive;
*all parking places in Mission Grove E17 operating between the hours of 2pm and 6.30pm will be Shared-Use with the first 15 minutes parking ‘free’ or ‘Pay by Phone’ with a maximum stay of 3 hours and no return within 3 hours; or parking for MW Permit holders only.
All PbyP charges are shown in Schedule 2 of this Notice
4. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in paragraph 1 propose to make minor amendments to existing Orders in relation to certain parking provisions and no waiting restrictions already existing on the highway, namely in Harrow Road (HRW) E11 – north side – to
(i) permit parking places: (x1) 8.5 metres in length east and (x1) 8 metres in length west of the access road situated between Nos. 100 and 102 HRW; and
(ii) double yellow line "at any time" waiting restrictions –
i. across the access road situated between Nos. 100 and 102 HRW and
ii. between the east side of the parking place situated outside No. 102 to 106 and its junction with Montague Road;
No changes will be made on street with regards to all the provisions and restriction mentioned in paragraph 4 above.
5. Copies of the Orders, the Council’s statement of reasons for proposing to make the Orders and of plans showing the locations and effect of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders, at (a) the Information Desk, Town Hall, Forest Road, Walthamstow, E17 The Reception Desk and (b) the London Borough of Waltham Forest, Low Hall, Argall Avenue, London, E10 7AS.
6. Any person desiring to object to the proposed Orders or to make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to Traffic Orders, Engineering Design, Low Hall, Argall Avenue, London, E10 7AS , quoting reference T27(19) – LBWF BATCH 17 by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.

Ainslie Wood Road (AIN) E4 – north side – from a point opposite the common boundary of Nos. 78 and 80 AIN eastwards for a distance of 28 metres;

Forest Side (FRS) E4 –
(i) western side - between a point 14 metres north of the northern kerb line of Victoria Road and a point 10 metres south of the common boundary of Nos. 47 and 49 FRS;
(ii) both sides (including the island site) - from its junction with Whitehall Road and a point 2 metres south of the common boundary of Nos. 1/3 and 5/7 FRS
Gaywood Road (GAW) E17 – eastern sides – between the existing dyls at its junction with Forest Road and a point opposite the common boundary of Nos. 55 and 57 GAW (conversion of single yellow lines);
Genever Close (GEN) E4 –
(i) south and south-west sides – on the bend of the road – from a point 2.5 metres north-west opposite the common boundary of Nos. 5 and 6 GEN north-westward and then westwards for a distance of 8 metres;
(ii) the southernmost east to west arm - between a point opposite the common boundary of Nos. 3 and 4 GEN to a point in line with the southern boundary of No. 7 GE

Leadale Avenue (LEA) E4 – north side – extend the existing double yellow line waiting restrictions situated at its junction with Chingford Road westwards for an additional 3 metres
Lynton Road (LYN) E4 – east side – between a point 13 metres north of the northern kerb line of Palace View Road and a point 13 metres south of the southern kerb line of Palace View Road;
Manor Way (MNR) E4 – south-east side of the island site (north-east facing) – the remainder of that side between the existing "at any time" waiting restrictions, opposite No. 34 and 35 MNR;
Maple Avenue (MPL) E4 – north side – between a point in line with the western kerb line of Hazel Way westwards for 33 metres (or in line with the north-westernmost north-west facing wall of No. 102 MPL;
Middleton Avenue (MDL) E4 – south-east and east sides – between the south-west facing wall of No. 8 MDL and the common boundary of Nos. 4 and 6 MDL;
