THE HAVERING (ROMFORD PARKING PLACES) (SECTOR 3) (CIVIL ENFORCEMENT AREA) (AMENDMENT NO. 13) ORDER 2014
- 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Havering, hereinafter called the Council, on 30 September 2014 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
- 2 The effect of the Waiting & Loading Restriction Order will be to impose waiting restrictions operative at any time on the lengths of streets specified in Schedule 1 to this Notice.
- 3 The effect of the Free Parking Places Order will be:—
(a) to shorten the existing free parking place, on the south-west side of Waldegrave Gardens near its junction with Hall Lane, by 2 metres to accommodate the proposed waiting restrictions;
(b) to designate a free parking place, operative between 8.30 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive, on the length of street specified in Schedule 2 to this Notice, where vehicles may wait free of charge for a maximum period of 3 hours and where return to that same parking place will be prohibited for 2 hours.
- 4 The effect of the Disc Parking Places Order will be to remove the existing disc parking place on the length of Moray Way specified in the Schedule to this Notice to accommodate the proposed free parking place.
- 5 The effects of the Voucher Parking Places Order and Sector 3 Parking Places Order will be to convert the existing voucher parking places on the lengths of street specified in Schedule 3 to this Notice, into permit parking places, operative between 8.30 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive, where vehicles displaying a valid residents permit may wait without time limit.
- 6 Copies of the Orders, which will come into operation on 7 October 2014, of the Orders being amended, together with the Council’s statement of reasons for making the Orders and plans showing the locations and effects of the Orders can be inspected until the end of six weeks from the date on which the Orders were made, during normal office hours on Mondays to Fridays inclusive, at Traffic & Parking Control, StreetCare, Mercury House, Mercury Gardens, Romford, Essex RM1 3SL.
- 7 Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.

SCHEDULE 1
Crossways, the east and south-east sides, between the south-western boundary of No. 97 Crossways and a point 4 metres south of the common boundary of Nos. 91 and 93 Crossways.
Fairholme Avenue, both sides, between the northern kerb-line of Heath Park Road and a point 10 metres north of that kerb-line.
Heath Park Road, the north side, between a point 10 metres west of the western kerb-line of Fairholme Avenue and a point 10 metres east of the eastern kerb-line of Fairholme Avenue.
Mungo Park Road, the west side, between a point 10 metres north of the northern kerb-line of Simpson Road and a point 10 metres south of the southern kerb-line of Simpson Road.
Simpson Road, both sides, between the western kerb-line of Mungo Park Road and a point 20 metres west of that kerb-line.
Waldegrave Gardens, the south-west side, between the south-eastern boundary of “Calverton” Waldegrave Gardens and a point 51 metres north-west of the north-western kerb-line of Hall Lane.
SCHEDULE 2
Moray Way, the south-west side, from a point 15 metres south-east of the south-eastern kerb-line of Havering Road extending south-eastward for a distance of 36 metres.
SCHEDULE 3
Allandale Road
(a) the north side, from a point 10 metres west of the western kerb-line of Craigdale Road extending westward for a distance of 20 metres;
(b) the south side, from a point 10 metres west of the western kerb-line of Craigdale Road extending westward for a distance of 28 metres.
