  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton made the named Orders below on 12 September 2011 under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
  • 2 The principal objectives of the Orders are to–
    • a provide additional permit holder parking space in areas where there is a proven need, make the hours common during which both Pay & Display Tickets and Permits can be used in certain parking places and provide additional short term parking bays; and
    • b introduce ‘at any time’ waiting and/or loading restrictions in certain areas to prevent obstructive parking, maintain vehicular access and improve sight-lines.
  • 3 The general effect of The Sutton (On-Street Parking Places) (Sutton Controlled Parking Zone) (No. 6) (Amendment No. 30) Order 2011 would be to–
    • a provide additional “permit holders” parking places to operate between 8am and 6.30pm on Mondays to Saturdays in–
      • i Brunswick Road, the east side, outside Hazelwood House;
      • ii Brunswick Road, the west side, between Burnell Road and Belsize Gardens; outside Regency Court and approximately 15 metres north of Benhill Avenue;
      • iii Cedar Road, the south-east side, opposite Nos. 51 to 59;
      • iv Cedar Road, the north-west side, approximately 18.5 metres west of Eaton Road;
      • v Clyde Road, the north-west side, adjacent to No. 35 Collingwood Road;
      • vi Eaton Road, the south-east side, outside No. 41 and No. 43; outside Jubilee Court; and outside Beddington Manor;
      • vii Langley Park Road, the south-west side, outside Nos. 22 and 24; and between Eaton Road and Cedar Road;

    • i convert existing motor cycle bays to ”shared-use” parking places (2 hours maximum pay & display), to operate between 8am and 6.30pm on Mondays to Saturdays in-
      • i Brunswick Road, the east side, approximately 17.5 metres north of Benhill Avenue;
      • ii Burnell Road, the south side, outside No. 22;
      • iii Manor Lane, the north-west side, adjacent to No. 2 Litchfield Road;
      • iv Thorncroft Road, the north-east side, adjacent to No. 28 Greenford Road;

    • j extend by 1.8 metres the length of the existing permit holders parking place on the north-west side of Burgess Road, adjacent to No. 1 Brandon Road;
    • k reduce by 1.5 metres the length of the existing permit holders parking place on the west side of Lenham Road, between Benhill Avenue and No. 77.
  • 4 The general effect of The Sutton (Free Parking Places) (Limited Time) (No. 2) (Amendment No. 14) Order 2011 would be to introduce a new free parking place (maximum stay of 20 minutes, no return for 2 hours) for two vehicles in Benhill Avenue, outside Nos. 42/44, to operate between 8am and 6.30pm on Mondays to Saturdays, for the parking of vehicles up to a maximum stay of 20 minutes at a time, no return within 2 hours.
  • 5 The general effect of The Sutton (Waiting and Loading Restriction) (No. 13) (Amendment No. 1) Order 2011 would be to-
    • a introduce “at any time” loading restrictions on the south side of Benhill Avenue at its junction with Throwley Way (existing “at any time” waiting restrictions exist over this area;
    • b change the existing “single yellow lines” waiting restrictions to “at any time” waiting restrictions on–
      • i the eastern arm of Greenford Road (this would make the whole of Greenford Road between St. Nicholas Way and High Street subject to “at any time” waiting restrictions); and
      • ii the east side of Lenham Road and the north-east side of Manor Lane at their junctions.
      ii the east side of Lenham Road and the north-east side of Manor Lane at their junctions.
  • 6 The general effect of the Sutton (Disabled Persons Parking Places) (No. 1) (Amendment No. 9) Order 2011 would be to regularise the description in the traffic order of the definition of the disabled persons parking place in Cedar Road (opposite No. 75), with no effective change to the current parking provision on the ground.
  • 7 The orders would make minor amendments where necessary to the definitions contained in other orders so as to reflect the situation as it exists on the ground.
  • 8 A copy of the Orders, which will come into operation on 3 October 2011, containing the Council’s Statement of Reasons for making the Orders (and of the Orders that would be revoked or amended by these Orders), plans showing the locations and effect of the Orders may be examined at the Council’s Civic Offices at St. Nicholas Way, Sutton and at the Environment and Leisure Offices at 24 Denmark Road, Carshalton between 9am - 5pm Monday to Friday.
  • 9 If any person wishes to question the validity of the Orders or of any of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.
