NOTICE OF ACCEPTANCE OF AN APPLICATION BY MYNYDD Y GWYNT LIMITED FOR DEVELOPMENT CONSENT TO CONSTRUCT AND OPERATE A WIND FARM AT THE SWEET LAMB RALLY COMPLEX, Y FOEL, NEAR LLANGURIG, POWYS
PLANNING INSPECTORATE APPLICATION REFERENCE: EN010020
1. Notice is hereby given that the Planning Inspectorate (on behalf of the Secretary of State for Energy and Climate Change) has accepted an application (“the application”) by Mynydd y Gwynt Ltd of Ffynon Wen Capel Bangor, Aberystwyth, Ceredigion, SY23 3NA for a Development Consent Order under the Planning Act 2008 (“the 2008 Act”). The application was made on 31 July 2014 and accepted on 20 August 2014.
SUMMARY OF SCHEME
2. The application is for consent to build a wind farm comprising 27 wind turbines with an anticipated generating capacity of 81-89.1 megawatts (MW). The proposed wind farm, to be known as the Mynydd Y Gwynt Wind farm, is to be located within the Sweet Lamb Rally Complex, Y Foel, near Llangurig, Powys. As the generating capacity of the wind farm is over 50 MW, an application for development consent must be made to the Planning Inspectorate under the provisions of the 2008 Act.
3. The proposed wind farm development will consist of the following:
• 27 turbines up to 125m to tip;
• electrical cables;
• substation, control building and satellite link;
• widening of existing tracks (approximately 9.5km to be widened);
• approximately 6.9km of new tracks; and
• erection of a monitoring mast.
ENVIRONMENTAL IMPACT ASSESSMENT
4. The application is ‘EIA development’ for the purposes of The Infrastructure Planning (Environmental Impact Assessment) Regulations 2009. This means that the proposed works constitute development for which an Environmental Impact Assessment is required and the application has therefore been accompanied by an Environmental Statement.

The application form and its accompanying documents, plans and maps showing the details of the proposed wind farm together with copies of the Environmental Statement (ES) and the Non-Technical Summary (NTS) are available for download from the Planning Inspectorate’s website: http://infrastructure.planningportal.gov.uk/projects/wales/mynydd-y-gwynt-wind-farm. Those documents are also available for viewing free of charge from 3 September 2014 until 17 October 2014 at the places and times set out below:

The Non-Technical Summary of the Environmental Statement is available free of charge. For copies of plans at sizes larger than A3 please contact Mynydd y Gwynt Ltd (price £20 per plan).
RESPONDING TO THE APPLICATION
7. The Planning Inspectorate Registration and Relevant Representation form will be made available by PINS on the relevant page for this project, accessible via PINS website at http://infrastructure.planningportal.gov.uk/projects/wales/mynydd-y-gwynt-wind-farm. Alternatively you can request a hard copy of the form (English/Welsh) by telephoning 0303 444 5000 and by quoting the name of the proposal.
8. Any hard copy form to be submitted to PINS should be sent to the Planning Inspectorate (Major Applications and Plans), Temple Quay House, Temple Quay, Bristol, BS1 6PN. The Planning Inspectorate reference for the Project should be quoted in any correspondence, which is EN010020.
9. To make a representation to the Secretary of State in respect of the project (i.e. giving notice of any interest in, or objection to, the Application) you must submit it on a registration form.
