THE FISHGUARD TO BANGOR TRUNK ROAD (A487) (NEW DYFI BRIDGE AND DE-TRUNKING, MACHYNLLETH) ORDER 201-

AND

THE FISHGUARD TO BANGOR TRUNK ROAD (A487) (NEW DYFI BRIDGE, MACHYNLLETH) (SIDE ROADS) ORDER 201-

NOTICE IS HEREBY GIVEN that the Welsh Ministers propose to make the following Orders:-

1. an Order under sections 10 and 12 of the Highways Act 1980 providing that:

a. a route approximately 988 metres in length commencing at a point on the existing A487 trunk road 41 metres north of the centreline of Machynlleth Railway Bridge, and then extending in a northerly direction for 198 metres and then in a north easterly direction for 790 metres crossing over the County border to join the existing A487 trunk road at a point 254 metres south of its junction with the B4404 south of Y Fridd Farm, Machynlleth, in the Counties of Powys and Gwynedd, and

b. a route approximately 22.5 metres in length (to connect to the Dyfi Eco Park Access Road) commencing at a point on the new trunk road 22.5 metres west of the eastern edge of the existing A487 trunk road at a point 127 metres north of the centreline of Machynlleth Railway Bridge and then extending in an easterly direction for 22.5 metres to its junction with the existing Dyfi Eco Park Access Road, in the County of Powys

shall be constructed near Pont y Ddyfi between Machynlleth and Dolgellau and shall become trunk roads as from the date when the Order comes into force;

and:

c. the length of the existing A487 trunk road

commencing at a point 150 metres north of its junction with the Dyfi Eco Park Access Road and then extending in a northerly direction for approximately 321 metres to a point at the southern end of Pont ar Ddyfi, in the County of Powys, to become an unclassified road, and

d. the length of existing trunk road commencing at a point on the existing A487 trunk road at its junction with the A493 classified road, north of Pont ar Ddyfi and then extending in a westerly direction to a point 100 metres west of its junction with the private means of access road leading to Y Fridd Farm, in the County of Gwynedd, to become a classified road

shall cease to be trunk roads as from the date on which notice is given by the Welsh Ministers to Gwynedd Council or Powys Council (who will become the highway authorities for those lengths).

2. an Order under sections 12, 14, 125 and 268 of the Highways Act 1980 which will authorise them to:-

a. carry out the improvement of highways;

b. stop up highways or areas of highways;

c. construct new highways;

d. close lengths of highways temporarily;

e. construct lengths of highways temporarily;

f. stop up private means of access to premises, and

g. to provide new means of access to premises.

all on, or in the vicinity of, the route of the above-mentioned new trunk roads, aforesaid; and

providing for the transfer of the new highways to Powys Council or Gwynedd Council as from the date the Welsh Ministers notify those Councils that they have been completed and are open for through traffic.

COPIES of the draft Orders, relevant plans, Environmental Statement (ES), Statement to Inform an Appropriate Assessment (SIAA), Non-Technical Summary of the ES, ES Determination Notices and the Explanatory Statement may be inspected free of charge at all reasonable hours from 6 September 2017 until 18 October 2017, at the following venues:

• Welsh Government Offices, Cathays Park, Cardiff, CF10 3NQ;

• Powys County Council, County Hall, Spa Road East, Llandrindod Wells, Powys, LD1 5LG.

• Gwynedd Council, Meirionnydd Area Office, Cae Penarlâg, Dolgellau, Gwynedd, LL40 2YB

• Gwynedd Council, Shirehall Street, Caernarfon, LL55 1SH

• Y Plas, Machynlleth, Powys, SY20 8ER

• Bro Dysynni Leisure Centre, High Street, Tywyn LL36 9AE

ANY PERSON may not later than 18 October 2017 object to the making of either of the Orders by notice to the Orders Branch, Transport, Welsh Government, Cathays Park, Cardiff CF10 3NQ quoting reference qA1244119 and stating the grounds of objection.

We will however, only disclose your personal details where it is necessary to do so to enable us to deal with issues you have brought to our attention. Where a Trunk Road Scheme becomes the subject of a Public Inquiry (PI), all correspondence is copied to the Inspector of the Inquiry and is kept in the PI Library and is publicly available.
