PROPOSED IMPLEMENTATION OF TRAFFIC CALMING IN NEW PARK ROAD AND ADJOINING SIDE ROADS, INCUDING A BAN ON GOODS VEHICLES OVER 7.5 TONNES, THE REMOVAL OF PARKING SPACE AND THE CONSTRUCTION OF ROAD HUMPS (“RAISED TABLES”)

[NOTE: This notice is about proposals to ban goods vehicles over 7.5 tonnes maximum gross weight from using part of New Park Road, to remove the School Keep Clear restrictions in New Park Road outside Richard Atkins Primary School, to remove some parking spaces from New Park Road (so as to accommodate new road humps and other traffic calming features), to introduce a Restricted Parking Zone in parts of New Park Road, Kingswood Road, Lyham Road and Morrish Road and to construct flat-top road humps (known as “raised tables”) and kerb build-outs in New Park Road and Lyham Road, plus kerb build-outs at the junctions of Kingswood Road and Morrish Road with New Park Road. Objections or other comments may be made – see paragraph 7.)

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth, subject to the agreement of Transport for London, proposes to make the Lambeth (Prescribed Routes) (No. -) Traffic Order 201-, the Lambeth (Free Parking Places) (Limited Time) (No. -) Order 201-, the London Borough of Lambeth (Prohibition of Stopping Outside Schools) (Amendment No. --) Order 201- and the Lambeth (Waiting and Loading Restriction) (Amendment No. ---) Order 201-, under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Orders would be to:

(1) ban goods vehicles over 7.5 tonnes maximum gross weight from entering that length of New Park Road which lies between Streatham Place/Atkins Road (South Circular Road) and Brixton Hill, except for vehicles gaining access to properties in that length of New Park Road;

(2) remove some limited-time parking space and ban waiting by vehicles at any time instead at the following locations (this is to accommodate the road humps/traffic calming features described in paragraph 3 below and would result in the loss of approximately 9 vehicle parking spaces):-

(a) in New Park Road, on the north-west side, (i) outside Richard Atkins Primary School; and (ii) outside Nos. 260, 262 and 264 New Park Road;

(b) in New Park Road, on the south-east side, (i) outside Nos. 35 and 37/39 New Park Road; (ii) by the north-east side of the entrance to Kintyre Court; and (iii) by the south-west side of the entrance to Kintyre Court;

(3) remove the “School Keep Clear” restrictions in New Park Road, outside Richard Atkins Primary School, and ban waiting by vehicles at any time instead;

(4) introduce a “Restricted Parking Zone” that would operate at any time—

(a) in New Park Road, between a point 5 metres south-west of Kingswood Road and a point 7 metres north-east of Lyham Road; and

(b) in Kingswood Road, Lyham Road and Morrish Road by their junctions with New Park Road.

(Introducing a “Restricted Parking Zone” means that the existing ban on waiting by vehicles at any time would continue to apply at the above locations, except in marked parking places, but they would be indicated by zone entry/exit signs instead of the existing double yellow lines.)

3. NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Lambeth proposes, under section 90A and 90G of the Highways Act 1980, to:

(1) construct the type of flat-top road humps known as “raised tables” at the following locations (their length, which includes the ramps, is given in brackets):-

(a) In New Park Road, on the north-east side of its junction with Lyham Road (6 metres);

(b) In New Park Road, outside Nos. 35, 37/39, 260, 262 and 264 New Park Road (8 metres);

(c) In Lyham Road at its junction with New Park Road (8.5 metres) (this would replace the existing raised table at this junction);

[Each raised table would be an elevated section of carriageway, having a maximum height of 100 millimetres, with a flat top that extends across the full width of the carriageway from kerb to kerb, so that the flat top of the speed table and the adjoining footways form a continuous surface.]

(2) build out the kerb-lines to form traffic calming features (a) at certain locations in New Park Road, between Kingswood Road and Lyham Road; and (b) in Kingswood Road, Lyham Road and Morrish Road at their junctions with New Park Road.

4. The proposals have been developed to meet the concerns of the Richard Atkins Primary School staff and parents, as well as local residents’ concerns about the lack of a safe crossing point and excessive, speeding through traffic. They are designed to provide safe routes to the school, improve the local environment and reduce speed and volume of through traffic in the area and to help reinforce the sense of place along New Park Road.

A copy of each of the proposed Orders and other documents giving detailed particulars about them and the road humps/traffic calming features (including a map), are available for inspection between 9.30 am and 4.30 pm on Mondays to Fridays inclusive (except on bank/public holidays), until the last day of a period of six weeks beginning with the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, at: the offices of Lambeth Council’s Highways and Transport Group, 5th Floor, Blue Star House, 234-244 Stockwell Road, London SW9 9SP. 7. All objections and other representations relating to the proposed Orders, road humps/traffic calming features must be made in writing and all objections must specify the grounds on which they are made and should be sent to Barbara Poulter, Highways and Transport Group, London Borough of Lambeth, 5th Floor, Blue Star House, 234-244 Stockwell Road, London SW9 9SP, by 29th March 2016. Any objection may be communicated to, or be seen by, other persons who may have an interest in this matter.
