THE BEXLEY (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 13) TRAFFIC ORDER 2016

THE BEXLEY (LOADING PLACES) (AMENDMENT NO. 6) TRAFFIC ORDER 2016

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Bexley has on 21st November 2016 made the above mentioned Traffic Orders under sections 6, 45, 46, 49 and 124 of and Part IV of schedule 9 to the Road Traffic Regulation Act 1984, as amended by Section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985 and all other enabling powers.

2. The general effect of the above mentioned Orders would be to;

(a) amend the Bexley (Waiting and Loading Restriction) Traffic Order 2015 to introduce the following no waiting at any time and no loading at any time restrictions: (i) Albion Road between the roundabout for Oaklands car park and Gravel Hill except for no waiting Monday to Saturday 8am to 6.30pm on the south side between nos. 34 and 36 Albion Road and the junction with Pincott Road, (ii) Gravel Hill from its junction with Broadway to a point in line with the northern kerb line of Halcot Avenue and Erith Road from Watling Street to the southern boundary of 1 Erith Road. A loading place on Erith Road (west side) will be the exception with morning and evening peak time waiting and loading restrictions at the proposed loading place (notified below). (iii) Similar changes are also introduced to the waiting and loading restriction at the loading place on the north side of Broadway near Erith Road.

(b) amend the Bexley (Loading Places) (Consolidation) Traffic Order 2012 (i) to introduce a loading place on the west side of Erith Road and (ii) revise the operational times and provisions for the existing loading place on Broadway. These loading places will operate as follows; no waiting or loading 7 am to 9.30am and 4pm to 6.30pm on all days, goods vehicle loading 9.30am to 4pm, 30 minutes maximum stay no return within 1 hour. Original proposals for a loading place on Albion Road are not being progressed.

3. These proposals form part of a wider range of measures for Bexleyheath Town Centre Revitalisation (BTCR) comprising of changes to waiting and loading restrictions, the provision of loading places, new and revised crossing provision for pedestrians and cyclists, raised features, prescribed routes, cycle provision on carriageway and on footway (the latter either segregated or shared with pedestrians) and a 20 mph zone. The deposited plan indicates all the scheme measures

4. Copies of the Orders which come into effect on 28th November 2016, the corresponding Parent Orders (and any Orders that have amended that Order), orders to be revoked, the Council’s statement of reasons for making the Orders, and plans which indicate the length of road to which the Orders relate, can be inspected during normal office hours on Mondays to Fridays inclusive, at the Contact Centre, Civic Offices, 2 Watling Street, Bexleyheath, Kent DA6 7AT.

6. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that they are not made within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made there under has not been complied with in relation to the Order, may make application for the purpose to the High Court before the expiration of 6 weeks from the date on which the Order is made.
