THE HAVERING (ROMFORD PARKING PLACES) (SECTOR 3) (SPECIAL PARKING AREA) (AMENDMENT NO 1) ORDER 2003
THE HAVERING (VOUCHER PARKING PLACES) (AMENDMENT NO 2) ORDER 2003

1. Notice is hereby given that the Council of the London Borough of Havering, hereinafter called the Council, on 15 May 2003, the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The effect of the Waiting and Loading Order will be to further amend the Havering (Waiting and Loading Restriction) (Special Parking Area) (No 1) Order 1994, so that:

(a) waiting restrictions operative at any time will be imposed on the lengths of streets specified in Schedule 1 to this notice;
(b) waiting restrictions operative between 8.30 am and 10.00 am on Mondays to Fridays inclusive, will be imposed on the length of streets specified in Schedule 2 to this notice.

Details of exemptions for certain vehicles and persons are contained in the original Order of 1994.

3. The effect of the Sector 3 Parking Places Order will be to:

(a) change the existing residents only parking places on the lengths of streets specified in Schedule 3 to this notice to shared residents and business parking places;
(b) designate residents only parking places operative between 8.30 am and 6.30 pm on Mondays to Saturdays inclusive on the lengths of streets specified in Schedule 4 to this notice;
(c) designate shared residents and business parking places operative between 8.30 am and 6.30 pm on Mondays to Saturdays inclusive on the lengths of streets specified in Schedule 5 to this notice;
(d) allow the residents of flat Nos 281 to 305 South Street to purchase permits for the Sector 3 controlled parking zone.

4. The effect of the Voucher Parking Places Order will be to:

(a) remove the existing voucher parking place on the north-west side of Malvern Road;
(b) remove the existing voucher parking place on the north-east side of Globe Road.

5. Copies of the Order, which will come into operation on 19 May 2003, of Council’s statement of reasons for making the Orders and a plan showing the location and effects of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of 6 weeks from the date on which the Order was made at the Building & Technical Services Reception, Whitworth Centre, Noak Hill Road, Harold Hill, Romford, Essex RM3 7YA.
6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within 6 weeks of the making of the Orders, make application for the purpose to the High Court.

Schedule 1
Abbs Cross Lane, the north-west side, between a point opposite the common boundary of Nos 160 and 162 Abbs Cross Lane and a point opposite the common boundary of Nos 172 and 174 Abbs Cross Lane.

Benhurst Avenue, the north-west side, between a point 10.00 metres south-west of the south-western kerbline of Hazel Close and a point 10.00 metres north-east of the north-eastern kerbline of Hazel Close.

Brendans Close:

(a) the south and south-east sides, between its junction with Bowden Drive and a point 10.00 metres north-east of its south-western extremity;
(b) the west side, from a point 5.00 metres north-east of its south-western extremity extending northward for a distance of 21.00 metres.

Brian Close, both sides, between the south-eastern kerbline of Elm Park Avenue and a point 10.00 metres south-east of that kerbline.

Clydesdale Road:

(a) both sides, between the eastern kerbline of South Street and a point 10.00 metres north-east of that kerbline;
(b) the north-west side:

(i) between a point 24.00 metres north-east of the eastern kerbline of South Street and a point 32.00 metres north-east of that kerbline;
(ii) between a point 4.00 metres north-east of a point opposite the common boundary of Nos 4 and 6 Clydesdale Road and a point opposite the common boundary of Nos 12 and 14 Cydesdale Road.

Elm Park Avenue, the south-east side, between a point 10.00 metres south-west of the south-western kerbline of Brian Close and a point 10.00 metres north-east of the north-eastern kerbline of Brian Close.

Grosvenor Drive:

(a) both sides, between the northern kerbline of Hornchurch Road and a point 10.00 metres north of that kerbline;
(b) both sides, between the southern kerbline of Osborne Road and a point 20.00 metres south of that kerbline;
(c) the east side, between a point 10.00 metres north of the northern kerbline of Windsor Road and a point 10.00 metres south of the southern kerbline of Windsor Road.

Hacton Drive, both sides, between the eastern kerbline of Suttons Lane and the western boundary of No 1 Hacton Drive.

Hazel Close, both sides, between the north-western kerbline of Benhurst Avenue and a point 10.00 metres north-west of that kerbline.

Hornchurch Road, the north-east side, between a point 10.00 metres west of the western kerbline of Grosvenor Drive and a point 10.00 metres east of the eastern kerbline of Grosvenor Drive.

Lyndhurst Drive, the north-west side, between a point 10.00 metres north-east of the northern kerbline of Windsor Road and a point 10.00 metres south-west of the south-western kerbline of Windsor Road.

Norfolk Road, Upminster, both sides, between the southern kerbline of Upminster Road and a point 15.00 metres south of that kerbline.

Osborne Road, the south side, between a point 10.00 metres east of the eastern kerbline of Grosvenor Drive and a point 10.00 metres west of the western kerbline of Grosvenor Drive.

Parkhill Road, both sides, between the north-western kerbline of Abbs Cross Lane and a point 15.00 metres north-west of that kerbline.

Rainsford Way, the west side, between a point 10.00 metres north of the northern kerbline of Strathmore Gardens and a point 10.00 metres south of the southern kerbline of Strathmore Gardens.

South Street, Romford, the east side, between a point 10.00 metres north of the northern kerbline of Clydesdale Road and a point 10.00 metres south of the southern kerbline of Clydesdale Road.

Strathmore Gardens, both sides, between the western kerbline of Rainsford Way and a point 10.00 metres west of that kerbline.

Upminster Road, the south side, between a point 15.00 metres east of the eastern kerbline of Norfolk Road and a point 15.00 metres west of the western kerbline of Norfolk Road.

Windsor Road:

(a) both sides, between the eastern kerbline of Grosvenor Drive and a point 10.00 metres east of that kerbline;
(b) both sides, between the north-western kerbline of Lyndhurst Drive and a point 10.00 metres west of that kerbline.

Diban Avenue, the south-east side, between the south-western flank wall of No 127 Diban Avenue and a point opposite the south-western boundary of No 120 Diban Avenue.
Schedule 3
Douglas Road:

(a) the north-east side, from the south-easternmost wall of No 83 Douglas Road to the common boundary of Nos 89 and 91 Douglas Road;
(b) the south-west side, from the south-eastern boundary of No 72 Douglas Road to the north-western wall of No 84 Douglas Road.

Dymoke Road, the north side, from a point 10.00 metres west of the western kerbline of Kyme Road extending westward for a distance of 19.00 metres.
