ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)(A), (15(2)), AND MOTORWAY TRAFFIC (ENGLAND AND WALES) REGULATIONS 1982

THE M1 MOTORWAY (BETWEEN JUNCTIONS 11 AND 12) (TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC) ORDER 201_

NOTICE IS HEREBY GIVEN that Highways England Company Limited (Company no. 9346363) intends to make an Order on the M1 Motorway in Central Bedfordshire, to provide a safe working environment for the workforce to allow for the construction of the new A5/M1 link road, and associated works including a new Junction 11a.

The works are expected to last for approximately 2 years with the majority of works carried out overnight (8pm-6am) starting on, or after, Tuesday 19 May 2015, and would be carried out using a temporary speed restriction, lane closures, width restrictions, hard shoulder running and full carriageway closures. There may be some weekend working to allow for bridge demolition. The Order would come into force on 11 May 2015 and continue until the works are completed.

The effect of the Order would be to—

1. impose, for 24 hours daily, a speed limit of 50 miles per hour with narrow lanes on the M1—

• northbound carriageway between points 120 metres north of J11 and 400 metres north of Woodstock Farm overbridge, including the entry slip road at J11, and

• southbound carriageway between points 355 metres south of Toddington Services footbridge and 70 metres north of Leagrave High Street underbridge;

2. close overnight the M1—

• northbound carriageway between J11 and Toddington Services—

• southbound carriageway between J12 and J11,

• entry slip road to the northbound carriageway at J11,

• entry slip road to the southbound carriageway at J12,

• entry and exit slip roads to and from the southbound carriageway at Toddington Services,

• exit slip road from the northbound carriageway at Toddington Services, and

• exit slip road from the southbound carriageway at J11

Diverted Traffic—

Northbound traffic would exit at J11 - travel via the A505 Dunstable Road, Poynters Road, Park Road North, The Green, High Street, and A5120 rejoining the M1 at J12 and southbound vice versa,

Local traffic wishing to join the northbound M1 would follow the route above and join the M1 at J12.

Southbound traffic wishing to join the M1 at Toddington Services would follow the Northern access road to the B530 then join the A5120 heading south, via High Street, The Green, Park Road North, Poynters Road, and the A505 Dunstable Road to rejoin the southbound M1 at J11.

When lane closures are in operation in conjunction with narrow lanes, traffic would be directed to use the hard shoulder on the M1—

• northbound carriageway between points 160 metres north of Leagrave High Street underbridge and 300 metres north of Woodcock Farm overbridge, Upper Sundon, and

• southbound carriageway between points 300 metres south of Woodcock Farm overbridge, Upper Sundon and 250 metres south of Leagrave High Street underbridge.

The temporary mandatory speed limit (which would not apply to emergency service or special forces vehicles), closures (which would not apply to emergency service vehicles) and diversion routes, would be clearly indicated by traffic signs throughout the works.
