PROPOSED CHANGES TO TRAFFIC AND PARKING RESTRICTIONS IN BUCKNER ROAD, PORDEN ROAD AND ACRE LANE

[NOTE: This notice is about proposals to close Buckner Road and part of Porden Road, to revise the type and layout of parking places in those roads (including relocating a car club parking place in Porden Road and providing an additional car club parking place in Acre Lane), to provide a new loading place in Buckner Road and to ban vehicles from waiting at any time in Buckner Road and Porden Road except in the parking/loading places. This would result in an overall loss of on-street parking space and is necessary to achieve public realm improvements in connection with the refurbishment of Lambeth Town Hall and the redevelopment of Hambrook House and the building of new Civic Offices at Nos. 1 to 7 Town Hall Parade. Objections to the proposals may be made – see paragraph 7.]

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth propose to make the Lambeth (Prescribed Routes) (No. -) Traffic Order 201-, the Lambeth (Brixton “B”) (Parking Places) (No. -) Order 201-, the Lambeth (Free Parking Places) (Disabled Persons) (No. -) Order 201-, the Lambeth (Car Club) (Parking Places) (No. -) Order 201-, the Lambeth (Loading Place) (No. -) Order 201- and the Lambeth (Waiting and Loading Restriction) (Amendment No. -) Order 201-, under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Orders would be:-

(1) in Buckner Road

(a) to ban motor vehicles proceeding in Acre Lane from entering Buckner Road, except for vehicles gaining access to premises adjacent to Buckner Road (bollards would be placed in the carriageway of Buckner Road at a point 18.4 metres south-east of the south-eastern kerb-line of Acre Lane and these would be lowered to enable access for excepted vehicles as necessary, and bollards would also be placed in Buckner Road at a point 14 metres north-east of Porden Road and these would be lowered to allow excepted vehicles to exit as necessary);

(b) to ban the left turn by vehicles from Buckner Road into Porden Road;

(c) to remove all the existing parking places (these being shared-use residents’/business/pay and display parking places and a solo motor cycle parking area) situated in that road;

(d) to provide new disabled persons’ parking places on both sides of the road which would operate at any time and be only for the use of vehicles displaying a disabled person’s “blue badge”;

(e) provide a loading place for vehicles on the south-east side at the rear of Electric Brixton (No. 1 Town Hall Parade, Brixton Hill) and the Town Hall, which would be for the use of any vehicle being loaded or unloaded for periods of not more than 20 minutes at a time, no return within 1 hour (the Council may from time to time issue dispensations to allow coaches or other vehicles to park in this loading place);

(f) to ban waiting by vehicles (including waiting for loading and unloading purposes) at any time in that road, except in the parking places and loading place described in sub-paragraphs (1)(d) and (e) above;

(2) in Porden Road

(a) to ban vehicles, except pedal cycles, from entering that length of Porden Road which lies between a point 13.2 metres south-east of Buckner Road and its junction with Brixton Hill (bollards would be placed in the carriageway at each end of this length of road);

(b) to revoke the one-way traffic system and allow vehicles to travel in a two-way system in the remainder of that road;

(c) to remove all the existing parking places (these being residents’ parking places, solo motor cycle parking areas, a disabled persons’ parking place, a car club parking place, a shared-use residents’/pay and display parking place and a business parking place) situated in that road;

(d) to provide a new layout of parking places (including residents’ parking places for the use of “BR” and “BIR” permit holders, a disabled persons’ parking place and a car club parking place);

(e) to ban waiting by vehicles at any time in that road except in the parking places described in sub-paragraph (2)(d) above;

(3) in Acre Lane, to convert part of the shared use resident’s/pay and display parking place on the south side, just to the west of Porden Road, into a car club parking place.

(Note: In Buckner Road and the part of Porden Road which lies south of No. 20 Porden Road, the “at any time” waiting and loading restrictions would be indicated by the placing of “Restricted Parking Zone” signs instead of double yellow lines and kerb markings. In the remaining part of Porden Road the waiting restrictions would be indicated by the placing of double yellow lines on the carriageway.)

3. NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Lambeth propose, under section 90A of the Highways Act 1980, to construct the type of flat-top road hump known as a “speed table” in (a) the whole length of Buckner Road and (b) in that length of Porden Road which lies between the southern boundary of No. 20 Porden Road and its junction with Brixton Hill. [This flat-top road hump would be an elevated section of carriageway that extends across the full width of the carriageway from kerb to kerb without a break, so that the footway and carriageway form a continuous surface at the same level, with gradients leading onto and off that surface.]

4. The proposed Orders and flat-top road hump are required in connection with Lambeth Council’s Your New Town Hall project to deliver a new Civic Office and refurbished Town Hall which will be complemented and enhanced by public realm improvements with pedestrian priority. They are necessary to achieve those public realm improvements and to ensure the safe and expeditious movement of traffic to and from these properties and others in Buckner Road.

7.
