1. The Council of the London Borough of Richmond upon Thames on 19 March 2015 made the above Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Parking Places Amendment Order is to make minor modifications to parking places in Sheen Road, Richmond as set out in the schedule to this notice.

3. The general effect of the Waiting and Loading Restriction Amendment Order is to introduce and revoke lengths of yellow lines as set out in the schedule to this notice.

4. Copies of the Orders, which will come into operation on 23 March 2015, plans showing the location and effect of the Orders and the Council’s Statement of Reasons for making the Orders:-

(a) can be inspected, quoting Reference 14/120, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council’s web-site at http://www.richmond.gov.uk/public_notices

5. Persons wishing to question the validity of these Orders or any provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the Act or any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Orders were made, apply for the purpose to the High Court

SCHEDULE

Street Details
Alexandra Road and Morley Road, Twickenham To upgrade the existing single yellow line at the junction of Morley Road and Alexandra Road to double yellow line.
Cambridge Road, Teddington To remove approximately 1.6 metres of double yellow line outside No 2a Cambridge Road, Teddington.
Church Road and Latimer Road, Teddington

To introduce 5 metres of double yellow lines at the junction of Church Road and Latimer Road.

To extend the existing footway parking bays on Latimer Road adjacent to No 74 and No 76 Church Road (in Latimer Road) by 5 metres and to introduce a 5 metre length of footway parking outside No 4 Latimer Road

Clifton Road and Elmtree Road, Teddington To introduce double yellow lines on the north-eastern side of Elmtree Road and in Clifton Road at its junction with Elmtree Road.
Lion Road, Twickenham To introduce double yellow lines opposite Nos 50-56 Lion Road
Marsh Farm Road and Talbot Road, Twickenham

To introduce lengths of double yellow line in the vicinity of the junction of Marsh Farm Road and Talbot Road.

The proposals to introduce footway parking will not be progressed at this time.

Sheen Road, Richmond To relocate the pay and display bays on the northern side of Sheen Road west of the junction with Sheen Park westwards by 5 metres.
Upper Richmond Road West, Sheen To remove the uncontrolled parking bay outside No 621 Upper Richmond Road West and replace with double yellow line and loading restriction operating between 7am and 10am and between 4pm and 7pm on Mondays to Saturdays inclusive.
