THE A47 TRUNK ROAD (POSTWICK INTERCHANGE SIDE ROADS) ORDER 2012

THE SECRETARY OF STATE FOR TRANSPORT is considering implementation of a project for the improvement of Postwick Interchange on the A47 trunk road at Norwich, Norfolk .

She gives notice that she proposes to make the following Orders:

  • 1 An Order under Legislation section: Sections 10 and Legislation section: 41 of the Legislation: Highways Act 1980 which will:

provide that roads which she proposes to construct along the following routes shall become trunk roads from the date when the Order comes into force:

two routes to connect the eastbound carriageway of the A47 trunk road with the A1042Yarmouth Road.

  • 2 An Order under Legislation section: Sections 12, Legislation section: 14 and Legislation section: 125 of the Legislation: Highways Act 1980, in relation to the A47Trunk Road at Postwick Interchange in the County of Norfolk, which will:

(1) authorise her to:

  • a improve highways,
  • b stop-up highways,
  • c construct new highways,
  • d stop-up private means of access to premises, and
  • e provide new private means of access to premises,

all in relation to the A47 trunk road; and

(2) provide for the transfer of each new highway to the Norfolk County Council as highway authority as from the date on which she notifies them that it has been completed and is open for traffic.

The draft Orders were published in 2009 but were put on hold in anticipation of the Government’s Comprehensive Spending Review in 2010. The Secretary of State is now in a position to progress the Orders. In light of the time which has elapsed since the publication of the Orders we are now re-advertising these Orders.

Copies of each draft Order and plan, which include minor technical modifications, may be inspected free of charge at all reasonable hours from 24 February 2012 until 13 April 2012, or within 7 weeks from the date of first publication of this Notice if that period expires later, at the Highways Agency, Woodlands, Manton Lane, Bedford, MK41 7LW ; the offices of Norfolk County Council at County Hall, Martineau Lane, Norwich NR1 2DH ; and at Broadland District Council, Thorpe Lodge, 1 Yarmouth Road, Thorpe St Andrew, Norwich NR7 0DU . Copies of the Orders may be bought from the Highways Agency at the address given below priced £10 per copy.

Any person may object to the making of any of these Orders not later than 13 April 2012, or within 7 weeks from the date of first publication of this notice if that period expires later, by notice to the Secretary of State for Transport at the offices of the Highways Agency, Woodlands, Manton Lane, Bedford, MK41 7LW, quoting reference HA 4/13/1944. Any objection to an Order must give the grounds on which it is made. In the preparation of an objection and the statement of grounds of objection, it should be borne in mind that the substance of it may be communicated to other people who may be affected.

Objections that were submitted in response to the publication of the Orders in 2009 are still valid and will be carried forward and do not need to be resubmitted.

There will be a two day exhibition where the draft Orders and plans will be available to view at Broadland District Council ( Thorpe Lodge, 1 Yarmouth Road, Thorpe St Andrew, Norwich NR7 0DU ) on Friday 16 March from 12.00 noon to 19.30 hours and Saturday 17 March 09:00 to 12:00.
