THE KENSINGTON AND CHELSEA (FREE PARKING PLACES, LOADING BAYS AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 5) ORDER 2014 AND THE KENSINGTON AND CHELSEA (CHARGED–FOR PARKING PLACES) (AMENDMENT NO. 5) ORDER 2014.

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”) on 20th November 2014 have made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be:—

a) on the north-east side of Balliol Road, to convert a residents’ parking space outside No. 23 Balliol Road to a personalised disabled bay;

b) on the west side of Brompton Road, to convert three residents’ parking spaces opposite Nos. 18 to 20 Alexander Square, to 15 metres (49ft) of double yellow line waiting restriction;

c) on the north-east side of Brunswick Gardens, to convert a residents’ parking space outside No. 40 Brunswick Gardens to a personalised disabled bay;

d) on the south side of Campden Hill, to convert two residents’ parking spaces opposite Holland Park School to double yellow lines;

e) on the south-west side of Cromwell Crescent, to extend the existing visitor motorcycle bay outside the flank wall of No.58 Cromwell Road situated in Cromwell Crescent by an additional four metres (13ft);

f) on the south-west side of Denbigh Road, to convert existing single yellow line waiting restriction opposite No. 7 Denbigh Road for a distance of two metres (6ft) to residents’ parking space;

g) on both sides of Denbigh Terrace, to convert two metres (6ft) of existing single yellow line waiting restriction opposite the flank of No. 12 Denbigh Road, situated in Denbigh Terrace to residents’ parking space;

h) on the south-east side of Eardley Crescent, to convert five metres (16 feet) of residents’ parking space outside the flank wall of No. 51 Warwick Road to on-carriageway bicycle parking bays;

i) on the south-west side of Elsham Road, to convert three metres (10ft) of residents’ parking outside No. 49 Elsham Road to a permit motorcycle bay;

j) on the south-east side of Evelyn Gardens, to convert a residents’ parking space outside No. 25 Evelyn Gardens to a personalised disabled bay;

k) on the south-west side of Fernshaw Road, to convert a pay and display bay and one and a half metres (5ft) of single yellow line outside the flank wall of No. 536 King’s Road, situated in Fernshaw Road, to a personalised disabled bay;

l) on the south-west side of Fernshaw Road, to convert a pay and display bay opposite Nos. 37 and 39 Fernshaw Road to a personalised disabled bay;

m) on the north-east side of Freston Road, to convert a visitor motorcycle bay outside No. 1 Bramley Road, situated in Freston Road and No. 122 Freston Road to a pay and display bay;

n) on the south-west side of Freston Road, to convert a pay and display bay opposite No. 140 Freston Road to a visitor motorcycle bay;

o) on the north-east side of Highlever Road, to convert a residents’ parking space outside No. 130 Highlever Road to a personalised disabled bay;

p) within off-peak maximum stay 30-minutes pay and display bays on the north-west side of Holland Park Avenue, outside Nos. 126 to 128 (one bay), outside Nos. 112 to 114 (two bays), outside No. 92 (one bay) and outside Nos. 82 to 90 (two bays), to remove that part of the hours during which the waiting and loading restrictions apply that is between 4pm and 6.30pm on Monday to Fridays inclusive and change the hours of operation of those bays so that on Mondays to Fridays inclusive they are extended to operate between 10am and 6.30pm;

q) on the south-east side of Holland Street, to introduce ‘at any time’ loading restrictions for a distance of five metres (16ft) on the south side of Holland Street, at its junction with Kensington Church Street;

r) on the north-west side of Kensington High Street, to convert 20 metres (66ft) of bus stand opposite Nos. 343 to 347 Kensington High street to single yellow line waiting restriction which would operate between 8am to 7pm Monday to Fridays and 8am to 1.30pm Saturday and introduce a loading restriction in the same location, which would operate between 8am to10am and between 4pm to 7pm, Mondays to Fridays;

s) on the north-east side of Kingsdale Gardens, to convert a residents’ parking space outside Nos. 5 and 6 Kingsdale Gardens to a blue badge disabled bay;

t) on the north-west side of Ladbroke Road, to convert a residents’ permit motorcycle bay outside No. 84 Ladbroke Road to a visitor motorcycle bay;

u) on the north side of Lexham Gardens, to convert a residents’ parking space outside No. 140 Lexham Gardens to a personalised disabled bay;

