INTRODUCTION OF THE VASSALL “V” CONTROLLED PARKING ZONE AND EXTENSION OF THE CAMBERWELL “A”, BRIXTON “B” AND HERNE HILL “N” CONTROLLED PARKING ZONES

CHANGE TO A PARKING PLACE IN DUCHY STREET IN THE WATERLOO “W” CONTROLLED PARKING ZONE

(Note: This notice is about the introduction of a new controlled parking zone known as the Vassall “V” CPZ in streets to the east of Brixton Road and to the south of Camberwell New Road and the extension of the Brixton “B” CPZ and the Camberwell “A” CPZ so that those zones would meet with the new Vassall CPZ. On-street parking places and single and double yellow line waiting restrictions would be introduced in the new and extended CPZs. The Herne Hill “N” CPZ would also be extended to meet the new Vassall CPZ, by the inclusion of an additional part of Hinton Road. It is also proposed to make a change to a parking place in Duchy Street. Objections or other comments may be made - see paragraph 6).

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth propose to make the Lambeth (Vassall “V”) (Parking Places) (No. -) Order 201-, the Lambeth (Brixton “B”) (Parking Places) (No. -) Order 201-, the Lambeth (Camberwell) (Parking Places) (No. -) Order 201-, the Lambeth (Herne Hill) (Parking Places) (No. -) Order 201-, the Lambeth (Waterloo) (Parking Places) (No. -) Order 201-, the Lambeth (Free Parking Places) (Disabled Persons) (No. -) Order 201-, the Lambeth (Doctor Parking Place) (No. -) Order 201-, the Lambeth (Car Club) (Parking Places) (No.-) Order 201-, the Lambeth (Free Parking Places) (Limited Time) (No. -) Order 201-, the Lambeth (Prohibition of Stopping on Ambulance Bays) (No. -) Order 201- and the Lambeth (Waiting and Loading Restriction) (Amendment No. -) Order 201-, under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Orders would be:-

(1) to introduce a new controlled parking zone to be known as the Vassall “V” CPZ, in the streets specified in Schedule 1 to this Notice. This would involve the introduction of:-

(a) residents’ parking places for vehicles that display a resident’s “VR” permit, in Akerman Road, Bourbon Road, Bramah Road, Brief Street, Burton Road (east), Calais Street, Cancell Street, Claribel Road, Cormont Road, Cowley Road, Cranmer Road, Crawshay Road, Dundas Road, Eleanor Road, Elliott Road, Evandale Road, Eythorne Road, Flodden Road, Fountain Place, Foxley Road, Halsmere Road, Holland Grove, Inglis Street, Knatchbull Road, Langton Road, Lothian Road, Loughborough Road, Mostyn Road, Myatt Road, Patmos Road, Paulet Road, Penford Street, Russell Grove, Templar Street, Tindal Street, Upstall Street, Vassall Road and Welby Street;

(b) shared-use pay by phone, residents’ and business parking places for vehicles where the driver has paid the parking charge by phone or for vehicles that display either a resident’s “VR” permit or a business “VB” permit, in Burton Road, Calais Street, Cancell Road, Claribel Road, Cormont Road, Cowley Road, Cranmer Road, Crawshay Road, Demark Road, Elliott Road, Evandale Road, Flodden Road, Foxley Road, Frederick Crescent, Holland Grove, Knatchbull Road, Langton Road, Loughborough Road, Mostyn Road, Normandy Road, Patmos Road, Paulet Road, Penford Street and Vassall Road;

(c) limited-stay parking places in Loughborough Road, Patmos Road, Paulet Road and Vassall Road, where vehicles may wait free of charge for up to 30 minutes (no return within 1 hour); and in Crawshay Road where vehicles may wait free of charge for up to 1 hour (no return within 1 hour);

(d) solo motor cycle parking places (for use free of charge) in Akerman Road, Bourbon Road, Brief Street, Cormont Road, Cowley Road, Denmark Road, Normandy Road, Paulet Road, Upstall Street and Vassall Road;

(e) a doctors’ parking place for vehicles that display a doctor’s permit in Holland Grove (the operational hours would be from 8am to 8pm Mondays to Sundays);

(f) an ambulance bay in Patmos Road, where only ambulances would be able to park (the operational hours would be at any time);

(2) to extend the Camberwell “A” CPZ to include the streets specified in Schedule 2 to this Notice. This would involve the introduction of:-

(a) residents’ parking places for vehicles that display a resident’s “AR” permit, in Elam Street, Gordon Grove, Lilford Road, Loughborough Road and Minet Road;

(b) shared-use pay by phone, residents’ and business parking places for vehicles where the driver has paid the parking charge by phone or for vehicles that display either a resident’s “AR” permit or a business “AB” permit, in Grove Road, Lilford Road, Loughborough Road and Minet Road;

(c) a solo motor cycle parking place (for use free of charge) in Elam Street;

(3) to extend the Brixton “B” CPZ to include the streets specified in Schedule 3 to this Notice. This would involve the introduction of -

(a) residents’ parking places for vehicles that display a resident’s “BR” or “BIR” permit, in Angell Park Gardens, Barrington Road, Loughborough Park, Millbrook Road, Moorland Road, Somerleyton Road and St James's Crescent;

(b) shared-use pay by phone, residents’ and business parking places for vehicles where the driver has paid the parking charge by phone or for vehicles that display either a resident’s “BR” or “BIR” permit or a business “BB” or “BIB” permit, in Angell Park Gardens, Angell Road, Barrington Road, Loughborough Park, Loughborough Road, Millbrook Road, Moorland Road and St James's Crescent;

(Note: The parking places for vehicles that display a resident’s permit may also be used by vehicles that display an appropriate car club permit, a visitor’s permit or a trade permit; parking places for vehicles that display a business permit may also be used by vehicles that display a teacher’s permit, and parking places that may be used after paying by phone may also be used by vehicles that display a health care permit.)

