BINFIELD ROAD - PUBLIC REALM IMPROVEMENT SCHEME

BINFIELD ROAD, STUDLEY ROAD AND LANSDOWNE WAY

INTRODUCTION OF A PEDESTRIAN ZONE AND CHANGES TO PARKING PLACES,

LOADING PLACES AND WAITING RESTRICTIONS

[NOTE: This notice is about the introduction of a pedestrian zone in that part of Binfield Road which lies between Clapham Road/South Lambeth Road (Stockwell Cross) and Studley Road, the imposition of “at any time” waiting restrictions in the pedestrian zone and in another part of Binfield Road and in part of Lansdowne Way (in the case of the pedestrian zone this will be instead of the existing Red Route Controls), and changes to parking places and loading places in Binfield Road and Studley Road.]

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth, with the agreement of Transport for London, on 27 th May 2014 made the Lambeth (Prescribed Routes) (No. 6) Traffic Order 2014, the Lambeth (Stockwell) (Parking Places) (No. 5) Order 2014, the Lambeth (Free Parking Place) (Limited Time) (No. 3) Order 2014, the Lambeth (Doctor Parking Place) (No. 1) Order 2014, the Lambeth (Loading Place) (No. 3) Order 2014 and the Lambeth (Waiting and Loading Restriction) (Amendment No. 230) Order 2014, under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Orders will come into force on 2 nd June 2014.
  • 2 The general effect of the Orders will be to:

(1)create a pedestrian zone (referred to in this notice as “the Binfield Road pedestrian zone”) that will operate at any time in Binfield Road, between its junction with Clapham Road and South Lambeth Road (Stockwell Cross) and its junction with Studley Road;

(2)ban motor vehicles from entering the Binfield Road pedestrian zone at its junction with Clapham Road and South Lambeth Road (Stockwell Cross), except for buses and permit holders (the Council will issue permits only for vehicles that are entitled to access the rear of Nos. 2A-2D Binfield Road);

(3)ban all vehicles, except pedal cycles, from entering the Binfield Road pedestrian zone at its junction with Studley Road;

(4)impose a one-way traffic system in the Binfield Road pedestrian zone, in a direction towards Studley Road (this will apply to the buses and permit holders that will be exempt from the Binfield Road pedestrian zone but not to pedal cycles which will be allowed to travel contra-flow to the one-way system);

(5) provide that when a special event (such as a street market or other community event) is about to be held or is being held in the Binfield Road pedestrian zone, all vehicles will be banned from entering the pedestrian zone (this will include buses and permit holders’ vehicles and pedal cyclists will have to dismount);

(6) ban waiting by vehicles at any time in:-

  • a the Binfield Road pedestrian zone (this will be indicated by the placing of “Restricted Parking Zone” signs - there will be no yellow lines placed on the carriageway);
  • b Binfield Road, on the north-east side, across the dropped kerb between Heather Court and Nos. 2A-2D Binfield Road;
  • c Lansdowne Way, on the north side, from Teversham Lane for a distance of 50 metres in a westerly direction;

(The restrictions described in sub-paragraphs (b) and (c) will be indicated by the placing of double yellow lines on the carriageway instead of the existing lines.)

(7) remove the Red Route loading bay on the north-east side of Binfield Road outside Nos. 2A-2D Binfield Road;

(8) convert the shared-use residents’/business/pay and display parking place on the north-east side of Binfield Road, outside Heather Court, into a loading place which will operate at any time and be for the use only of goods vehicles that are being continually loaded or unloaded for periods of up to 1 hour, no return within 2 hours;

(9) convert the doctor parking place and single yellow line waiting restrictions in Studley Road, outside the Stockwell Centre, into a limited time parking place that will operate from 8.30 am to 5.30 pm on Mondays to Fridays, except on Christmas Day, Good Friday and Bank Holidays (during the operational times this parking place will be for the use of vehicles free of charge for periods of up to 45 minutes, no return within 2 hours, only).

(NOTE:- The ban on waiting by vehicles in the Binfield Road pedestrian zone as described in paragraph 2(6)(a) above will be instead of the Red Route controls that currently apply in Binfield Road.)

  • 3 The Binfield Road pedestrian zone is intended to create an improved public space in the heart of Stockwell that will be largely traffic free and has the potential to be closed at weekends to host street markets and other community events. The changes to parking places are necessary to meet changes in demand for parking space and the changes to waiting restrictions are to ensure access and the safe flow of traffic.

  • 6 If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
