THE BROMLEY (FREE PARKING PLACE) (DISABLED PERSONS) ORDER 2003 (AMENDMENT NO.33) ORDER 2011.

(VARIOUS ROADS IN ORPINGTON)

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Bromley on 2nd March 2011 made the above-mentioned Orders under Sections 6, 45, 46, 47, 49, and 124 of and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended by Section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, and of all other powers thereunto enabling, which will come into operation on 28th March 2011.

The effect of the Orders would be to:

  • a remove existing Pay & Display and/or telephone/permit holder bays on the north side of Hillcrest Road outside Nos. 25 to 41, outside No. 122 Mayfield Avenue, on the north side of Park Avenue, on the south side of The Avenue outside No. 11, on the north side of The Avenue outside No. 20, on the south side of The Drive outside No. 13 and replace with 11am to 12noon Monday to Friday waiting restrictions;
  • b remove the existing telephone/permit holder bays in Homefield Rise, Lancing Road, on the south side of Park Avenue, outside Nos. 22 & 24 Knoll Rise, south east side of Vinson Close adjacent to No. 12 Knoll Rise and replace with 8am to 6.30pm Monday to Saturday waiting restrictions;
  • c remove the existing telephone/permit holder bays on the south side of Hillcrest Road outside Nos. 2 to 20 and to amend the hours of operation of the waiting restrictions as specified in the Schedule to this notice;
  • d reduce the length of the parking place on the south west side of The Approach (near its junction with Elm Grove) by 5 metres, and the parking place on the north east side of The Approach (near its junction with Station Road) by 5 metres, and replace with ‘At Any Time’ waiting restrictions;
  • e amend the existing Pay & Display and/or telephone parking places in Bark Hart Road, Berwick Way, Crofton Road, Gravel Pit Way, Hill View Road, Hillcrest Road (the two remaining parking places near its junction with Sevenoaks Road), Knoll Rise, Mayfield Avenue (between Lynwood Grove and Hillview Crescent), Newstead Avenue, Oakhill Road, Orchard Grove, the northern and southern slip roads of Spur Road, The Approach, The Avenue, The Drive, Tower Road, Vinson Close and York Rise to Monday to Saturday 8.30am to 6.30pm – Pay & Display, pay by phone and K permit holders with no maximum stay;
  • f amend the existing Pay & Display and/or telephone parking places on the north side of Berwick Way (near its junction with Vinson Close), Felstead Road, Irene Road, Lucerne Road, Maltby Close, Mayfield Avenue (outside Nos. 62 to 70), Mortimer Road and Stanley Road to free parking places;
  • g amend the existing telephone parking place in Moorfield Road to a disabled parking bay as specified in the Schedule to this notice;
  • h remove the existing telephone parking place in Keswick Road;
  • i extend the parking place in Bruce Grove by 5 metres at the southern end;
  • j extend the parking place on the south east side of the south west to north east arm of Aynscombe Angle by 10 metres at the southern end, and to amend the parking spaces to Permit Holders only as specified in the Schedule to this notice;
  • k withdraw parking permits K1, K2, K3, K4, M and Q, from existing parking places, and replace with a new parking permit ‘K’ at a cost of £75 per annum per vehicle available to qualifying residents living in the Orpington area;
  • l introduce/amend/extend/remove Waiting Restrictions as specified in the Schedule to this notice;
  • m introduce free parking places as specified in the Schedule to this notice;
  • n introduce disabled parking bays as specified in the Schedule to this notice;
  • o remove one disabled parking bay from outside No. 12 Knoll Rise and replace with 8am to 6.30pm Monday to Saturday waiting restrictions.

A copy of the Orders may be inspected during normal office hours on Mondays to Fridays at the Bromley Civic Centre, Stockwell Close, Bromley, Kent until the expiration of a period of 6 weeks from the date of making the Orders.

ANY person wishing to question the validity of the Orders or of any of their provisions on the grounds that it is not within the powers of the relevant enabling Act or that any requirement of any such enabling Act or of any relevant regulations made thereunder has not been complied with, may within 6 weeks from the date on which the Orders were made, make application for the purpose to the High Court.

WAITING RESTRICTIONS

No Waiting At Any Time:

CHARTERHOUSE ROAD, the south west side, from a point opposite the common boundary of Nos. 37 & 39 south eastwards to a point 1m north west of a point opposite the common boundary of Nos. 43 & 45

CHELTENHAM ROAD, both sides, from the south western kerbline of Charterhouse Road south westwards to a point 2m north east of the north eastern boundary of No. 2a.

FELSTEAD ROAD, both sides, from the north eastern kerbline of Park Avenue north eastwards for a distance of 15m.

