THE NEWHAM (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 67) ORDER 2015

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 2 March 2015 made the above mentioned Orders under Sections 6, 45, 46, 49, 51 and 124 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be to introduce controlled parking zone restrictions in the streets specified in Schedule 1 to this Notice (the East Village Controlled Parking Zone). The restrictions will include:

• Parking places for East Village (EV) permit holders only operating from 8am to 9pm every day. These will be provided in Anthems Way, De Coubertin Street and Mirabelle Gardens.

• ‘Shared use’ parking places for East Village (EV) permit holders or other vehicles which may be left by making an appropriate credit/debit card payment, by mobile phone or via the internet using a cashless payment system, of a parking charge of £2 for up to one hour or £3 for up to two hours (no return within one hour) from 8am to 9pm every day. These will be provided in Anthems Way, De Coubertin Street, Honour Lea Avenue and Olympic Park Avenue.

• Loading bays for loading only from 8am to 11am every day. From 11am to 9pm every day they will become free short stay parking places where all vehicles may park free of charge for up to 30 minutes (no return within one hour). These will be provided in Anthems Way, Celebration Avenue, Cheering Lane, Honour Lea Avenue, Liberty Bridge Road, Mirabelle Gardens and Olympic Park Avenue.

• Disabled persons’ parking places which permit parking by Disabled (Blue) Badge holders only operating 24 hours every day. These will be provided in Anthems Way, Cheering Lane, De Coubertin Street, Honour Lea Avenue, Liberty Bridge Road, Mirabelle Gardens and Olympic Park Avenue.

• Parking places reserved for solo motor cycles operating 24 hours every day. These will be provided in Honour Lea Avenue and Liberty Bridge Road.

• Car club parking places, operating 24 hours every day, for use by authorised car club vehicles displaying a car club parking permit. These will be provided in Anthems Way, Cheering Lane, De Coubertin Street and Mirabelle Gardens.

• Waiting restrictions operating 24 hours every day (double yellow lines) in Anthems Way, Cheering Lane (part), De Coubertin Street, Elis Way, Honour Lea Avenue, Liberty Bridge Road, Mirabelle Gardens, Olympic Park Avenue (part), Penny Brookes Street and Temple Mill Lane (part).

• Waiting restrictions operating from 8am to 5pm on Monday to Friday on part of the north-east side of Cheering Lane.

3. Residents and businesses whose main address falls within the streets specified in Schedules 1 and 2 to this Notice will be eligible for East Village (EV) parking permits. The annual charge for East Village (EV) resident parking permits will be free of charge for the first vehicle in a household, £70 for the second vehicle and £150 for a third or subsequent vehicle. The charge for business parking permits will be £150 for 3 months, £300 for 6 months and £500 for an annual permit. Other permits will be available including residents’ visitor permits and residents’ carer permits.

4. Copies of the Orders, which will come into force on 9 March 2015, and other documents giving detailed particulars of the Orders are available for inspection during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road, London E16 2QU for a period of six weeks from the date on which the Orders were made.

5. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Orders were made, apply for the purpose to the High Court.
