1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham proposes to make the above-mentioned Orders under Sections 6, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and all other enabling powers.

2. The general effect of the Orders would be to introduce the Forest Gate North Controlled Parking Zone (CPZ) comprising the streets and lengths of streets specified in the Schedule to this Notice. The restrictions in the new CPZ would include:

• Parking places for permit holders only operating from 8am to 6:30pm on Monday to Saturday inclusive.

• ‘Shared use’ parking places (permit holders and charged short stay parking) in which vehicles without a permit may be left between 8am and 6.30pm on Monday to Saturday inclusive:

(i) for a maximum period of 30 minutes at a charge of £1.00 (maximum), with no return within an hour, in lengths of Dames Road, Dean Street, Field Road, Godwin Road, Odessa Road, Sebert Road, Station Road, E7 and Waterloo Road, E7. Vehicles displaying a permit may be left in these parking places without time limit;

(ii) for a maximum period of 2 hours (no return within an hour), at a charge of £2.00 for an hour up to £3.00 (maximum), in lengths of Avenue Road, Bignold Road, Cemetery Road, Chestnut Avenue, Clinton Road, Cormorant Road, Cranmer Road, Forest Street, Godwin Road, Horace Road, Ingestre Road, Knighton Road, Latimer Road, Leonard Road, Lorne Road, Macdonald Road, Magpie Close, Sebert Road, Station Road, E7, Stracey Road, Strode Road, Sidney Road, Talbot Road E7, Tylney Road, Wellington Road E7 and Winchelsea Road. Vehicles displaying a permit may be left in these parking places without time limit;

(iii) for a maximum period of 4 hours (no return within an hour) at a charge of 50 pence for 30 minutes up to £4.00 (maximum), in lengths of Bective Road, Capel Road, Cemetery Road, Leonard Road, Magpie Close, Odessa Road and Sidney Road. Vehicles displaying a permit may be left in these parking places without time limit;

(iv) and upon payment of the on street parking charge by means of the Council’s cashless payment system by making an approved credit/debit card payment by mobile phone or via the internet.

•  ‘Shared use’ parking places (permit holders and free short stay parking) in which vehicles without a permit may be left without charge between 8am and 6.30pm on Monday to Saturday inclusive for a maximum period of 20 minutes, with a prohibition on returning to that same parking place within a period of 1 hour, in Avenue Road, Capel Road, Cemetery Road, Chestnut Avenue, Clinton Road, Cranmer Road, Forest Road, Horace Road, Knighton Road, Lorne Road, Magpie Close, Odessa Road, Talbot Road E7 and Woodford Road. Vehicles displaying a permit may be left in these parking places without time limit;

• parking for permit holders only in Anna Neagle Close, Blackwater Close, Bronte Close, Brownlow Road, Brooking Road (part), Carrington Gardens, Clare Gardens, Eider Close, Eric Road, Forest Side, Fowler Road, Grebe Close, Norfolk Street (part), Suffolk Street and Vera Lynn Close during the operational hours without any specific marked out parking places on the carriageway;

• Disabled resident parking places, operating at any time, for use by disabled badge holders who meet the current criteria for provision of disabled persons’ parking places.

• Car club parking places, operating at any time, for the use of car club permit holders only in Avenue Road, Capel Road, Cemetery Road, Godwin Road, Horace Road and Magpie Close.

• Electric vehicle charging bays, operating at any time, for the use of electric vehicles only in Clinton Road.

• Waiting restrictions operating from 8am to 6.30pm on Monday to Saturday inclusive or ‘at any time’ (mainly at junctions).

• The proposals would also transfer the following roads or lengths of road from the existing Forest Gate Controlled Parking Zone operating between 9am and 5pm on Mondays to Saturdays to the new zone operating between 8am and 6.30pm on Mondays to Saturdays: Brooking Road, between its junctions with Woodgrange Road and Whitehall Place, Chestnut Avenue, between its junctions with Woodford Road and Avenue Road, Curwen Avenue, Sebert Road, between its junctions with Woodgrange Road and Avenue Road, Woodford Road, between its junctions with Woodgrange Road and Curwen Avenue and Woodgrange Road between its junctions with Forest Lane and Woodford Road. Disabled Resident Parking Places in these roads would also be transferred but would continue to operate ‘at any time’.

• Shared use parking places (permit holders and 30 min free parking) in Curwen Avenue and Woodford Road and 2 hour free short stay parking places in Brooking Road would also be transferred to Forest Gate North CPZ and become shared use (permit holders and cashless payment) parking places. These parking places would now operate from 8am to 6.30pm on Monday to Saturday.

• Residents whose main address falls within the streets and lengths of streets in the Schedule to this Notice would be eligible for permits. Former residents of the Forest Gate North CPZ would also be required to apply for permits to park in the newly created zone.

3. The annual fee for a resident parking permit would be free for the first vehicle in a household, £100 for the second vehicle and £200 for a third vehicle or more. Disabled resident parking permits will be issued free. Residents’ visitor permits, carers’ permits and school visitors’ permits will also be available.

4. Copies of the proposed Orders, together with documents giving more detailed particulars of the Orders, can be inspected between 9am and 5pm on Mondays to Fridays inclusive at Newham Dockside, 1000 Dockside Road, London E16 2QU until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

6. All objections and other representations relating to any of the proposed Orders must be made in writing by 12 September 2016. All objections must specify the grounds on which they are made. 7. Persons objecting to the Orders should be aware that in view of the Local Government (Access to Information) Act 1985, this Council may be legally obliged to make any comments in response to this Notice open to public inspection.
