ROAD TRAFFIC REGULATION ACT 1984
THE A3, A200 A3200 AND A2205 GLA ROADS (VARIOUS ROADS, LONDON BOROUGH OF SOUTHWARK AND CITY OF LONDON) (TEMPORARY BUS LANE, CYCLE LANE, 20 MPH SPEED LIMIT, PROHIBITION OF TRAFFIC AND STOPPING) (NO.2) ORDER 2016
1. Transport for London hereby gives notice that it intends to make the above named Traffic Order under section 14(1), (5), (7) and 15(2) of the Road Traffic Regulation Act 1984 and is satisfied that these works will last in excess of 18 months for the purpose specified in paragraph 2. The effect of the Order is summarised in paragraph 3.
2. The purpose of the Order is to enable redevelopment works to take place on or near A200 Tooley Street, A3 Borough High Street and A3200 Southwark Street.
3. The effect of the Order will be to prohibit any:
(1) vehicle except buses, taxis and pedal cycles from using the temporary at any time with flow bus lane in lane one of the southbound carriageway of A3 King William Street, London Bridge and Borough High Street the extended southern building line of Nos. 43 to 46 King William Street and its junction with A200 Duke Street Hill;
(2) vehicle except pedal cycles from turning right from A3 Borough High Street into A200 Duke Street Hill;
(3) vehicle from entering, exiting, stopping or proceeding on A200 Duke Street Hill and Tooley Street between its junctions with A3 Borough High Street and A2205 Bermondsey Street;
(4) vehicle except taxis from stopping at the western kerb-line of A2205 Bermondsey Street from a point opposite a point 0.5 metres northwest of the extended northern building line of Nos. 27 to 39 Oxford Drive to a point 32 metres north-westwards;
(5) vehicle except pedal cycles using the contra flow cycle lane from proceeding in an easterly direction on A200 Duke Street Hill and Tooley Street between its junctions with A3 Borough High Street and A2205 Bermondsey Street;
(6) vehicle except pedal cycles from entering or proceeding in the temporary eastbound at any time contraflow cycle lane situated at the northern side of A200 Duke Street Hill and Tooley Street between its junctions with A3 Borough High Street and A2205 Bermondsey Street;
(7) vehicle except pedal cycles from entering or proceeding in the temporary westbound at any time with flow cycle lane situated at the southern side of A200 Duke Street Hill between its junctions with Tooley Street and A3 Borough High Street;
(8) vehicle from stopping on A200 Duke Street Hill and Tooley Street between its junctions with A3 Borough High Street and A2205 Bermondsey Street;
(9) vehicle except pedal cycles from entering or proceeding in the temporary southbound at any time contraflow cycle lane situated at the eastern side of A2205 Bermondsey Street between its junctions with A200 Tooley Street and A200 Crucifix Lane;
(10) vehicle from entering, exiting or proceeding on A2205 Bermondsey Street between its junctions A200 Crucifix Lane and A200 Tooley Street;
(11) vehicle from entering, exiting, stopping or proceeding on A200 Druid Street and Crucifix Lane between its junctions with A100 Tower Bridge Road and A2205 Bermondsey Street;
(12) vehicle from exceeding a speed of 20 MPH on A200 Duke Street Hill and Tooley Street between its junctions with A3 Borough High Street and A100 Tower Bridge Road;
(13) vehicle from exceeding a speed of 20 MPH on A200 St Thomas Street, Crucifix Lane and Druid Street between its junctions with A3 Borough High Street and A100 Tower Bridge Road;
(14) vehicle from exceeding a speed of 20 MPH on A2205 Bermondsey Street between its junctions with A200 Crucifix Lane and A200 Tooley Street;
(15) vehicle from exceeding a speed of 20 MPH on A200 Queen Elizabeth Street between its junctions with A200 Tooley Street and A100 Tower Bridge Road;
(16) vehicle from stopping on A200 Queen Elizabeth Street between its junctions with A200 Tooley Street and A100 Tower Bridge Road;
(17) vehicle except authorised vehicles from stopping each day between the hours of 10:00 AM and 3:00 PM outside Nos, 88 to 92 A3 Borough High Street;
(18) vehicle except authorised vehicles from stopping each day between the hours of 10:00 AM and 3:00 PM outside Nos 39 to 43 A3 Borough High Street. The loading, unloading and disabled person’s vehicles bay outside Nos 31 to 41 Borough High Street shall be shortened by approximately 5 metres at its southern end;
(19) vehicle except authorised vehicles from stopping each day between the hours of 10:00 AM and 3:00 PM on outside Nos. 5 to 7 A3200 Southwark Street;
(20) vehicle from stopping in the loading, unloading bay outside Nos. 9 and 11 Southwark Street;
(21) pedestrian from proceeding on the southern footway of A200 Tooley Street between its junctions with Bermondsey Street and Joiner Street;
(22) vehicle exceeding a length of 8 metres from entering Battle Bridge Lane at its junction with A200 Tooley Street.
The Order will also:
(23) permit all vehicles to use the westbound bus lane on A200 Tooley Street between its junctions with A100 Tower Bridge Road and Potters Fields;
(24) permit all vehicles to turn right from A200 Queen Elizabeth Street into A200 Tooley Street;
(25) permit all vehicles to turn left from A100 Tower Bridge Road into A200 Tooley Street;
(26) suspend the one way operation on A200 Crucifix Lane, Druid Street and St Thomas Street between their junctions with A100 Tower Bridge Road and A3 Borough High Street permitting two way operation;
(27) reverse the one way operation on A200 Crucifix Lane, Druid Street and St Thomas Street between their junctions with A100 Tower Bridge Road and A3 Borough High Street making it one way in an easterly direction.
For the purposes of the Order authorised vehicles are in regard to article: 3 (17) vehicles loading or unloading materials being used in the redevelopment of No. 88 Borough High Street; 3 (18) vehicles loading or unloading materials being used in the redevelopment of No. 43 Borough High Street; 3 (19) vehicles loading or unloading materials being used in the redevelopment of Nos. 5 to 7 Southwark Street. TfL reserve the right to authorised vehicles being used for other purposes to use the areas listed above.
The Order will be effective at certain times from 12:01 AM on the 1st October 2016 until the works have been completed. The prohibition will apply only during such times and to such extent as shall from time to time be indicated by traffic signs.
4. The prohibitions will not apply in respect of:
(1) any vehicle being used for the purposes of those works or for fire brigade, ambulance or police purposes;
(2) anything done with the permission or at the direction of a police constable in uniform or a person authorised by Transport for London.
5. At such times as the traffic prohibitions are in force alternative routes will be indicated by traffic signs via (for the eastbound closure of Tooley Street) Borough High Street, Great Dover Street, Tower Bridge Road, Druid Street, Crucifix Lane and Bermondsey Street to normal route of travel, northbound traffic that misses the diversion into Druid Street can proceed into Queen Elizabeth Street to normal route of travel (for when Tooley Street is closed westbound) Tower Bridge Road, Great Dover Street and Borough High Street to normal route of travel.
6. The Order will be revoked upon completion of these works.
