1. Notice is hereby given that the London Borough of Ealing Council, in connection with the introduction of a controlled parking zone in the Southall area, to the north-west of Southall Central Railway Station, propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. 2. The general effect of the Ealing (Southall Area 1) (Residents Parking Places) Order 200 would be: (a) to introduce parking places for the use by residents, their visitors and business users in lengths of Abbotts Road, Alexandra Avenue, Alfred Gardens, Avenue Road, Beachcroft Avenue, Beaconsfield Road, Beatrice Road, Boyd Avenue, Carlyle Avenue, Carlyle Gardens, Dane Road, East Avenue, Fairlawn Gardens, Grange Road, Greenford Avenue, Hambrough Road, Hamilton Road, Hanson Gardens, Herbert Road, Lady Margaret Road, Lewis Road, Meadow Road, Norman Avenue, North Avenue, Northcote Avenue, Orchard Avenue, Oswald Road, Park Avenue, Randolph Road, Raynor Close, Saxon Gardens, Saxon Road, Shackleton Road, Shrubbery Road, South Avenue, South Avenue Gardens, Spikes Bridge Road, St Joseph’s Drive, Viking Road, Villiers Road and West Avenue. (b) to provide that the parking places will operate between 10.00 am and 6.30 pm on Mondays to Saturdays inclusive and 2.00 pm and 6.30 pm on Sundays. (c) to provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in a parking place without limitation on time during the controlled hours and that with the exception of motorcycles and disabled persons vehicles, a valid permit or voucher must be displayed whilst parked therein. 3. The general effect of the Ealing (Parking Places) (Pay and Display) (Southall Area 1) Order 200 would be: (a) to introduce 2 hour maximum stay “shared use/pay and display” parking places operating between the hours of 10.00 am and 6.30 pm on Mondays to Saturdays inclusive and 2.00 pm and 6.30 pm on Sundays in lengths of The Crescent; (b) to intorduce 2 hour “pay and display” only parking places operating between the hours of 10.00 am and 6.30 pm on Mondays to Saturdays inclusive and 2.00 pm and 6.30 pm on Sundays in lengths of Abbotts Road, Dane Road, Northcote Avenue, Oswald Road and Saxon Road; (c) to introduce 1 hour “pay and display” only parking places operating between the hours of 10.00 am and 6.30 pm on Mondays to Saturdays inclusive and 2.00 pm and 6.30 pm on Sundays in lengths of Alexandra Avenue, Beachcroft Avenue and Greenford Avenue; (d) to provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in the parking places and that with the exception of motorcycles and disabled persons vehicles, a valid residents permit or a parking ticket purchased from a parking ticket machine must be displayed whilst parked in the 2 hour parking places or a parking ticket purchased from a parking ticket machine must be displayed whilst parked in the 5 hour parking places; (e) to provide that no vehicle may return to the same parking place for a period of at least one hour in respect of vehicles where parking tickets purchased from parking ticket machines have been displayed, but that parking will have no limit on time for residents displaying a valid residents permit; 4. The general effect of the Ealing (Free Parking Places) (No  ) (Amendment No  ) Order 200 would be to introduce limited time free parking places where parking by vehicles during the controlled hours would be limited to 1 hour with no return by the same vehicle to the same parking place for a period of one hour in lengths of Abbotts Road, Alexandra Avenue, Beachcroft Avenue, Dane Road, Hambrough Road, Northcote Avenue, Oswald Road, Saxon Road and the service road located on the south side of High Street, Southall, fronting Nos 50 to 80. 5. The general effect of the Ealing (Free Parking Places) (Disabled Persons) (Amendment No  ) Order 200 would be to introduce free parking places for vehicles displaying the disabled driver’s blue badge parking permit without limit on time in lengths of Abbotts Road, Avenue Road, Beachcroft Avenue, Dane Road, Hambrough Road, Herbert Road, Lady Margaret Road, Meadow Road, Northcote Avenue, Orchard Avenue, Oswald Road, Randolph Road, Saxon Road, Shackleton Road, Shrubbery Road and Viking Road. 6. The general effect of the Ealing (Doctor Parking Places) (Special Parking Area) (No  ) (Amendment No  ) Order 200 would be to introduce 24 hour parking places for vehicles displaying a doctor’s permit issued for a charge to be determined by the Council in lengths of Abbotts Road and Northcote Avenue. 7. The general effect of the Ealing (Free Loading Places) (Amendment No  ) Order 200 would be to introduce free loading places operating between the hours of 10.00 am and 6.30 pm on Mondays to Saturdays inclusive and 2.00 pm and 6.30 pm on Sundays for the purposes of loading and unloading vehicles in lengths of Abbotts Road, Alexandra Avenue, Beachcroft Avenue, Dane Road, Hambrough Road, Northcote Avenue, Oswald Road, Saxon Road and the service road located on the south side of High Street, Southall, fronting Nos 50 to 80 without limit on time. 8. The general effect of the Ealing (Waiting and Loading Restriction) (Special Parking Area) (Amendment No  ) Order 200 would be to amend existing waiting restrictions or introduce new waiting restrictions that apply at any time or between the controlled hours of 10.00 am and 6.30 pm on Mondays to Saturdays inclusive and 2.00 pm and 6.30 pm on Sundays in lengths of Abbotts Road, Alexandra Avenue, Alfred Gardens, Avenue Road, Beaconsfield Avenue, Beachcroft Avenue, Beatrice Road, Boyd Avenue, Cambridge Road, Carlyle Avenue, Carlyle Gardens, Dane Road, East Avenue, Fairlawn Gardens, Grange Road, Greenford Avenue, Grove Terrace, Hambrough Road, Hamilton Road, Hanson Gardens, Herbert Road, Lady Margaret Road, Lewis Road, Meadow Road, Norman Avenue, North Avenue, North Road, Northcote Avenue, Orchard Avenue, Oswald Road, Park Avenue, Park Road, Punjab Lane, Randolph Road, Raynor Close, Saxon Gardens Saxon Road, School Passage, Shackleton Road, Shrubbery Road, South Avenue, South Avenue Gardens, Spikes Bridge Road, St George’s Avenue, St Joseph’s Drive, Stamford Close, The Crescent, Viking Road, Villiers Road and West Avenue. 9. Business Parking Permits would be available at a cost of £250 per annum and Residents Parking Permits at a cost of £45 per annum. 10.  Business Visitors Vouchers could be purchased at a cost of £1 per hour and Residents Visitors Vouchers could be purchased at a cost of 40p for a period up to 3 hours and £1.00 all day. 11. The charges for parking in one of the 1 hour “pay and display” parking places referred to in paragraph 3 would be from 60p for 30 minutes (minimum) to £1.20 for 1 hour (maximum). The charges for parking in one of the 2 hour “pay and display” parking places or 2 hour “shared use/pay and display” parking places referred to in paragraph 3 would be from 60p for 30 minutes (minimum) to £2.40 for 2 hours (maximum). 12. Borough wide vouches would be available to park in the zone for £1 per hour. 13. Copies of the Orders, and of other documents giving more detailed particulars of the Orders, can be inspected between 9.00 am and 5.00 pm on Monday to Fridays inclusive, until the end of a period of 6 weeks from the date on which the Orders are made or the Council decide not to make the Orders at Parkman Ltd, 22-24 Uxbridge Road, Ealing, London W5 2BP. 14. Further information may be obtained by telephoning Parkman on 020-8326 3012. 15. Any objections or other representation about any of the proposed Orders should be sent in writing to Parkman Ltd, 22-24 Uxbridge Road, Ealing, London W5 2BP until the expiration of a period of 21 days from the date on which this notice is published.
