ONE-WAY SYSTEM, LORRY BAN, PARKING PLACE AND WAITING RESTRICTION AMENDMENTS

(NOTE: This notice is about changes in parts of Westminster Bridge Road and/or surrounding roads that provide, remove or amend certain parking places, waiting restrictions and one-way traffic systems, and the introduction of a ban on vehicles over 7.5 tonnes in part of Carlisle Lane.)

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth on 21st May 2018 made The Lambeth (Waterloo) (Parking Places) (No. 1) Order 2018, The Lambeth (Free Parking Places) (Limited Time) (No. 2) Order 2018, the Lambeth (Waiting and Loading Restriction) (Amendment No. 273) Order 2018 and The Lambeth (Prescribed Routes) (No. 6) Traffic Order 2018 under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Orders will come into force on 29th May 2018.

2. The general effect of the Orders will be:

(a) in Carlisle Lane:

(i) between Westminster Bridge Road and Royal Street, to reverse the one-way traffic system (including removal of contra-flow cycling) so that all vehicles will be permitted to travel only in a south-westerly direction;

(ii) to introduce a ban on goods vehicles over 7.5 tonnes maximum gross weight in the length referred to in sub-paragraph (a)(i) above;

(b) in Lower Marsh, to extend the ban on waiting by vehicles at any time (to be indicated by double yellow lines) so that it extends: (a) on north-west side, to 8.5 metres north-east of Westminster Bridge Road; and (b) on the south-east side, to 13 metres north-east of Westminster Bridge Road;

(c) in Upper Marsh:

(i) to remove the 15.1-metre business permit parking place on the north side, approximately 20 metres south-west of Westminster Bridge Road, and replace it with ‘at any time’ waiting restrictions;

(ii) to reverse the one-way system and introduce contra-flow pedal cycling between Westminster Bridge Road and the access road immediately north of Stangate House, Royal Street so that all vehicles other than pedal cycles will be permitted to travel only in a north-easterly direction;

(iii) to remove the one-way system between Royal Street and the access road immediately north of Stangate House, Royal Street, so that vehicles will be permitted to travel in either direction;

(iv) to introduce a compulsory left turn (except pedal cycles) in to Westminster Bridge Road;

(d) in Westminster Bridge Road:

(i) to remove the Free Parking Place on the north side, opposite Nos. 125 to 131 Westminster Bridge Road;

(ii) to ban waiting by vehicles at any time (to be indicated by double yellow lines) in the following lengths: on the north side, between Lower Marsh and No. 160; and on the south side, outside Nos. 133 to 137.

3. The Orders are required to enable the installation of public realm improvements in and around Westminster Bridge Road to best serve those living, working or visiting in the London Borough of Lambeth.

A copy of each of the Orders and documents giving more detailed particulars about them (including a map) are available for inspection from 9.30 am until 4.30 pm on Mondays to Fridays inclusive (except bank/public holidays) until the last day of a period of six weeks beginning with the date on which the Orders are made, at the offices of Lambeth Council’s Highways and Enforcement Group (Environment and Growth), 3rd Floor, Civic Centre, 6 Brixton Hill, London SW2 1EG. 6. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
