ELECTRIC AVENUE AND ELECTRIC LANE

CHANGES TO THE BRIXTON MARKET PEDESTRIAN ZONES, INCLUDING CHANGES TO THE LOADING RESTRICTIONS, AND THE INTRODUCTION OF A ONE-WAY TRAFFIC SYSTEM AND A BAN ON GOODS VEHICLES OVER 7.5 TONNES MAXIMUM GROSS WEIGHT

[NOTE: This notice is about banning goods vehicles over 7.5 tonnes maximum gross weight from using Electric Avenue, introducing a new one-way traffic system in part of Electric Lane, allowing market traders who have permits to gain access to Electric Avenue for loading and unloading at certain times, changing the operational hours of the pedestrian zone in part of Electric Lane so it no longer operates on Sundays and allowing goods vehicles to enter part of that zone for loading and unloading at certain times and introducing a Restricted Parking Zone in part of Electric Lane.)

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth on 24th May 2016 made the Lambeth (Prescribed Routes) (No. 3) Traffic Order 2016 and the Lambeth (Waiting and Loading Restriction) (Amendment No. 250) Order 2016, under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Orders will come into force on 6th June 2016.

2. The general effect of the Orders will be to:

(1) ban goods vehicles over 7.5 tonnes maximum gross weight from entering Electric Avenue at any time;

(2) introduce a one-way traffic system from north to south for all vehicles except pedal cycles in those lengths of Electric Lane which lie (a) between a point 8 metres north of Electric Avenue and the north side of Electric Avenue (in a direction towards Electric Avenue); and (b) between the south side of Electric Avenue and the north side of Coldharbour Lane (in a direction towards Coldharbour Lane);

(3) ban the left turn by vehicles from Electric Avenue (the length that lies between Electric Lane and Brixton Road) into Electric Lane;

(4) allow permit holder’s vehicles to enter the pedestrian zone in Electric Avenue between 8 am and 9 am on Mondays to Saturdays and allow the loading or unloading of permit holder’s vehicles during those hours, except on the Red Route (permits will be strictly limited and available only to street market traders who have a market stall in Electric Avenue);

(5) change the operational hours of the pedestrian zone in Electric Lane so that the zone will no longer operate on Sundays (the new operational hours will be from 8 am to 6 pm on Mondays, Tuesdays, Thursdays, Fridays and Saturdays and from 8 am until 2 pm on Wednesdays);

(6) allow goods vehicles to enter the pedestrian zone in Electric Lane, between Atlantic Road and a point 8 metres north of Electric Avenue, for the purpose of loading or unloading between 8 am and 9 am and between 5 pm and 6 pm on Mondays, Tuesdays, Thursdays, Fridays and Saturdays and between 8 am and 9 am on Wednesdays;

(7) introduce a Restricted Parking Zone in Electric Lane between Coldharbour Lane and a point 8 metres north of Electric Avenue (this means that the waiting and loading restrictions in that length of Electric Lane will be indicated by the placing of “Restricted Parking Zone” traffic signs only and there would be no yellow lines or kerb markings on the road).

3. The Orders are designed to help market traders and local businesses by creating a more pleasant trading and shopping environment that will also improve the look and feel of the area for local residents.

4. The Orders as originally proposed included a proposal to reverse the direction of the one-way traffic system in that length of Electric Avenue which lies between Electric Lane and Brixton Road so that it would apply in a direction towards Brixton Road. This part of the original proposals is not going ahead.

7. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