GODDINGTON LANE, both sides, from the common boundary of Nos. 14 & 16 southwards to the common boundary of Nos. 22 & 24.

HILLTOP GARDENS, the north west side, from the north eastern kerbline of The Ridge north eastwards to a point 2m north east of a point opposite the common boundary of Nos. 9 & 10.

NEWSTEAD AVENUE, the west side, from a point 11m south of the common boundary of Nos. 2 & 2a south westwards to the common boundary of Nos. 2a & 4.

PARK AVENUE, (a) the north side, from a point 18m north west of the north western kerbline of Felstead Road south eastwards to a point 18m south east of the south eastern kerbline of Felstead Road; (b) both sides, from the western kerbline of Court Road westwards to the western boundary of No. 169.

POUND CLOSE, both sides, from the eastern kerbline of Pound Court Drive eastwards for a distance of 12m.

POUND COURT DRIVE, (a) the north to south arm, fronting Nos. 8 to 24, the east side, from a point 5m north of the north eastern kerbline of The Ridge southwards to a point 6m south of the south western kerbline of The Ridge; (b) the north to south arm, fronting Nos. 7 to 23, (i) the west side, from the north eastern kerbline of The Ridge north eastwards for a distance of 10m; (ii) the east side, from the southern kerbline of The Ridge southwards for a distance of 6m; (iii) the east side, from a point 5m north of the northern kerbline of Pound Close southwards to a point 5m south of the southern kerbline of Pound Close; (iv) the east side, from the north eastern kerbline of The Ridge north eastwards for a distance of 8m.

THE DRIVE, both sides, from a point 1m west of the common boundary of Nos. 25 & 27 to the common boundary of Nos. 29 & 31.

CATHCART DRIVE, both sides, from the party wall of Nos. 32 & 34 to the party wall of Nos. 42 & 44, including, and surrounding the island site fronting Nos. 32 to 42.

CHARTERHOUSE ROAD, the south west side, from a point 4m south east of the common boundary of Nos. 4 & 6 south eastwards to a point opposite the common boundary of Nos. 37 & 39.

CHISLEHURST ROAD, the south west side, from the western kerbline of Broxbourne Road north westwards for a distance of 22m.

FELSTEAD ROAD, (a) the north and east side, from a point 5m east of a point opposite the common boundary of Nos. 20 & 22 to a point 15m north east of the north eastern kerbline of Park Avenue; (b) the south and west side, from a point 5m east of the common boundary of Nos. 20 & 22 to the northern kerbline of Hillcrest Road.

GODDINGTON LANE, (a) both sides, from the western boundary of No. 1 eastwards to the common boundary of Nos. 14 & 16; (b) the south west side, (i) from the common boundary of Nos. 22 & 24 south eastwards to a point 13.5m north west of the north western kerbline of Warwick Close; (ii) from a point 14.5m south east of the south eastern kerbline of Warwick Close south eastwards to the north western kerbline of Durley Gardens; (c) the north east side, from a point opposite the common boundary of Nos. 22 & 24 south eastwards to a point 30m south east of the south eastern boundary of No. 47.

THE RIDGE, (a) the odd numbered side, (i) from its junction with Pound Court Drive eastwards to the western boundary of No. 27; (ii) from the south eastern kerbline of Hilltop Gardens south westwards to a point 4m south west of the common boundary of Nos. 53 & 55; (iii) from a point 2m north east of the common boundary of Nos. 55 & 57 south westwards and north westwards to a point 6m south east of the south eastern kerbline of Pound Court Drive; (b) the even numbered side, (i) from a point 2m west of the western boundary of No. 2 eastwards to a point 6m south east of the south eastern boundary of No. 16; (ii) from the party wall of Nos. 18 & 20 south westwards to a point 4m south west of the common boundary of Nos. 34 & 36; (iii) from a point 4m north east of the common boundary of Nos. 36 & 38 south westwards to a point opposite the common boundary of Nos. 77 & 79; (iv) from the common boundary of Nos. 50 & 52 north westwards to a point 4m north west of the north western boundary of No. 58.

THE MALTINGS, the western side of the turning head.

WARWICK CLOSE, the south east side, from a point 10m south west of the south western kerbline of Goddington Lane south westwards for a distance of 20m.

Permit Holders Only between 8am and 8pm on Mondays to Saturdays inclusive:

AYNSCOMBE ANGLE, the arm which runs between Church Hill and the north west to south east arm, the east side, from a point opposite the common boundary of Nos. 29 & 30 south westwards to a point 6m north east of the north eastern kerbline of Church Hill.

ALLINGTON ROAD, the east side, from a point opposite the party wall of Nos. 5 & 7 northwards to a point opposite the common boundary of Nos. 27 & 29 (approx 20 parking spaces).