(4) to provide that, unless otherwise specified above, the parking places in the new Vassall “V” CPZ and the parking places in the extended area of the Camberwell “A” CPZ would operate from 8.30 am to 6.30 pm on Mondays to Fridays inclusive, and the parking places in the extended area of the Brixton “B” CPZ would operate from 8.30 am to 5.30 pm on Mondays to Fridays inclusive, and they would not operate on Christmas Day, Good Friday or Bank Holidays (these are referred to as the “zone hours”);

(5) to extend the Herne Hill “N” CPZ to include the part of Hinton Road which lies between Coldharbour Lane and Wellfit Street and allow residents and businesses of that part of Hinton Road to apply for permits to park in that CPZ;

(6) in the new Vassall “V” CPZ and in the extended areas of the Camberwell “A” and Brixton “B” CPZs, to ban waiting by vehicles -

(a) at any time in the whole of Bourbon Road, Bramah Road, Chryssell Road, Crawshay Road, Dundas Road, Eleanor Road, Fountain Place, Eythorne Road and Rathgar Road (except in the parking places);

(b) at any time in parts of all the other streets in that CPZ and those areas and during the zone hours in other parts of those streets (this would not apply in any housing estate road or private road);

(c) between 8 am and 6.30 pm on Mondays to Saturdays inclusive in part of Loughborough Road;

(7) to revise the descriptions that are contained in the existing Orders and modify the positions of some of the car club parking places and the disabled person’s parking places currently in streets that would be in the new Vassall “V” CPZ and in the extended areas of the Camberwell “A” and Brixton “B” CPZs (this is necessary so the existing Orders better reflect the parking places as they apply on the ground and to accommodate the new parking places that would be introduced);

(8) that residents and businesses of the streets specified in Schedule 1 to this Notice and of Nos. 1 to 313 (odd numbers) Brixton Road and Nos. 2 to 228 (even numbers) Camberwell New Road would be able to apply for "VR" resident’s permits or "VB" business permits, that residents and businesses of the streets specified in Schedule 2 to this Notice would be able to apply for “AR” resident’s permits or “AB” business permits, and the residents and businesses of the streets specified in Schedule 3 to this Notice would be able to apply for "BR" resident’s permits or "BB" business permits (subject to certain conditions);

(9) subject to certain conditions, that visitor’s permits would be available to residents to enable their visitors to park within the new and extended CPZs, teacher’s permits would be available for teachers who are employed at a school within the new or extended CPZs, trade permits would be available to tradespersons carrying out building, maintenance or similar such work at properties within the new and extended CPZs and doctor’s permits would be issued to doctors who practice at the surgery in Holland Grove;

(10) that the charge for the use of a parking place by the pay by phone method would be £3.00 per hour, or pro rata for periods of more or less than 1 hour, up to a maximum of 4 hours (no return within 1 hour);

(11) that the charges for resident’s permits for vehicles other than motorcycles would be according to their engine size in the case of petrol and diesel cars registered before 1st March 2001 and for light goods vehicles registered on any date, and in accordance with their carbon dioxide emissions for petrol or diesel cars, or alternative fuel cars, registered on or after 1st March 2001. The charges relating to petrol cars or alternative fuel cars would range from £35, £65 and £123 for 3, 6 and 12 months respectively (minimum) up to £80, £154 and £299 for 3, 6 and 12 months respectively (maximum), except where a vehicle is registered on or after 1st March 2001 and its carbon dioxide emissions are 100g/km or less when the charge would be £35 for 12 months. The charges relating to diesel cars would be as above. plus an additional £17, £24 or £40 for 3, 6 and 12 months respectively (different charges would apply for other types of alternative fuel vehicles and for vehicles registered outside the United Kingdom); and

(12) that the charges for other types of permit would be as follows: for residents’ motorcycles – £19, £28 and £47 for 3, 6 and 12 months respectively, for business permits - £630 for 12 months for one CPZ and £1,575 for all CPZs, for car club permits - £578 for 12 months, for teacher’s permits - £347 for 12 months, for visitor’s permits - £5.25 per day (or £23 for a book of 5 visitors’ permits), for trade permits - £20 per day (or £95 for a book of 5 trade permits), and for health care permits – £105 for 12 months, and for doctor’s permits £420 per bay for 12 months; and

(13) to convert the business parking place in Duchy Street in the Waterloo “W” CPZ, adjacent to the side of No. 63 Stamford Street, into a shared-use residents’ and business parking place.

3 The Orders are necessary to improve safety and the flow of traffic (which is currently hindered by the uncontrolled parking of vehicles) in the streets referred to above and to protect the available on-street parking space for residents, their visitors and local businesses in the area whilst also providing some short term parking space for others. The doctor’s parking place would be provided to facilitate doctors on call and the change to the parking place in Duchy Street is to provide additional parking space for residents to meet a demand.
