  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985.
  • 2 The general effect of the ‘Waiting and Loading Restrictions’ Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:—
    • a waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in certain lengths of Barnhill Road, Ken Way and Willesden Lane specified in the Schedule to this Notice;
    • b waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11.00 a.m. and 6.30 p.m. throughout the week in certain lengths of Barnhill Road, Ken Way and Willesden Lane specified in the Schedule to this Notice;
    • c the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays in certain lengths of streets specified in the Schedule) unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
    • d the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, would be prohibited;
    • e any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in certain lengths of streets specified in the Schedule to this Notice, would be revoked.
  • 3 The prohibitions referred to in paragraph 2(a) and 2(b) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” would apply.
  • 4 The general effect of the ‘Prescribed Routes’ Orders would be to:—
    • a allow pedal cycle access through the existing road closure in Barnhill Road, at its junction with Ken Way;
    • b increase the width of the existing pedal cycle access in the existing road closure in Minet Avenue, at its junction with Harley Road;
    • c allow pedal cycle access through the existing road closure in Priory Park Road, at its junction with St. Julian’s Road;
    • d allow pedal cycle access through the existing road closure in Tennyson Road, at its junction with Priory Park Road.
  • 5 The prohibition referred to in paragraph 4 above would not apply to anything done with the permission or at the direction of a police constable in uniform.
  • 6 A copy of each of the proposed Orders, of maps of the relevant areas, of the above-mentioned Orders of 1977, 1979 and 2003 (and of the Orders which have amended those Orders) and of the Council’s statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 21 days from the date on which this Notice is published at:—
    • a The One Stop Local Office, Brent Town Hall, Forty Lane, Wembley, Middx, HA9 9HX; and
    • b The One Stop Local Office, Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ.
  • 7 Further information may be obtained by telephoning the Transportation Service Unit, telephone number 020 8937 5452.
  • 8 Persons desiring to make representations or to object to any of the proposed Orders should send a statement in writing of their representations or objections, and the grounds thereof, to The Director of Transportation, Transportation Service Unit, 2nd Floor (east) Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ, quoting the reference TO/01/130/EAM, before the afore-mentioned date.

  • a the south-east side
    • i from a point 4.50 metres north-east of the north-eastern kerb-line of Ken Way north-eastward for 2.50 metres;
    • ii from the north-eastern kerb-line of Ken Way south-westward for 2.50 metres;
    ii from the north-eastern kerb-line of Ken Way south-westward for 2.50 metres;
  • b the cul-de-sac adjacent No. 188 Barnhill Road, the south-west side, from the south-eastern kerb-line of Barnhill Road north-westward for 5.40 metres.

KEN WAY

the north-east side, from the south-eastern kerb-line of Barnhill Road north-westward for 11.50 metres.

WILLESDEN LANE

  • a the north-east side, from a point 15.00 metres north-west of Coverdale Road north-westward for 16.80 metres;
  • b the south-west side, from a point 15.00 metres north-west of Coverdale Road north-westward for 19.80 metres.
