THE LEWISHAM (CIVIL ENFORCEMENT AREA) (FREE PARKING PLACES) (DISABLED PERSONS) (AMENDMENT NO. 7) ORDER 2014

AMENDMENTS TO PARKING AND WAITING RESTRICTION ARRANGEMENTS IN BOURNVILLE ROAD, RAVENSBOURNE PARK AND WESTDOWN ROAD

1. NOTICE IS HEREBY GIVEN that Lewisham Borough Council on 24 th September 2014 made the above-mentioned Order under the provisions of sections 6, 45, 46, 47 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The Order will come into effect on 29 th September 2014.

2. The general nature and effect of the Order will be to:

  • a remove residents’ parking places from the following locations:

(i) the north side of Westdown Road, throughout its length;

(ii) the east side of Ravensbourne Park, the two parking places closest to and north of Westdown Road; and

(iii) the south-west side of Ravensbourne Park, throughout its length;

  • b remove shared-use (residents’, business and pay & display) parking places from the following locations:

(i) both sides of Adenmore Road, throughout its length;

(ii) both sides of Westdown Road, throughout its length;

  • c remove the shared-use (residents’, business and pay & display) parking place and replace it with permit holders parking place on the east side of Bournville Road (north to south arm);
  • d shorten by 15 metres the shared-use (residents’, business and pay & display) parking place on the south-west side of Ravensbourne Park, outside and south-east of No. 35 Ravensbourne Park;
  • e shorten by 7 metres the shared-use (residents’, business and pay & display) parking place on the west side of Bournville Road (north to south arm), adjacent to No. 27 Westdown Road and replace it with a disabled persons’ parking place for one vehicle;
  • f increase the hours during which the existing waiting restrictions (indicated on the road by ‘yellow lines’) apply so that they would operate “at any time”:

(i) on both sides of Ravensbourne Road, between a point 14 metres northwest of the northern kerb-line of Westdown Road and a point 30 metres southeast of the southern kerb-line of Westdown Road (measured on the northeast side of Ravensbourne Road); and

(ii) on both sides of Westdown Road, between the eastern kerb-line of Ravensbourne Road and a point 26 metres east of that kerb-line (measured on the north side of Westdown Road).

note : exemptions from waiting restrictions include Council and utility company vehicles engaged on certain duties, vehicles stopping to avoid an accident, ambulance, fire brigade and police vehicles and anything done with the permission or at the direction of a police constable in uniform (vehicles loading or unloading are subject to certain conditions and time limits).

3. Documents giving more detailed particulars of the Orders can be inspected between the hours of 10am and 4pm on Mondays to Fridays until the last day of a period of six weeks beginning with the date on which the Orders were made, at the office of Lewisham Transport Policy & Development, 4th Floor Laurence House, 1 Catford Road, London SE6 4RU (tel. 020-8314 2570).

4. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
