Heathrow Airport Limited hereby GIVES NOTICE that it intends to make the above stated Orders under Sections 6, 84 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers. The effect of the Orders would be:

1 HEATHROW AIRPORT (PRESCRIBED ROUTES) NO.1 ORDER 2019

Maintain existing prohibitions contained in the HEATHROW AIRPORT (PRESCRIBED ROUTES) No.1 ORDER 2018 except for the following changes:

a) Central Bus Station – all roads: prohibit driving except for buses, coaches and authorised vehicles; this includes the road to the south of the coach parking bays 6-16;

b) Prohibit access to Tunnel Road East from West Ramp at Emirates Roundabout;

c) East Side Bore and West Side Bore- prohibit driving of all vehicles, including cyclists and pedestrians;

d) Stranraer Way – prohibit driving except for access;

e) Prohibit ‘U-turn’ movements along entire length of Southern Perimeter Road, Northern Perimeter Road, Northern Perimeter Road West, Eastern Perimeter Road, Western Perimeter Road and Wright Way.

2 HEATHROW AIRPORT (PARKING PLACES) NO.1 ORDER 2019

Maintain the existing prohibitions contained within the HEATHROW AIRPORT (PARKING PLACES) No.1 ORDER 2018 except for the following changes:

f) Add forecourt lay-by restrictions for the lay-by located on Southern Perimeter Road outside Hatton Cross Station;

g) Add new ‘Police bay’ and permit only bays restriction on Central Bus Station road to the south of the coach parking bays 6-16;

h) Add Valet Parking for authorised vehicles at Terminal 4 Arrivals, Salisbury Road lane 3, first bay only.

3 HEATHROW AIRPORT (SPEED LIMITS) No.1 ORDER 2019

Maintain the existing speed restrictions contained within the HEATHROW AIRPORT (SPEED LIMITS) No.1 ORDER 2018 except changing:

i) Change of speed limit from 30mph to 20mph on Southampton Road East, Sealand Road, Stansted Road, Stirling Road, and Southampton Road West;

j) Set speed limit of 20mph on Stranraer Road and Central Bus Station road to the south of the coach parking bays 6-16;

k) Heathrow staff are to comply with the set speed limits on all Heathrow roads

4 HEATHROW AIRPORT (WAITING AND LOADING) No.1 ORDER 2019

Maintain the existing prohibitions contained within the HEATHROW AIRPORT (WAITING AND LOADING) No.1 ORDER 2018. No changes required.

The following orders would be revoked:

HEATHROW AIRPORT (PRESCRIBED ROUTES) No.1 ORDER 2018 (MTO420(P))

HEATHROW AIRPORT (WAITING AND LOADING) No.1 ORDER 2018(MTO422(P))

HEATHROW AIRPORT (PARKING PLACES) No.1 ORDER 2018(MTO421(P))

HEATHROW AIRPORT (SPEED LIMITS) No.1 ORDER 2018 (MTO423(P))

HEATHROW AIRPORT (WEST SIDE BORE) TEMPORARY ORDER 2014 (MTO193(T))

HEATHROW AIRPORT (EAST SIDE BORE) TEMPORARY ORDER 2014 (MTO192(T))

Excepted from all the restrictions above include:

- Anything done with the permission or at the direction of a police officer, traffic warden or traffic police community support officer in uniforms;

- Vehicle used for ambulance, fire service or police purposes in an emergency;

- Exempt vehicles, for the purpose of which a valid exemption document has been issued by Heathrow Airport Limited.
