EMIRATES STADIUM TRAFFIC ARRANGEMENTS
THE ISLINGTON (PRESCRIBED ROUTES) (NO. 3)
EXPERIMENTAL TRAFFIC ORDER 2016
1) NOTICE IS HEREBY GIVEN that the Council of the London Borough of Islington 29 September 2016 made the above mentioned Order under Sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended, and of all other powers thereunto enabling.
2) The general effect of the Order, will be to:
a) provide restricted access points and road closures at certain locations in Palmer Place, Prah Road, St. Thomas’s Road and those roads referred to in the schedule to this Notice, that will have effect at certain times between 2 hours before the expected or actual start time of an event at the Emirates Stadium, Islington (an “event”) and 1 hour after the expected or actual finish time of an event to ensure the safety of pedestrian and vehicular traffic and add the safety certificate holder to the scheme of delegation;
b) provide that residents and business users within the roads referred to in the Schedule to this notice are eligible to apply for an access permit that will allow vehicles access between 2 hours and 1 hour before the expected or actual start time of an event, to certain of the roads referred to in the Schedule to this notice; and
c) provide that vehicles displaying an access permit will be able to access Arvon Road, Horsell Road and Ronalds Road between 2 hours before and 15 minutes before an event start time and between 15 minutes before and up to 1 hour after an event finish time.
3) The Order, which will come into force on 7 October 2016, and other documents giving more detailed particulars of the Order are available for inspection during normal office hours until 30 April 2016 at the following location:

4) The Council will be considering in due course whether the provisions of the experimental Order should be continued in force indefinitely by means of a permanent Order made under sections 6 and 45 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Order within a period of six months beginning with the day on which the experimental Order comes into force or, if the Order is varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification comes into force. Any such objection must be in writing and must state the grounds on which it is made and be sent to Public Realm, 1 Cottage Road, London N7 8TP. Any objection may be communicated to, or be seen by, other persons who may be affected.
5) Any person who wishes to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made there under has not been complied with in relation to the Order may make application for the purpose to the High Court by 7 December 2016.
