WINCHMORE HILL CONTROLLED PARKING ZONE - CHANGES

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Enfield (the Council) have made:

  • a the Enfield (Residents’ Parking Places) (Winchmore Hill)(No. 1) Order 2013
  • b the Enfield (Waiting and Loading Restriction)(Amendment No. 48) Order 2013.

under sections 6, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended.

  • 2 The general effect of the Orders will be to maintain the current existing zone and associated residents parking places, however the following changes will be implemented:
    • a extend the existing CPZ which operates “Monday to Friday 10.30am and 11.30am” to include The Alders N21, Arlow Road N21, Gatward Close N21, Green Moor Link N21(between Vicar’s Moor Lane and Hoodcote Gardens), Haslemere Road N21(between Orpington Road and Arlow Road), Hoodcote Gardens N21(between Green Moor Link and the common boundary of Nos. 32 and 34), Hurst Road N21 and would designate residents’ parking places in all those streets;
    • b introduce a “Monday to Friday 9am to 6.30pm” operation sub-zone area within the Wilson Street N21 area of the existing Winchmore Hill Controlled Parking Zone (CPZ) by changing the hours of operation of certain existing waiting restrictions and the parking places to operate “Monday to Friday 9am to 6.30pm” in Wilson Street N21;
    • c provide that the vehicles which may be left in the residents’ parking places shall be those displaying either a valid residents’ permit, community health staff permit, social services staff permit, special permit, carers’ permit or visitors parking card issued by the Council or its authorised agent under the provisions of the relevant Order;
    • d provide that the charge for the issue of a residents’ permit will be in accordance with the schedule of charges in Table 1 for the roads in Schedule 1 (a) (10.30-11.30am Monday - Friday) and Table 2 for the road in Schedule 1 (b) (9am – 6.30pm Monday - Friday) below, and that the residents’ permit will be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;

  • e provide that the charge for the issue of a residents’ visitors parking card which, upon validation, will be valid for:
    • i the duration of the controlled parking zone (10.30-11.30am Monday – Friday) for vehicles parked in roads as defined in Schedule 1 (a), would be 75 pence or
    • ii a single morning or afternoon period of the controlled parking zone (9am – 2pm or 12 noon - 6.30pm Monday - Friday)for roads defined in Schedule 1 (b) would be £1.50,

Parking cards are available in booklets comprising 10 parking cards each (a maximum of 50 parking cards may be issued to a householder in a 12 month period);

  • f provide that certain vehicles may wait free of charge in certain circumstances, e.g. to allow persons to board or alight (maximum two minutes), to load or unload (maximum 20 minutes) and vehicles left by specified disabled persons (no time limit);
  • g revoke the residents’ parking places on parts of Branscombe Gardens N21, Broadfields Avenue N21, Cresswell Way N21, Downes Court N21, Hillcrest N21, Laurel Drive N21, Lynwood Grove N21, Seaforth Gardens N21, The Spinney N21 and Woodland Way N21;
  • h also change the times of existing waiting restrictions or introduce new waiting restrictions:-

(i) at any time on certain lengths of Arlow Road N21, Church Hill N21, Haslemere Road N21, Hillcrest N21, Hoodcote Gardens N21, Hurst Road N21, Lynwood Grove N21, Orpington Road N21, Paulin Drive N21, Ringwood Way N21, Seaforth Gardens N21, The Alders N21, The Green N21, The Spinney N21, Vicars Moor Lane N21, Wade’s Grove N21, Wade’s Hill N21, Woodland Way N21, Wilson Street N21 and at the junctions of Branscombe Gardens N21/Broad Walk N21, Branscombe Gardens N21/Denleigh Gardens N21, Broadfields Avenue N21/The Spinney N21, Broadfields Avenue N21/Wades Hill N21, Broadfields Avenue N21/Cresswell Way N21, Broadfields Avenue N21/Paulin Drive N21, Broad Walk N21/Seaforth Gardens N21, Church Hill N21/The Spinney N21, Compton Road N21/Orpington Road N21, Cresswell Way N21/Wades Hill N21, Denleigh Gardens N21/Seaforth Gardens N21, Denleigh Gardens N21/Church Hill N21, Downes Court N21/Woodland Way N21, Downes Court N21/Broad Walk N21, Esther Close N21/Wades Hill N21, Hillcrest N21/Wades Hill N21, Laurel Drive N21/The Spinney N21, Vicars Moor Lane N21/Drayton Gardens N21 and Wades Hill N21/The Alders N21;

(ii) between 8 a.m. and 5.30 p.m. on Mondays to Fridays on certain lengths of Broadfields Avenue N21 and Paulin Drive N21.

3. The streets specified in Schedule 1 to this Notice would form the extent of the extended zone and sub-zone and be used for the issue of residents’ permits.

4. Copies of the Orders, which will come into operation on 29 July 2013 and any other relevant documents can be inspected at the Reception Desk, the Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made.

5. Copies of the Order may be purchased from Traffic and Transportation, The Civic Centre, Silver Street, Enfield, Middx, EN1 3XD.

6. Any person desiring to question the validity of the Order or of provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to the Order may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
