PROPOSED “AT ANY TIME” WAITING AND LOADING RESTRICTIONS IN PLACEHOUSE LANE, COULSDON

1. Notice is hereby given that the Council of the London Borough of Croydon propose to make the Croydon (Waiting and Loading Restriction) (Amendment No J29) Traffic Order 2004 under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985.
2. The general effect of the Order would be to further amend the Croydon (Waiting and Loading Restriction) Order 2001 so that:

(a) waiting by vehicles, otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle, would be prohibited “at any time” throughout the week in those lengths of Placehouse Lane specified in Schedule 1 to this notice;
(b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle would be prohibited “at any time” throughout the week in those lengths of Placehouse Lane specified in Schedule 2 to this notice.

3. The prohibition referred to in paragraph 2 above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, eg the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Badge” will apply.
4. A copy of the proposed Order, of the Croydon (Waiting and Loading Restriction) Order 2001 (and of the Orders which have amended that Order), of the Council’s statement of reasons for proposing to make the Order, and of a map which indicates the lengths of roads to which the proposed restrictions relate can be inspected until the last day of a period of 6 weeks beginning with the date on which the Order is made or, as the case may be, the Council decides not to make the Order, during normal office hours on Mondays to Fridays inclusive at the Enquiry Counter, “One Stop” Facility, Taberner House, Park Lane, Croydon, Surrey.

6. Persons desiring to object to the proposed Order should send a statement in writing of their objection and the grounds thereof to the Order Making Section, Parking and Departmental Support Services, Environmental, Cultural and Sports Services Department, 1st Floor, Davis House, Robert Street, Croydon CR0 1QQ quoting the Ref ECSS/PTS/JGH/7/D29 by 29 September 2004.
7. The Councillors for this Ward are Brian Udell, Ian Atkins and Christopher Wright.
8. The proposed Order is intended to introduce “At any time” waiting and loading restrictions in Placehouse Lane, Coulsdon. This is part of the London Bus Priority Network and will assist all bus users, especially those with mobility problems and the waiting restrictions would ensure the approach to a bus stop and a junction is kept clear.

Placehouse Lane, between a point 1.50 metres south-west of the north-eastern boundary of No 2 Placehouse Lane and a point 7 metres south-west of the common boundary of Nos 8 and 10 Placehouse Lane.
Schedule 2
Placehouse Lane, between the south-western kerb-line of Coulsdon Road and a point 7 metres south-west of the common boundary of Nos 8 and 10 Placehouse Lane.
