THE KINGSTON UPON THAMES (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (AMENDMENT NO 14/2003) TRAFFIC ORDER 2003
SURBITON NEIGHBOURHOOD

1. Notice is hereby given that the Council of the Royal Borough of Kingston upon Thames on 27 May 2003, made the above Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. 2. The general effect of the Order will be to introduce permanent “at any time” double yellow line waiting restrictions in certain lengths of the roads specified in the Schedule to this notice. Please note that the restrictions were introduced initially on a temporary basis in December 2001 to prevent obstructive parking at these locations, where access for emergency fire vehicles could be dangerous, difficult or impossible. 3. The Order, which will come into force on 2nd June 2003, and other documents giving more detailed particulars of the Order, including plans showing the locations of the restrictions, are available for inspection until 8 July 2003 at: the 2nd Floor Reception Area, Guildhall 2, Kingston upon Thames KT1 1EU, between 9.30 am and 4.30 pm on Mondays to Fridays inclusive; Surbiton Library, Ewell Road, Surbiton during normal opening hours; Hook and Chessington Library, Hook Road, during normal opening hours; Tolworth Community Library, 37-39 The Broadway, Tolworth during normal opening hours. 4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may make application for the purpose to the High Court by 8 July 2003.
