THE HARROW (WAITING AND LOADING RESTRICTION) (AMENDMENT NO 151) ORDER 2003

1. Notice is hereby given that the Council of the London Borough of Harrow, on 3 March 2003, made the above-mentioned Order under sections 6, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and all other enabling powers. 2. The general effect of the Order will be further to amend the Harrow (Waiting and Loading Restriction) Order 1978, so that in the length of street specified in Column 1 of the Schedule to this notice between the times specified in Column 2 waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited. 3. The prohibitions referred to in paragraph 2 above will not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a parking attendant or other person authorised by the Council or in certain circumstances, eg, the picking up or setting down of passengers; the carrying out of statutory powers or duties; etc. The usual exemption relating to vehicles lawfully displaying a disabled person’s “Blue/Orange Badge” will apply. 4. A copy of the Order, which will come into operation on 10 March 2003, and of the Harrow (Waiting and Loading Restriction) Order 1978 (and of the Orders which have previously amended that Order) and documents giving more particulars of the Order are available for inspection during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Order was made in the Environmental Information Centre at the address below. 5. If any person wishes to question the validity of the Order or of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or of any Instrument made under the Act has not been complied with, that person may, within 6 weeks of the date on which the Order is made, apply for the purpose to the High Court. 6. Due to changes in legislation which came into effect on 31 January 2003 these waiting restrictions which apply “at any time” will only be indicated by the provision of double yellow lines. Double yellow lines can only be used where waiting restrictions apply “at any time” and the regulations do not permit the provision of time plates. Timeplates will be removed from existing double yellow line restrictions at the earliest opportunity and this is hoped to be completed within 4 years. This requirement only applies to double yellow lines, single yellow lines will continue to be provided with timeplates.