v) on the south-east side of Oxford Gardens, to convert four metres (13ft) of residents’ parking outside No. 73 Oxford Gardens to single yellow line waiting restriction and to convert four metres (13ft) of single yellow line waiting restriction outside Nos. 71 and 73 Oxford Gardens to residents’ parking;

w) on the south-east side of Pembroke Road, to convert a pay and display bay opposite No. 72 Pembroke Road to a personalised disabled bay;

x) on the south-west side of Redcliffe Road, to convert a residents’ parking space outside No. 46 Redcliffe Road to a personalised disabled bay;

y) on the south side of Silchester Road, to convert 26 metres (85ft) of residents’ parking space opposite Blechynden House, Silchester Road, to double yellow line waiting restriction;

z) on the south-west side of The Boltons, to convert existing residents’ parking space to three pay and display bays opposite Nos. 13 and 14 The Boltons;

aa) on the south-east side of Trebovir Road, to convert a car club parking bay outside Kensington Mansions, Trebovir Road, to residents’ parking space;

bb) on the south-east side of Tregunter Road, to convert a residents’ parking space outside the flank wall of No. 52 Redcliffe Gardens, situated in Tregunter Road, to a personalised disabled bay;

cc) on the north side of Uxbridge Street, opposite Nos. 20-24 Uxbridge Street to convert one diplomatic parking bay to a pay and display bay;

dd) on the south-east side of Walton Place, to introduce ‘at any time’ loading restrictions for a distance of 16 metres (52ft) outside the northern entrance to Pont Street Mews;

ee) to convert single yellow line waiting restrictions situated at the following locations to double yellow lines waiting restrictions:

i. on the south-west side of Campden Hill Road, for a distance of 12 metres (40ft) outside the entrance to the car park of Kensington Heights, Campden Hill Road;

ii. on the south-west side of Campden Hill Road, for a distance of six metres (20ft) outside the driveway of No.57 Campden Hill Road;

iii. on the northern corner of the junction of the Denbigh Road/Denbigh Terrace, for a distance of 14 metres (46ft);

iv. on the southern corner of the junction of the Denbigh Road/Denbigh Terrace, for a distance of 13 metres (43ft);

v. on the north-west side of Lancaster Road, for a distance of 11 metres (36ft) outside the vehicular entrance to No. 128a Lancaster Road;

vi. around the traffic island at the junction of Launceston Place and Victoria Grove for a distance of 25 metres (82ft) and opposite the island for a total distance of 45 metres (148ft);

vii. on the south-east side of Lorne Gardens, for a distance of four and a half metres (15ft) outside Nos. 9 and 10 Lorne Gardens;

viii. on the west side of the junction of Mossop Street and Richard’s Place, for a distance of 13 metres (43 feet) opposite No. 33 Mossop Street;

ix. on the south side of Silchester Road, across the entrance to Silchester Road car park for a distance of 21 metres (69ft);

(ff) extend the reciprocal parking arrangements with Westminster City Council so that in the roads within the Royal Borough of Kensington and Chelsea near the boundary between the two Boroughs, where the reciprocal parking arrangements currently apply:

i. Westminster City Council solo motorcycle permit holders parking will be permitted to park within residents motorcycle parking places; and

ii the parking provisions that apply to certain types of Westminster City Council hard-copy permits will also apply to similar types of Westminster City Council virtual permit holders;

(gg) amend the permitted hours in relation to St. Alban’s Grove to bring them in line with the on-street signage; and

(hh) to modify the traffic order definitions of certain other parking places and waiting restrictions so they better reflect what is currently on the ground (there would be no change to the way restrictions and parking places currently operate).

Note: the measures referred to in sub-paragraph 2(p) above will continue the effects of an existing experiment which has proved successful.

3. Copies of the Orders, which will come in to operation on 24th November 2014, the The Kensington and Chelsea (Charged–For Parking Places) (Amendment No. 1) Experimental Traffic Order 2014 and The Kensington and Chelsea (Free Parking Places, Loading Bays and Waiting, Loading and Stopping Restrictions) (Amendment No. 1) Experimental Traffic Order 2014, which will be revoked, and of all other relevant documents can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of six weeks from the date the Orders were made at Council Offices, 37 Pembroke Road, London W8 6PW.

4. Any persons desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make an application for the purpose to the High Court
