PEDESTRIAN ZONE AND PARKING AMENDMENTS – KINGSTON TOWN CENTRE (TMO-P234)

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames made the following Orders on 24th October 2016 under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended: -

• The Kingston upon Thames (Free Parking Places) (Disabled Persons) (Special Parking Area) (Amendment No. 33) Traffic Order 2016;

• The Kingston upon Thames (Free Parking Places) (Goods Vehicles) (Amendment No. 4) (Special Parking Area) Traffic Order 2016;

• The Kingston upon Thames (Parking Places) (Kingston) (Amendment No. 3) Traffic Order 2016;

• The Kingston upon Thames (Motor Cycle Parking Places) (Amendment No. 3) Traffic Order 2016;

• The Kingston upon Thames (Prescribed Routes) (Amendment No. 4) Traffic Order 2016;

• The Kingston upon Thames (Waiting and Loading Restriction) (Amendment No. 29) Traffic Order 2016.

2. The general effect of the Orders, which will come into force on 31st October 2016, will be in Kingston;

(a) to extend an existing ‘pedestrian zone’ (Market Place and part of Church Street) by restricting access for motor vehicles in ‘Memorial Square’ (Church Street) and Union Street (northern section only). Motor vehicles may have access to the ‘pedestrian zone’ on Mondays to Saturdays from 6 a.m. to 10 a.m. and from 4 p.m. to 6 p.m. only. Existing parking places (for disabled persons and for loading of goods vehicles) and loading restrictions will be removed;

(b) to introduce disabled persons’ parking places at the following locations:-

Lady Booth Road - near the side of No. 60 Eden Street (in place of part of a ‘pay & display’ parking place)
Union Street - outside No. 17 (in place of a bus stop)

(Vehicles displaying a valid disabled persons’ badge may wait in the above parking places without charge or time limit);

(c) to convert an existing ‘variable use’ parking place (i.e. for disabled persons and for ‘pay & display’) in Dolphin Street to a parking place for disabled persons only (vehicles displaying a valid disabled persons’ badge may wait without charge or time limit);

(d) to convert the following parking places to ‘variable use’ i.e. for disabled persons (from 8.30 a.m. to 6.30 p.m., maximum stay 3 hours) and for ‘pay & display’ (from 6.30 p.m. to 10.30 p.m., maximum stay 2 hours);

Fife Road - outside Nos. 26-30 (in place of a disabled persons’ parking place and ‘pay & display’ parking places)
Fife Road - outside Nos. 42-44 (in place of a motor cycle parking place)

(e) to convert the following parking place to ‘pay & display’ only (on Mondays to Saturdays, from 8.30 a.m. to 10.30 p.m. and on Sundays from 11 a.m. to 10.30 p.m., maximum stay 2 hours);

Fife Road - outside Nos. 29-33a (in place of a ‘variable use’ parking place for disabled persons’ and for ‘pay & display’).

3. The Orders and other documents giving more detailed particulars including plans showing the location and effect are available for inspection until 5th December 2016 at:

• The Information and Advice Centre, Guildhall 2, Kingston upon Thames, KT1 1EU between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive;

• Kingston Library, Fairfield Road, Kingston, during normal opening hours.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purposes to the High Court by 5th December 2016.
