CLAPHAM OLD TOWN REGENERATION PROJECT

CHANGES TO TRAFFIC MOVEMENTS, THE PROVISION OF CYCLE TRACKS AND CHANGES TO THE LAYOUT OF PARKING PLACES, LOADING PLACES AND WAITING AND LOADING RESTRICTIONS

[NOTE: This notice is about closing certain parts of The Polygon and reversing the one-way traffic system in that road, exempting pedal cycles from the one-way traffic systems in the eastern arm of Old Town and parts of The Pavement and providing cycle tracks in those roads, and changing the layout of parking places and loading places and imposing “at any time” waiting and loading restrictions in Old Town, The Pavement and The Polygon.]

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth on 15th April 2014 made the Lambeth (Prescribed Routes) (No. 3) Traffic Order 2014, the Lambeth (Clapham “C”) (Parking Places) (No. 4) Order 2014, the Lambeth (Free Parking Places) (Disabled Persons) (No. 4) Order 2014, the Lambeth (Free Parking Places) (Limited Time) (No. 2) Order 2014, the Lambeth (Car Club) (Parking Places) (No. 1) Order 2014, the Lambeth (Loading Places) (No. 2) Order 2014 and the Lambeth (Waiting and Loading Restriction) (Amendment No. 229) Order 2014, under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Orders will come into force on 19th April 2014.

[NOTE: In this notice “the eastern arm of Old Town” means that length of Old Town which lies on the east side of the bus stand and The Polygon and fronts Nos. 39 to 63 (odd numbers) Old Town.]

  • 2 The general effect of the Orders will be, as part of the Clapham Old Town Regeneration Project, to:

(1) close sections of The Polygon to all vehicles so that the only entrance to and exit from The Polygon is via the eastern arm of Old Town;

(2) reverse the direction of the one-way traffic system in The Polygon so that it will apply in a direction towards its southern junction with the eastern arm of Old Town;

(3) exempt pedal cycles from the existing one-way traffic systems in (a) the eastern arm of Old Town and the arm of The Pavement that fronts Nos. 27 to 32 The Pavement and Trinity Close; (b) the arm of The Pavement that links Clapham Common North Side with Long Road and Clapham Common North and lies north-west of Bromell’s Road, and allow them to proceed contra-flow (cycle tracks will be constructed (a) in the eastern arm of Old Town on the island which lies opposite Nos. 39 and 41 Old Town; and (b) on the south-western footway of The Pavement, between Bromell’s Road and the eastern arm of Old Town and also between The Polygon and Clapham Common North Side);

(4) ban waiting and loading by vehicles at any time in the following roads and lengths of roads, except in the parking places and loading places provided there:

  • a the eastern arm of Old Town;
  • b The Polygon; and
  • c The Pavement (other than in the lengths that are Red Routes, and the length on the south-west side from the Red Route to the party wall of Nos. 21 and 22 The Pavement which will continue to be subject to a ban on waiting between 8.30 am and 6.30 pm on Mondays to Fridays).

(The waiting and loading restrictions in the eastern arm of Old Town, The Polygon and the length of The Pavement that fronts Nos. 27 to 32 The Pavement and Trinity Close will be indicated by the placing of “Restricted Parking Zone” signs. The waiting and loading restrictions in the other lengths of The Pavement will be indicated by the placing of double yellow lines and kerb markings.)

(5) revise the layout of parking places as follows:

  • 3 The Orders are required to complement a traffic scheme that will reduce traffic speeds and improve road safety in the area, provide improved pedestrian and cycle facilities and meet changes in demand for parking and loading space while also enabling the safe and free flow of traffic.

  • 5 A copy of each of the Orders and other documents giving detailed particulars about them (including maps) are available for inspection between 9.30 am and 4.30 pm on Mondays to Fridays inclusive (except on bank/public holidays), until the last day of a period of six weeks beginning with the date on which the Orders are made, at: the offices of Lambeth Council’s Transportation Group, 2nd Floor, Blue Star House, 234-244 Stockwell Road, London SW9 9SP.   • 6 If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
