THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.**) ORDER 20**
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet propose to make the above-mentioned Orders under Sections 6, 45, 46, 49,51 to the Road Traffic Regulation Act 1984 and all other enabling powers.
In order to deter all-day commuter-type parking from taking place in the remaining uncontrolled section of Mowbray Road HA8 thus improving resident parking opportunity and reducing traffic congestion in this road, the general effect of the above Orders is to provide a Controlled Parking Zone in Mowbray Road HA8between A41 Edgware Way and Mowbray Road HA8, fronting No.15 and No.26.
1. The general effect of the Charged-for Parking Places Order is to:
(a) introduce parking places for the use of residents and their visitors in Mowbray Road between Nos.15 to 45 and Nos.26 to 58.
(b) provide that these parking places would operate between 10am and 11am Monday to Friday, during which vehicles would be required to have a valid permit or visitor voucher displayed in their vehicle to be parked in the parking places.
(c) provide that residents residing in the addresses detailed in Schedule 1 below would be eligible to obtain/purchase permits and vouchers which would enable that vehicle to park without limitation during the controlled hours.
(d) provide that vehicles displaying a valid disabled badge would be able to park in the parking places during the controlled hours without need to display a permit or voucher.
Permits and vouchers cost as follows:
“Green” Resident Permit: Free; Resident electronic permit 1st vehicle – lower band (up to 110g/km CO2 emissions) £30, middle band (111-200g/km CO2 emissions) £40, and higher band (over 200g/km CO2 emissions) £60: £40; Resident permit 2nd vehicle: £70; Resident permit 3rd vehicle: £70; Resident permit 4th vehicle: £70. Visitor voucher £12 per 12 vouchers; A maximum of four resident permits and 200 visitor vouchers per annum would be allowed per household. Business permit weekly (specific reg.) £26; Business permit monthly (specific reg.) £73.50; Business permit annual (specific reg.) £525; Business permit annual (any reg.) £840.

2. The general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order is to introduce Monday to Friday 10am to 11am waiting restrictions along certain lengths of Mowbray Road where parking places and other existing waiting restrictions or disabled bays are not provided.
Furthermore, in order to prevent obstructive parking, improve traffic flow, sightlines and general road safety, the general effect of the Free Order would also introduce ‘at any time’ waiting restrictions approximately 6 metres in length on both sides of Mowbray Road at its junction with A41 Edgware Way HA8.
Loading would be permitted in parking places referred to in 1 above, and on waiting restrictions referred to in 2 above, for up to 40 minutes provided that the loading/unloading activity was seen to be actively taking place.
A copy of the proposed Orders, and associated plans of the relevant areas and the Council’s Statement of Reasons for proposing to make the Orders can be inspected between 9am and 5pm on Mondays to Fridays inclusive for a period of 21 days from the date on which this notice is published at:
