1. NOTICE IS HEREBY GIVEN that The London Borough of Waltham Forest on 10th September 2018 made the above-mentioned Orders under sections 6 and 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of Orders 1, 2 above, to coincide with the new raised Zebra and new cycle islands, will be to reduce permit parking space by:
(a) 1.6 metres on the south side of Winns Avenue (WA) outside Nos. 61/63 WA; and
(b) 5.5 metres on the east side and 3.4 metres on the west side of Winns Terrace (WT) outside and opposite Nos. 65/66 WT and provide double yellow line "at any time" waiting restrictions instead.
3. The general effect of Orders 3 and 4 to coincide with a development site will be, on both sides of Hookers Road (HR) E17 to – convert all waiting restrictions and parking provision to double yellow lines "at any time" waiting restrictions, except for revised permit parking places (for BL permit holders only);
(i) on the north side for a distance of –
(a) 17 metres - between its junction with Blackhorse Lane and No. 7 HR; and
(b) 6 metres - outside No. 1 HR; and
(ii) on the south side for a distance of –
(a) 13 metres between its junction with Blackhorse Lane and No. 7 HR;
(b) 28 metres opposite Nos. 3 to 6A HR; and
(c) 14 metres opposite No. 2
4. Copies of the Orders, which will come into operation from 10th September 2018 and other relevant documents can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 6 weeks from that date, at: (a) The Information Desk, Town Hall, Forest Road, Walthamstow, E17; and (b) Low Hall, Argall Avenue, London, E10 7AS.
5. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
