Notice publicising a proposed application for a Development Consent Order (DCO) to construct, maintain and operate Glyn Rhonwy Pumped Storage, Llanberis, Gwynedd.

Notice is hereby given that Snowdonia Pumped Hydro Limited (SPH) of c/o Stephenson Harwood, 1 Finsbury Circus, London EC2M 7SH proposes to apply to the Planning Inspectorate under section 37 of the Planning Act 2008 for a Development Consent Order to authorise the construction, operation and maintenance of a 99.9MW pumped hydro-electric storage (pumped storage) scheme on the slopes of Cefn Du mountain approximately 1.5 kilometres (km) north west of Llanberis and 11km south east of Caernarfon.

The DCO will, amongst other things, authorise the development of:

• the construction of one headpond (upper reservoir), its dam and spillway to Nant Y Betws;

• the construction of one tailpond (lower reservoir), its dam and spillway to Llyn Padarn;

• a pumping station at Llyn Padarn;

• a penstock (pipe(s) connecting the headpond to the power house) located to the southwest of the tailpond;

• a tailrace (pipe(s) connecting the power house to the tailpond);

• the power house itself consisting of the turbines and pumps at depth (of approximately 70m below the surface) with electrical distribution equipment on the surface adjacent to the power house building;

• the permanent and compulsory acquisitions of land and / or rights and commons exchange land for the development;

• temporary and permanent diversions of public rights of way;

• other works;

• other consents and licences; and

• such ancillary, incidental and consequential provisions, permits and consents as are necessary and / or convenient.

The proposed application is ‘EIA development’ for the purposes of The Infrastructure Planning (Environmental Impact Assessment) Regulations 2009. This means that the proposed works constitute development for which an Environmental Impact Assessment is required and the proposed application will therefore be accompanied by an Environmental Statement about the likely significant effects of the project.

The environmental information gathered to date together with the plans and maps of the proposed application have been compiled in a Draft Environmental Statement and a Non-Technical Summary. These documents, including the Statement of Community Consultation, a Consultation Overview Report and other publicised notices, are available for download free of charge from our website: www.snowdoniapumpedhydro.com (in the “Document Library” section of the website). Rhybudd trwy hyn i ddatgan bod Snowdonia Pumped Hydro Limited (SPH) o d / o Stephenson Harwood, 1 Finsbury Circus, Llundain EC2M 7SH yn bwriadu gwneud cais i’r Arolygiaeth Gynllunio o dan Adran 37 o Ddeddf Cynllunio 2008 am Orchymyn Caniatâd Datblygu i awdurdodi’r gwaith adeiladu, gweithredu, cynnal a chadw cynllun storfa a pwmpio (hydro-eletrig) 99.9MW ar lethrau mynydd Cefn Du tua 1.5 Km i’r gogledd-orllewin o Lanberis a 11km i’r de-ddwyrain o dref Caernarfon.

Roedd y cais arfaethedig yn ‘ddatblygiad EIA’ at ddibenion y Rheoliadau Cynllunio Tanadeiliaeth (Asesu Effeithiau Amgylcheddol) 2009. Mae hyn yn golygu bod y gwaith arfaethedig yn ddatblygiad y mae angen Asesiad Effaith Amgylcheddol ac felly ynghlwm â’r cais arfaethedig ceir Datganiad Amgylcheddol am effeithiau tebygol sylweddol y prosiect.

Mae’r wybodaeth amgylcheddol a gasglwyd hyd yma ynghyd â’r cynlluniau a mapiau o’r cais arfaethedig wedi cael eu llunio mewn Datganiad Amgylcheddol Drafft a Chrynodeb Annhechnegol.
