SCHOOL STREETS SCHEME – PEDESTRIAN AND CYCLE ZONES IN COLLIER STREET, GARNAULT PLACE, GLOUCESTER WAY, KILLICK STREET, MEREDITH STREET, MYDDELTON STREET AND WHISKIN STREET AND TIMED NO LEFT TURN INTO SOUTHERN STREET

THE ISLINGTON (PRESCRIBED ROUTES) (NO. 4) EXPERIMENTAL TRAFFIC ORDER 2019

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Islington (‘the Council’) on 16 May 2019 made the above-mentioned Order under sections 9 and 10(2) of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be, by way of an experiment:

(a) to introduce new pedestrian and cycle zones in pedestrian and cycle zones in COLLIER STREET, GARNAULT PLACE, GLOUCESTER WAY, KILLICK STREET, MEREDITH STREET, MYDDELTON STREET and WHISKIN STREET as described in more detail in the Schedule to this Notice.

All motor vehicles, except permit holders, will be prohibited from entering each pedestrian and cycle zone during the hours specified in relation to that zone in the Schedule.

Permits allowing vehicles to enter each pedestrian and cycle zone will be available to residents and employees of businesses and organisations at premises located within or accessible only from that pedestrian and cycle zone, and to disabled person’s badge holders who have a bona fide reason to enter or leave a vehicle in that pedestrian and cycle zone, by application to the Council.

(b) to prohibit any vehicle from turning left from Calshot Street into Southern Street, between 8.30am and 9.15am and between 3.15pm and 4pm during school term time.

3. Copies of the Order, which will come into force on 24 May 2019, and of other documents giving more detailed particulars of the Order are available for inspection during normal office hours at the following location:

4. The Council will be considering in due course whether the provisions of the experimental Order should be continued in force indefinitely by means of a permanent Order made under section 6 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Order within a period of six months beginning with the day on which the experimental Order comes into force or, if the Order is varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification comes into force. Any such objection must be in writing and must state the grounds on which it is made and be sent to Public Realm, 1 Cottage Road, London N7 8TP. Any objection may be communicated to, or be seen by, other persons who may be affected.

5. Any person who wishes to question the validity of the Order, or of any provisions contained therein on the grounds that it or they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any requirement thereof or any relevant regulations made thereunder has not been complied with in relation to the Order, may make application for the purpose to the High Court within six weeks from the date on which the Order is made.

Collier Street, between Killick Street and Calshot Street.

Killick Street, between Southern Street and Collier Street.

Lengths of roads in the pedestrian and cycle zones that will operate between 8.20 a.m. and 9.15 a.m. and between 3.00 p.m. and 3.45 p.m. on Mondays to Fridays during school term-time:

Garnault Place, the whole length.

Gloucester Way, between Green Terrace and Meredith Street.

Meredith Street, the whole length.

Myddleton Street, the whole length.

Whiskin Street, the whole length.
