THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (AMENDMENT NO 15) ORDER 2006
SOUTH KEW CONTROLLED PARKING ZONE EXTENSION (REFERENCE 56/06)
1. The Council of the London Borough of Richmond upon Thames on 29 August 2006 made
the above Orders under sections 6, 45, 46, 49, 51 and 124 of, and Part IV of Schedule
9 to, the Road Traffic Regulation Act 1984 (as amended) and the Road Traffic Act 1991.
2. The general effect of the Parking Places Order will be to:
(a) extend the area of the South Kew controlled parking zone, the hours of control
being between 10.00 am and 12.00 noon on Mondays to Fridays inclusive, into Chilton
Road (between its junctions with North Road and Dancer Road), Dancer Road and Marksbury
Avenue (between its junctions with Atwood Avenue and Thompson Avenue/Chilton Road),
Kew; and
(b) alter an existing parking place in the current South Kew controlled parking zone
as specified in Schedule 1 to this notice.
3. Residents of the streets at 2(a) above, and the occupiers of those properties
which have a flank wall adjoining these streets, will be eligible to apply for residents’
parking permits, for which the following charges will apply for the periods stated:
£85 (valid for two years); £45 (one year), £28 (six months) and £16 (three months),
all of which are discounted by 50% if the vehicle in respect of which the permit is
valid is an environmentally friendly vehicle for the purposes of the Order.
4. Residents as defined in 3 above will also be eligible to apply for books of visitors
parking permits (each permit being valid for a half-day period), for which the following
charges will apply: £9 per book of ten permits, discounted to £4.50 if the applicant
is aged 60 or over.
5. Businesses operating from addresses within the extended zone will be eligible
to apply for the issue of one or more business parking permits, for which the following
charges will apply: For the first permit—£140 (valid for one year), £70 (six months)
and £35 (three months). For the second and subsequent permits—£210 (valid for one
year), £105 (6 months) and £52.50 (three months).
6. Within the extended zone, parking places will be introduced in all streets named
in paragraph 2(a) for holders of valid residents’, residents’ visitors or business
parking permits.
7. The general effect of the Waiting and Loading Restriction Order will be to introduce
waiting restrictions:
(a) “no waiting at any time” at the road junctions specified in Schedule 2 to this
notice; and
(b) “no waiting between 10.00 am and 12.00 noon on Mondays to Fridays” in all other
parts of the extended controlled parking zone except at designated parking bays.
8. Copies of the Orders, which will come into operation on 18 September 2006, plans
showing the location and effect of the Orders and the Council’s statement of reasons
for making the Orders can be inspected for a period of 6 weeks from the date of this
notice, quoting Ref 56/06, at:
(a) Kew Library, 109 North Road, Kew, TW9 4HJ;
(b) Richmond Reference Library, Old Town Hall, Whittaker Avenue, Richmond TW9 1TP
during opening hours; and
(c) the Civic Centre (Second Floor), 44 York Street, Twickenham between 9.15 am and
5.00 pm on Mondays to Fridays, except for Bank and other public holidays.
9. Copies of the Orders may be purchased from the Environment Directorate, Civic
Centre, 44 York Street, Twickenham TW1 3BZ.
10. Persons wishing to question the validity of the Orders or any of their provisions
on the grounds that they are not within the powers conferred by the 1984 Act, or that
any requirement of the Act or any instrument made under the Act has not been complied
with that person may, within 6 weeks from the date on which the Orders were made,
apply for the purpose to the High Court.

Schedule 1
Changes made to a parking place within the South Kew controlled parking zone
Dudley Road, the south side, revoke the free parking place (maximum stay of 1 hour)
closest to its junction with Sandycombe Road and in its place introduce a parking
palace for the use of vehicles which display a valid residents’, residents visitors
or business parking permit.

Waiting restrictions—“no waiting at any time”—introduced at the following road junctions:
Chilton Road/North Road; Chilton Road/Dancer Road; Chilton Road/Darrell Road; Chilton
Road/Niton Road; Chilton Road/Thompson Avenue/Marksbury Avenue; Thompson Avenue/The
Haven; Thompson Avenue/Chaucer Avenue; Thompson Avenue/Garrick Road; Chaucer Avenue/Garrick
Road; Marksbury Avenue/Chaucer Avenue; and Marksbury Avenue/Atwood Avenue.
