THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 154) TRAFFIC ORDER 2018 (W_AVE)
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 27th August 2018 made the above-mentioned Orders under sections 6, 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be to continue indefinitely the provisions of the experimental Orders listed in the Schedule to this Notice, which:
(a) provided a new CPZ called Vicarage Road/Farmer Road (VFR) CPZ comprising various roads in E10, where permit holder parking places and waiting restrictions were provided to operate between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive; where waiting and loading restrictions were either provided or amended to operate "at any time", Free Short Stay parking places operating during the times of the CPZ operational hours with a maximum stay of 3 hours and No return in 4 hours; Pay by Phone (Cashless) parking places (operating during the times of the CPZ operational hours with an initial 15 minutes free and 1 hour free between 1pm and 2pm - with a maximum stay of 2 hours and No Return in 2 hours);.
(b) extended the boundary of Wilmot Road (WR) CPZ comprising various roads in E10, where permit holder parking places and waiting restrictions were provided to operate between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive; and where waiting restrictions were either provided or amended to operate "at any time";
(c) provided a new CPZ called Walthamstow Stadium (WS) CPZ comprising various roads in E4, where permit holder parking places and waiting restrictions were provided to operate between 8 a.m. and 6.30 p.m. on Mondays to Sundays inclusive; where waiting and loading restrictions were either provided or amended to operate "at any time";
(d) allowed for the application for, and issue of certain permits and vouchers to leave vehicles in the parking places referred to in paragraphs (a) to (c) above. There has been no change to the properties whose occupiers are eligible to purchase parking permits since the introduction of the above mentioned CPZs; and
(e) provided double yellow line "at any time" waiting restrictions:
(i) in Walthamstow Avenue E4 (the slip road parallel to the A406 North Circular Road (NCR) on the whole south-west side and a section of the north-east side between Trinity Way and that section of the A406 NCR that leads to the Crooked Billet roundabout; and
(ii) in Trinity Way E4 – a section on the south-east.
3. Copies of the Orders, which will come into operation on 27th August 2018 and other relevant documents can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 6 weeks from that date, at: (a) The Information Desk, Town Hall, Forest Road, Walthamstow, E17; and (b) Low Hall, Argall Avenue, London, E10 7AS.
4. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
