ADDISON ROAD, GREEN ROAD, HOMESTEAD PADDOCK, THE FAIRWAY, SOUTHGATE AND TRENT GARDENS—WAITING RESTRICTIONS

Notice is hereby given that the Council of the London Borough of Enfield propose to make the Enfield (Prohibition of Stopping Outside Schools) (Special Parking Area) (Amendment No.   ) Order 199  and the Enfield (Waiting and Loading Restriction) (Special Parking Area) (Amendment No.   ) Order 199 , under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, and the Road Traffic Act 1991. 2. The general effect of the Prohibition of Stopping Outside Schools Order would be to amend the Enfield (Prohibition of Stopping Outside Schools) (Special Parking Area) (No. 1) Order 1995, so that stopping by vehicles would be: (a) prohibited between 8.15 a.m. and 9.15 a.m., between 11.30 a.m. and 1.30 p.m. and between 2.45 p.m. and 4 p.m., on Mondays to Fridays inclusive, during school term time in the length of Amberley Road, Enfield, specified in Schedule 1 to this notice; (b) prohibited between 8 a.m. and 9.15 a.m. and between 2.45 p.m. and 4.15 p.m., on Mondays to Fridays inclusive, during school term time in the length of Green Road, specified in Schedule 2 to this notice. 3. The prohibition referred to in paragraph 2 above would not apply: (a) to a vehicle being used for ambulance, fire brigade or police purposes; or (b) in certain circumstances, to a vehicle being used in connection with the maintenance, improvement or reconstruction of the highway; or (c) where the person in control of the vehicle is required by law to stop, or does so in order to avoid an accident; or (d) to anything done with the permission of a police constable in uniform or a parking attendant. 4. The general effect of the Waiting and Loading Restriction Order would be further to amend the Enfield (Waiting and Loading Restriction) (Special Parking Area) Order 1994, so that: (a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited: (i) at any time in the length of street specified in Schedule 3 to this notice; (ii) between 8 a.m. and 6.30 p.m. throughout the week in lengths of streets specified in Schedule 4 to this notice. (b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11 a.m. and 6.30 p.m., throughout the week in the street and lengths of streets referred to in sub-paragraph (a) above; (c) the sale or offer for sale of goods from a vehicle in the street and lengths of street referred to in sub-paragraph (a) above would be prohibited, except on a Sunday, unless there is in force a valid licence issued by Enfield Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected; (d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, in the street and lengths of streets referred to in sub-paragraph (a) above, would be prohibited. 5. The prohibitions referred to in paragraph 4(a) and (b) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or a parking attendant or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. 6. A copy of each of the proposed Orders of maps indicating the location and effect of the proposed Orders of the Council’s statement of reasons for proposing to make the Orders and of the Enfield (Prohibition of Stopping Outside Schools) (Special Parking Area) (No. 1) Order 1995, and the Enfield (Waiting and Loading Restriction) (Special Parking Area) Order 1994, (and of the Orders which have previously amended or applied those Orders), can be inspected at the Reception Desk, “B” Block, the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, during normal office hours on Mondays to Fridays inclusive. 7. Persons desiring to object to either of the proposed Orders, or make any other representations in respect of either of the proposed Orders, should send a statement in writing to that effect, and in the case of an objection stating the grounds thereof, to the Head of Traffic and Parking Services, the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, quoting Ref. KWG/TG52/747, by 2nd February 2001. 8. Under the Local Government (Access to Information) Act 1985, many of the reports made to a Committee of the Council are open to the press and to the public. When this happens any documents used to a material extent in compiling the report are also open to inspection. This means that any letter you write to the Council in response to this notice may be available to the press and to the public, who would be entitled to take copies of it if they wish. I. Hastings, Head of Traffic and Parking Services Schedule 1 School Entrance Marking—8.15 a.m. to 9.15 a.m., 11.30 a.m. to 1.30 p.m. and 2.45 p.m. to 4 p.m., on Mondays to Fridays during school term time: Amberley Road, Enfield the north-west side, from a point 3 metres north-east of the common boundary of Nos. 106 and 108 Amberley Road, Enfield south-westward for a distance of 25.56 metres. Schedule 2 School Entrance Marking—8 a.m. to 9.15 a.m. and 2.45 p.m. to 4 p.m., on Mondays to Fridays during school term time: Green Road, the north-west side, from a point 16 metres south-west of the south-western kerb-line of Homestead Paddock south-westward for a distance of 31.56 metres. Schedule 3 No waiting at any time: Homestead Paddock, the north-east side. Schedule 4 Waiting Restrictions—8 a.m. to 6.30 p.m. throughout the week : Addison Avenue : (a) the north-east side, between its junction with Green Road and a point 3 metres north-west of a point opposite the north-western wall of Nos. 1 to 6, The Haven, Green Road; (b) the south-west side, between the south-eastern kerb-line of Green Road and a point 7.5 metres south-east of that kerb-line. Green Road : (a) the north-west side, between the south-western kerb-line of Homestead Paddocks and a point 16 metres south-west of that kerb-line; (b) the south-east side: (i) between the common boundary of Nos. 3 and 5 Green Road and a point 15 metres north-east of the north-eastern kerb-line of Trent Gardens; (ii) between a point 34 metres south-west of the south-western kerb-line of The Fairway, Southgate and a point opposite the north-eastern wall of De Bohun School House, Green Road; (iii) between a point 15 metres south-west of the south-western kerb-line of Addison Avenue and a point 8 metres north-east of a point opposite the north-eastern wall of Nos. 1 to 6 The Haven, Green Road. Homestead Paddock, the south-west side, between the north-western kerb-line of Green Road and a point 4 metres north-west of that kerb-line. The Fairway, Southgate : (a) the north-east side, between its junction with Green Road and the common boundary of Nos. 1 and 3 The Fairway, Southgate; (b) the south-west side, between the south-eastern kerb-line of Green Road and a point 5 metres north-west of the common boundary of Nos. 2 and 4 The Fairway, Southgate.
